Notice of Proposed Withdrawal and Opportunity for Public Meeting; Arizona, California, Colorado, Nevada, New Mexico, and Utah
The Secretary of the Interior proposes to withdraw approximately 676,048 acres of public lands from settlement, sale, location, or entry under the general land laws, including the mining laws, on behalf of the Bureau of Land Management (BLM) to protect and preserve solar energy study areas for future solar energy development. This notice segregates the lands for up to 2 years from surface entry and mining while various studies and analyses are made to support a final decision on the withdrawal application. The lands will remain open to the mineral leasing laws.

Notice of Intent To Prepare an Environmental Impact Statement for the Proposed NextLight Renewable Power, LLC, Silver State North Solar Project and Silver State South Solar Project, Primm, NV

Required Fees for Mining Claims or Sites
The Bureau of Land Management (BLM) is promulgating this final rule to make statutorily authorized adjustments to its location and maintenance fees for unpatented mining claims, mill sites, and tunnel sites. These adjustments reflect changes in the Consumer Price Index (CPI), which is published by the Bureau of Labor Statistics.

Adequacy of the Environmental Assessment and Fair Market Value Public Meeting for the Dry Canyon Coal Tract, Carbon County, UT
The Bureau of Land Management (BLM) will hold a public meeting on August 13, 2009, at 7 p.m. at the Bureau of Land Management, Price Field Office, 125 South 600 West, Price, Utah, for the proposed competitive sale of the Dry Canyon coal tract. Public Land Order No. 7735; Withdrawal of Public Lands To Protect Townsend's Big-eared Bat Maternity Roosts; Colorado
This order withdraws 22.36 acres of public lands from all forms of appropriation under the public land laws, including location under the United States mining laws, for a period of 20 years to protect three sites containing Townsend's Big-eared Bat maternity roosts. The lands have been and will remain open to mineral leasing but no surface occupancy will be permitted on the sites.
Public Land Order No. 7734; Withdrawal and Transfer of Jurisdiction of Public Land for the Department of Energy Crescent Junction Uranium Mill Tailings Repository; Utah
This order withdraws approximately 936 acres of public land from the United States mining and mineral leasing laws and transfers jurisdiction to the Department of Energy for a period of 20 years for ancillary facilities at its Crescent Junction Uranium Mill Tailings Repository.

Notice of Intent To Prepare an Environmental Impact Statement/Staff Assessment and Land Use Plan Amendment for the SES Solar One Project, San Bernardino County, CA
In compliance with the National Environmental Policy Act of 1969, as amended (NEPA), and the California Environmental Quality Act (CEQA), the Department of the Interior, Bureau of Land Management (BLM), together with the California Energy Commission, (hereinafter jointly referred to as the Agencies) intend to prepare an Environmental Impact Statement/Staff Assessment (EIS/SA), and a Proposed Land Use Plan Amendment for the Stirling Energy Systems (SES) Solar One Project (Project), a Stirling engine systems solar dish project in San Bernardino County, California. SES is seeking approval to construct and operate an electrical generating facility with a nominal capacity of 850 megawatts (MW), using concentrated solar thermal power. Approximately 8,230 acres of BLM administered public land are needed to develop the Project. SES has submitted an application to the BLM requesting a right-of-way (ROW) to construct the Project and related facilities. Pursuant to BLM's California Desert Conservation Area (CDCA) Plan (1980, as amended), sites associated with power generation or transmission not identified in the CDCA Plan will be considered through the plan amendment process.
Direct Sale of Public Land Near the Fernley Airport in Lyon County, NV
The Bureau of Land Management (BLM) proposes to offer one parcel of approximately 320 acres of public land in northern Lyon County by non-competitive direct sale at the appraised fair market value to Toybox Enterprises, Inc. Toybox holds a public airport lease within the described area. The sale will be subject to the applicable provisions of sections 203 and 209 of the Federal Land Policy and Management Act of 1976 (FLPMA), 43 U.S.C. 1713 and 1719, respectively, and BLM land sale and mineral conveyance regulations at 43 CFR 2710 and 2720.
Notice of Realty Action: Competitive Sale of Public Lands in Tehama County, CA
The Bureau of Land Management (BLM) proposes to sell a parcel of public land in Tehama County, California, consisting of approximately 80 acres. The sale will be conducted by the United States General Services Administration (GSA) as an online competitive bid auction, at GSA's Web site: https://www.auctionrp.com. Interested bidders must first register to bid either at https://www.auctionrp.com or by mail and submit registration deposits, and once registered, may participate in online bidding. Bids must be equal to or greater than the appraised fair market value of the land. The sale will be completed under the authority of Sections 203 and 209 of the Federal Land Policy and Management Act of 1976 (FLPMA) (43 U.S.C. 1713 and 1719) and the implementing regulations at 43 CFR 2710 and 2720. The purpose of the sale is to dispose of lands which are difficult and uneconomic to manage.

The Bureau of Land Management (BLM) has examined and found suitable for classification for lease to the City of Ferron, Utah under the provisions of the Recreation and Public Purposes (R&PP) Act, as amended (43 U.S.C. 869-869-4) 196.48 acres of public land in Emery County, Utah. The City of Ferron proposes to use the land for continuing operation and expansion of the Millsite Golf Course. This action reclassifies 149.36 acres from lease or conveyance to lease only and classifies an additional 47.12 acres for lease only.
