In compliance with the National Environmental Policy Act of 1969, as amended (NEPA), the Federal Land Policy and Management Act of 1976, as amended (FLPMA), and the California Environmental Quality Act, the Bureau of Land Management (BLM) Palm Springs/South Coast Field Office, Palm Springs, California, together with the County of Riverside, California, intend to prepare a joint Environmental Impact Statement (EIS)/Environmental Impact Report (EIR), which may include an amendment to the California Desert Conservation Area (CDCA) Plan (1980 as amended), related to McCoy Solar, LLC's right-of-way (ROW) application for the McCoy Solar Energy Project (MSEP), a 750-megawatt (MW) photovoltaic (PV) solar electricity generation project. Notice of Realty Action; Recreation and Public Purposes Act Classification and Conveyance of Public Land in Mesa County, CO
The Bureau of Land Management (BLM) Grand Junction Field Office examined approximately 80 acres of public land in Mesa County, Colorado and found the land suitable for classification for sale under the provisions of the Recreation and Public Purposes Act (R&PP). Colorado Mesa University (formerly Mesa State College) proposes to use the land for construction and operation of a Peace Officer Standards and Training (POST) Academy and Mesa County Regional Public Safety Training Facility (RPSTF).

Notice of Proposed Reinstatement of Terminated Oil and Gas Leases NDM 94247, NDM 94249, and NDM 94263
Per 30 U.S.C. 188(d), Pride Energy Company timely filed a petition for reinstatement of competitive oil and gas leases NDM 94247, NDM 94249, and NDM 94263, Billings County, ND. The lessee paid the required rental accruing from the date of termination. No leases were issued that affect these lands. The lessee agrees to new lease terms for rentals and royalties, $10 per acre and 16\2/3\ percent respectively. The lessee paid the $500 administration fee for the reinstatement of the lease and $163 cost for publishing this Notice. The lessee met the requirements for reinstatement of the lease per Sec. 31 (d) and (e) of the Mineral Leasing Act of 1920 (30 U.S.C. 188). We are proposing to reinstate the lease, effective the date of termination subject to: The original terms and conditions of the lease; The increased rental of $10 per acre; and The increased royalty of 16\2/3\ percent.
Notice of Intent To Prepare an Environmental Impact Statement for the Sheep Mountain Uranium Project, Fremont County, WY
Pursuant to the National Environmental Policy Act of 1969, as amended (NEPA) and the Federal Land Policy and Management Act, as amended (FLPMA), and in response to a proposal filed by Titan Uranium USA, Inc. (Titan), the Bureau of Land Management (BLM), Lander Field Office, Wyoming, intends to prepare an Environmental Impact Statement (EIS) and by this notice is announcing the beginning of the scoping process to solicit public comments regarding issues and resource information for the proposed Sheep Mountain Uranium Project (the Project) in Fremont County, Wyoming. The Project is a conventional uranium exploration and development project employing open pit and underground mining methods and using heap leach methods for uranium recovery.

Public Land Order No. 7774; Extension of Public Land Order No. 6868; Oregon
This order extends the duration of the withdrawal created by Public Land Order No. 6868 for an additional 20-year period. The extension is necessary to continue protection of the major anadromous fish spawning beds at the Steamboat Creek Tributaries Streamside Zone and Steamboat Creek Roadside and Streamside Zones.

This order extends the duration of the withdrawal created by Public Land Order No. 6870 for an additional 20-year period. The extension is necessary to continue protection of the scientific and ecological research values at the Steamboat Mountain Research Natural Area, which would otherwise expire on August 27, 2011.
Public Land Order No. 7776; Extension of Public Land Order No. 6875; Oregon
This order extends the duration of the withdrawal created by Public Land Order No. 6875 for an additional 20-year period. The extension is necessary to continue protection of the rare botanical specimens and the unique natural environment located within the Babyfoot and Big Craggies Botanical Areas, which would otherwise expire on August 27, 2011.
Public Land Order No. 7760; Extension of Public Land Order No. 6839; Alaska; Correction
The Bureau of Land Management published Public Land Order No. 7760 in the Federal Register on April 1, 2011 (76 FR 18244), extending PLO No. 6839 for another 20-year period. Public Land Order No. 7760 contains incorrect acreages for the encumbered land.

Meeting of the California Desert District Advisory Council
Notice is hereby given, in accordance with Public Laws 92-463 and 94-579, that the California Desert District Advisory Council (DAC) to the Bureau of Land Management (BLM), U.S. Department of the Interior, will meet in formal session on Saturday, Sept. 10, 2011, from 8 a.m. to 5 p.m. at the Hampton Inn & Suites, 2710 Lenwood Rd., Barstow, CA 92311. There will be a field trip on Friday, Sept. 9, that will include Sawtooth Canyon Campground and El Mirage Dry Lake Off- Highway Vehicle Area. Notice of Intent To Solicit Nominations for the Dominguez-Escalante National Conservation Area Advisory Council
The Secretary of the Interior (Secretary) was directed by the Omnibus Public Lands Management Act of 2009 to establish the Dominguez- Escalante National Conservation Area (D-E NCA) Advisory Council (Council). The 10-member Council was formed in December 2010 to provide recommendations to the Secretary through the Bureau of Land Management (BLM) during the development of a resource management plan (RMP) for the D-E NCA. Since this council was formed, one council member representing Delta County and one council member representing natural values have expressed interest in resigning from the council due to time conflicts. As a result, the Secretary is soliciting applications to replace the current occupants of these two seats.
Notice of Proposed Class II Reinstatement of Terminated Oil and Gas Leases, Utah
In accordance with Title IV of the Federal Oil and Gas Royalty Management Act (Pub. L. 97-451), Delta Petroleum Corporation and Wapiti Oil and Gas LLC timely filed a petition for reinstatement of oil and gas leases UTU-85226 and UTU-85230 lands in Uintah County, Utah, and it was accompanied by all required rentals and royalties accruing from February 1, 2011, the date of termination.
