Notice of Availability of the Record of Decision for the Blythe Solar Power Project and Associated Amendment to the California Desert Conservation Area Resource Management Plan, Riverside County, California
The Bureau of Land Management (BLM) announces the availability of the Record of Decision (ROD)/Approved Amendment to the California Desert Conservation Area (CDCA) Plan (the applicable Resource Management Plan (RMP) for the project site and the surrounding areas) located in the California Desert District. The Secretary of the Interior signed the ROD on October 22, 2010, which constitutes the final decision of the Department.
Notice of Public Meeting, National Historic Oregon Trail Interpretive Center Advisory Board

Notice of Proposed Withdrawal Extension and Opportunity for Public Meeting for the Peony, Pole Pick, and Frank Burge Seed Orchards; Washington
The United States Forest Service (USFS) has filed an application with the Bureau of Land Management (BLM) that proposes to extend the duration of Public Land Order (PLO) No. 6952 for an additional 20-year term. PLO No. 6952 withdrew approximately 110 acres of National Forest System land from location and entry under the United States mining laws in order to protect the integrity and functionality of the seed orchards, along with the investment of Federal funds at the Peony, Pole Pick, and Frank Burge Seed Orchards. The withdrawal created by PLO No. 6952 will expire on November 11, 2012, unless extended. This notice also gives an opportunity to comment on the proposed action and to request a public meeting.
Alaska Native Claims Selection
As required by 43 CFR 2650.7(d), notice is hereby given that the Bureau of Land Management will issue an appealable decision to The Aleut Corporation. The decision will approve the conveyance of only the surface estate for certain lands pursuant to the Alaska Native Claims Settlement Act. The lands are located on the Rat Islands, west of Adak, Alaska, aggregating 191.31 acres. Notice of the decision will also be published four times in the Anchorage Daily News.
Alaska Native Claims Selection
As required by 43 CFR 2650.7(d), notice is hereby given that the Bureau of Land Management will issue an appealable decision to Bristol Bay Native Corporation. The decision will approve the conveyance of the surface and subsurface estates for certain lands pursuant to the Alaska Native Claims Settlement Act. The lands are located southwesterly of Manokotak, Alaska, aggregating 31.96 acres. Notice of the decision will also be published four times in the Anchorage Daily News.

The Calico Solar Project is located in San Bernardino County, California. The Secretary of the Interior signed the ROD on October 20, 2010, which constitutes the final decision of the Department. Notice Extending Scoping Period for the Notice of Intent To Prepare an Environmental Impact Statement for the Walker Ridge Wind Project, Lake and Colusa Counties, CA
The Bureau of Land Management (BLM) announces the extension of the scoping period for the Environmental Impact Statement (EIS) for the proposed Walker Ridge Wind Project, Lake and Colusa Counties, California. The BLM published a Notice of Intent to prepare the EIS in the Federal Register on August 13, 2010 [75 FR 49517], and in that notice provided for a scoping period to end on September 13, 2010. The BLM now extends the scoping period through October 13, 2010.
Notice of Intent To Collect Fees on Public Land in Fremont County, Idaho, Upper Snake Field Office Under the Federal Lands Enhancement Act
In accordance with the Federal Lands Recreation Enhancement Act (REA), the Upper Snake Field Office will begin collecting fees for the day use area and a fee for use of the Recreational Vehicle dump station at Egin Lakes Access Recreation Site (Egin). The day use fee will be $5 per day for the use of the area, and $10 per use of the recreational vehicle dump station. A $60 season pass will be available. The site is located in Fremont County, Idaho.
Notice of Proposed Reinstatement of Terminated Oil and Gas Lease WYW159733, Wyoming
Under the provisions of the Mineral Leasing Act of 1920, as amended, the Bureau of Land Management (BLM) received a petition for reinstatement from Sun Cal Energy Inc. for competitive oil and gas lease WYW159733 for land in Sublette County, Wyoming. The petition was filed on time and was accompanied by all the rentals due since the date the lease terminated under the law.
Notice of Public Meeting: Resource Advisory Councils, Nevada
In accordance with the Federal Land Policy and Management Act and the Federal Advisory Committee Act of 1972 (FACA), the Department of the Interior, Bureau of Land Management (BLM) Nevada will hold a joint meeting of its three Resource Advisory Councils (RACs), the Sierra Front-Northwestern Great Basin RAC, the Northeastern Great Basin RAC, and the Mojave-Southern Great Basin RAC in Sparks, Nevada. The meeting is open to the public and a public comment period will be available.
Notice of Public Meeting; Proposed Alluvial Valley Floor Coal Exchange Public Interest Factors; Montana
The Bureau of Land Management (BLM) hereby notifies the public that it will hold a public meeting to consider a proposal to exchange Federal coal deposits for Alluvial Valley Floor (AVF) fee coal pursuant to the Federal Land Policy and Management Act (FLPMA) of 1976, as amended, and the Surface Mining Control and Reclamation Act (SMCRA) of 1977. This exchange (serial number MTM-99236) has been proposed by Jay Nance, Brett A. Boedecker, as personal representative for Susanne N. Boedecker, Joseph P. Hayes, Patricia Hayes Rodolph, and the Brown Cattle Company Shareholders Coal Trust, collectively referred to as Nance-Brown.
Promotion of Development, Reduction of Royalty Rates for Stripper Well and Heavy Oil Properties
The Bureau of Land Management (BLM) is removing portions of two regulations in order to characterize accurately the current status of two programs that have been terminated. In the past, the programs reduced royalty rates for stripper well properties and for heavy oil properties, so that Federal lessees would have incentives to keep economically marginal oil wells in production. This rule provides for record retention and correction of errors in calculation of royalties requirements that enable the Office of Natural Resources Revenue (ONRR) to continue to verify that royalties associated with past production were correctly paid.
Notice of Availability of the Record of Decision for Vegetation Treatments Using Herbicides on Bureau of Land Management Lands in Oregon Final Environmental Impact Statement
In accordance with the National Environmental Policy Act of 1969, as amended (NEPA), the Bureau of Land Management (BLM) has prepared a Record of Decision (ROD) for Vegetation Treatments Using Herbicides on Bureau of Land Management Lands in Oregon and by this notice is announcing its availability. The ROD selects a slightly modified version of Alternative 4 as described in the Final Environmental Impact Statement (EIS) for Vegetation Treatments Using Herbicides on Bureau of Land Management Lands in Oregon, notice of which was published in the Federal Register on July 30, 2010 (75 FR 44981). The selected alternative increases the number of herbicides available for use on BLM-managed lands in Oregon and increases the number of objectives for which they can be used. The herbicides and uses permitted by the selected alternative fall entirely within those approved for use in 17 western states by the BLM in its September 2007 ROD for the Final Programmatic EIS for Vegetation Treatments Using Herbicides on BLM lands in 17 Western States. The Oregon decision incorporates the standard operating procedures and mitigation measures adopted by the BLM's 2007 17 western states decision and adds additional mitigation and monitoring requirements specific to Oregon.

Under the National Environmental Policy Act of 1969 (NEPA), the Federal Land Policy and Management Act of 1976 (FLPMA) and associated regulations, the Bureau of Land Management (BLM) has prepared a Draft Environmental Impact Statement (EIS) that evaluates, analyzes, and discloses to the public direct, indirect, and cumulative environmental impacts of a proposal to develop natural gas in Uintah and Duchesne Counties, Utah. This notice announces a 45-day public comment period to meet the requirements of the NEPA and Section 106 of the National Historic Preservation Act.
