Notice of Closure of Public Lands to Motorized Vehicle Use
Pursuant to 43 Code of Federal Regulations (CFR) Subpart 8341.2(a), the Bureau of Land Management (BLM) announces the closure of certain BLM-administered public lands to all types of motor vehicle use to protect the National Historic Trails (NHT), which includes the Oregon, Mormon Pioneer, California, and Pony Express Trails. This closure affects public lands located within Fremont County on the NHTs in the area known as Rocky Ridge. The closure area extends for approximately 2 miles from near the Lower Monument over Rocky Ridge to the western edge of the BLM-administered public land in Section 28, T29N, R97W.

Per 30 U.S.C. 188(d), the lessees, Headington Oil, Limited Partnership, Upton Resources U.S.A., Inc., Northern Energy Corporation, and W.H. Champion, timely filed petitions for reinstatement of oil and gas leases NDM 85983, NDM 85987, NDM 85992, NDM 85998, and NDM 92293, Billings County, North Dakota. The lessees paid the required rentals accruing from the date of termination, February 1, 2005. No leases were issued that affect these lands. The lessees agree to new lease terms for rentals and royalties of $10 per acre and 16\2/3\ percent or 4 percentages above the existing competitive royalty rate for each lease. The lessees paid the $500 administration fee for the reinstatement of each lease and $155 cost for publishing this Notice. The lessees met the requirements for reinstatement of the leases per Sec. 31(d) and (e) of the Mineral Leasing Act of 1920 (30 U.S.C. 188). We are proposing to reinstate the leases, effective the date of termination, February 1, 2005, subject to: The original terms and conditions of each lease; The increased rental of $10 per acre for each lease; The increased royalty of 16\2/3\ percent or 4 percentages above the existing competitive royalty rate for each lease; and The $155 cost of publishing this Notice.

Correction to Notice of Realty Action: Competitive Sale of Public Lands in Clark County, NV; Termination of Recreation and Public Purposes Classification and Segregation; Withdrawal of the Formerly Classified Lands by the Southern Nevada Public Land Management Act
This notice amends the Notice of Realty Action for Competitive Sale of Public Lands in Clark County, Nevada; Termination of Recreation and Public Purposes Classification and Segregation; Withdrawal of the formerly classified lands by the Southern Nevada Public Land Management Act printed in the Federal Register: Vol. 70, No. 159 Thursday, August 18, 2005. The number of parcels being offered for sale is corrected to read, 87 parcels. This sale includes parcel N-78217 which was omitted from the original notice. Under the section entitled DATES, the correct acres for the proposed SNPLMA sale in the Las Vegas Valley is 3,197.00 acres. Under the section entitled SUPPLEMENTARY INFORMATION, the following corrections are made: The first sentence after the legal descriptions is corrected to read ``87 parcels''. In the first and second sentences after the legal descriptions, all references to the North Las Vegas ``parcel'' should read ``parcels'', and the second sentence is to also include (N-78217 and N-79580). In the second full paragraph after the legal descriptions, regarding BLM reservation/conveyance of the mineral interests, N-78217 is added to the parcels referenced. Under the section entitled ``Terms and Conditions of Sale'', the following corrections are made: No. 7. should read, ``Unless otherwise stated herein, maps delineating the individual proposed sale parcels and current appraisals for each parcel are available for public review at the BLM LVFO.'' No. 8. (a), should read, ``Parcels N-78217 and N-79580 will be put up for purchase and sale together at the oral auction. A sealed bid for these parcels will not be accepted. Arizona State Office Public Room Temporary Closure

Notice of Intent To Prepare an Environmental Impact Statement for the Creston/Blue Gap II Natural Gas Project, Carbon and Sweetwater Counties, WY
Under Section 102 (2) (C) of the National Environmental Policy Act (NEPA) of 1969, as amended, the Bureau of Land Management (BLM), Rawlins Field Office, announces its intent to prepare an EIS on the potential impacts of a proposed natural gas development project consisting primarily of conventional gas well development, but also including approximately 100 coal bed natural gas wells. In April 2005, the BLM received a proposal from Devon Energy Corporation representing themselves and other lease holders in the area, to drill and develop up to 1,250 wells from an estimated 1000 well pad sites and install and operate associated facilities. The proposed project area encompasses approximately 184,000 acres of mixed Federal, State, and private land, and overlies a natural gas field analyzed under the Creston/Blue Gap Natural Gas Project Final EIS (1994). Project development and the operational period is expected to have a 30 to 40 year life. The project area is located approximately 40 air miles southwest of the city of Rawlins, Carbon County, Wyoming.

Notice to the Public of Temporary Public Lands Closures and Prohibition of Certain Activities on Public Lands Administered by the Bureau of Land Management, Winnemucca Field Office, Nevada
Notice is hereby given that certain lands located in northwestern Nevada partly within the Black Rock Desert-High Rock Canyon Emigrant Trails National Conservation Area will be temporarily closed or restricted and certain activities will be temporarily prohibited in and around the Burning Man event site administered by the BLM Winnemucca Field Office in Pershing and Washoe Counties, Nevada. The specified closures, restrictions and prohibitions are made in the interest of public safety at and around the public lands location of an event known as the Burning Man Festival. This event is authorized on public lands under a special recreation permit and is expected to attract approximately 35,000 participants this year. These lands will be closed or restricted as follows: August 15, 2005 through September 19, 2005 inclusive: Discharge of firearms, possession of weapons, waste water disposal, and closed or restricted to camping. August 26, 2005 through September 5, 2005 inclusive: Aircraft landing, possession of fireworks, possession of alcohol by minors, and closed to all public uses. August 29, 2005 through September 5, 2005 inclusive: Closed or restricted to vehicle use. In accordance with the Knolls Recreation Area Management Plan, the Bureau of Land Management (BLM), Salt Lake Field Office, is establishing a special recreation permit fee area, and issuing interim final supplementary rules and requesting comments. These interim final supplementary rules will apply to public lands within the Knolls Special Recreation Management Area (SRMA) and will be effective until the publication of a final supplementary rule. The BLM has determined these interim final supplementary rules are necessary to enhance the safety of visitors, protect natural resources, improve recreation opportunities, and protect public health.
Floating Permit To Change at Gila Box Riparian National Conservation Area
The Federal Lands Recreation Enhancement Act (FLREA) requires that the Bureau of Land Management (BLM) change its fee collection at the Gila Box Riparian National Conservation Area (RNCA) from Recreation Use Permits to Special Recreation Permits. This change will only affect the Gila River floatboat put-in facility along the Gila River. The fee remains the same.

When approved, the RMP will replace those portions of the existing Phoenix Resource Management Plan (1989) and Safford District Resource Management Plan (1992, 1994) within the Tucson Field Office administrative boundary.

The Bureau of Land Management (BLM)'s Royal Gorge Field Office is implementing supplementary rules. These supplementary rules implement three decisions from the Gold Belt Travel Management Plan, approved August 18, 2004. The rules apply to the public lands within the Gold Belt Travel Management Plan area under the management of the Royal Gorge Field Office, in El Paso, Fremont, Park, and Teller Counties, Colorado. The rules are needed in order to protect the area's natural resources and provide for public health and safety.

Mining Claim and Site Maintenance and Location Fees-Fee Adjustment
The Bureau of Land Management (BLM) is publishing this interim rule to amend regulations found at 43 CFR part 3834, subpart B, related to adjustments of the fees required to be paid for mining claims and mill sites, so as to clarify that mining claimants may cure the filing of an insufficient payment of fees when the fees have changed through any means, including a Consumer Price Index (CPI) adjustment or other statutorily required adjustment.

Notice of Availability of the Proposed Management Plan and Final Environmental Impact Statement (EIS) for the Craters of the Moon National Monument and Preserve
In accordance with the Federal Land Policy and Management Act of 1976, the National Park and Recreation Act of 1978, and the National Environmental Policy Act of 1969, the Bureau of Land Management and the National Park Service have jointly prepared a Proposed Plan/Final EIS for the Craters of the Moon National Monument and Preserve. The Final EIS discusses public and agency comments received on the draft EIS. It describes and analyzes four alternative management strategies, each presenting a different approach to resolving issues identified through public scoping. Alternative A is the ``no action'' or continuation of present management alternative. Alternative B would promote more travel and access within the Monument. Alternative C would emphasize retention and enhancement of the Monument's primitive character. The Proposed Plan is Alternative D, the agency preferred alternative from the draft Plan/EIS, refined by public comment. Alternative D, which emphasizes protection and restoration of physical and biological resources, is also considered to be the environmentally preferred alternative.

In accordance with the National Environmental Policy Act (NEPA), the Federal Land Policy and Management Act (FLPMA), the Steens Mountain Cooperative Management and Protection Act of 2000 (Steens Act), and Bureau of Land Management (BLM) policies, the BLM announces the availability of the RMPs/RODs for the Andrews Management Unit (AMU) and Steens Mountain Cooperative Management and Protection Area (CMPA), located primarily in Harney County in southeastern Oregon. The Oregon/ Washington State Director approved the RMPs/RODs, which become effective immediately. In accordance with the Steens Act, BLM is also releasing the Final Steens Mountain Wilderness and WSRs Plan for pertinent lands within the CMPA.

Public Land Order No. 7644; Revocation of 4 Bureau of Reclamation Orders and 2 Public Land Orders; Idaho
This order revokes 4 Bureau of Reclamation Orders and 2 Public Land Orders in their entirety as they affect 6,785.75 acres of lands withdrawn for the Minidoka Reclamation Project. This order opens 2,767.04 acres of public lands to all forms of appropriation under the public land laws, and 4,018.71 acres of lands to such uses as may be authorized by law on National Forest System lands. This order also opens all of the lands to the mining laws.
Notice of Invitation-Coal Exploration License Application MTM 94825
Members of the public are hereby invited to participate with Spring Creek Coal Company in a program for the exploration of coal deposits owned by the United States of America in the following- described lands located in Big Horn County, Montana, encompassing 1917.50 acres:
Public Land Order No. 7643; Extension of Public Land Order No. 7464; Montana
This order extends Public Land Order No. 7464 for an additional 5-year period. This extension is necessary to continue to protect reclamation of the Zortman-Landusky mining area.
Alaska Native Claims Selection
As required by 43 CFR 2650.7(d), notice is hereby given that an appealable decision approving lands for conveyance pursuant to the Alaska Native Claims Settlement Act will be issued to Mary's Igloo Native Corporation. The lands are located in Lot 2, U.S. Survey No. 604, Alaska, and T. 3 S., Rgs. 30, 31, and 32 W., Kateel River Meridian; T. 4 S., R. 32 W., Kateel River Meridian; and Ts. 3 and 4 S., R. 33 W., Kateel River, Alaska, in the vicinity of Mary's Igloo Alaska, and contains 18,915.33 acres. Notice of the decision will also be published four times in the Nome Nugget.
Alaska Lands Conveyance
As required by 43 CFR 2650.7(d), notice is hereby given that an appealable decision directing conveyance of lands pursuant to the Alaska National Interest Lands Conservation Act will be issued to Shee Atika, Incorporated, for certain lands in T. 47 S., R. 66 E., Copper River Meridian, located in the vicinity of Sitka, Alaska, containing approximately 20 acres. Notice of the decision will also be published four times in the Ketchikan Daily News.
