State of Arizona Resource Advisory Council Meeting
In accordance with the Federal Land Policy and Management Act of 1976 and the Federal Advisory Committee Act of 1972, the U.S. Department of the Interior, Bureau of Land Management (BLM), Arizona Resource Advisory Council (RAC), will meet on June 25, 2009, at the BLM National Training Center located at 9828 North 31st Avenue in Phoenix from 8 a.m. until 4:30 p.m. Morning agenda items include: Review and approval of the March 26, 2009, meeting minutes for RAC and Recreation Resource Advisory Council (RRAC) business; BLM State Director's update on statewide issues; Update on Solar Energy Rights- of-Way Applications, and the Arizona Renewable Resources and Transportation Information System Project; a presentation on Mapping Land Health Achievements and Non-Achievements on BLM Lands: Improving Land Management, Planning, and Reporting of Land Condition; RAC review and discussion of the 2009 RAC Annual Work Plan; questions on BLM District/Field Manager reports; and reports by the RAC working groups. Establishment of Interim Final Supplementary Rules Within the South Spit Cooperative Management Area, Managed by the Arcata Field Office, California
The Bureau of Land Management (BLM) Arcata Field Office, California, is issuing interim final supplementary rules for the South Spit Cooperative Management Area (CMA) and requesting public comment. The rules will be effective upon publication and remain in effect until the publication of final supplementary rules. The BLM has determined these interim final supplementary rules are necessary to enhance the safety of visitors, protect natural resources, and protect public health.

Bureau of Land Management (BLM), Colorado State Office, Lakewood, Colorado, hereby gives notice that the public meeting will be held to receive comments on the Environmental Analysis (EA), Finding of No Significant Impact (FONSI), Maximum Economic Recovery (MER), and Fair Market Value (FMV) of federal coal to be offered for a competitive lease sale. Coal Lease By Application (LBA) COC-70615 was filed by Oxbow Mining, LLC. The BLM plans to offer for competitive lease 789.79 acres of Federal coal in Gunnison County, Colorado.
Public Land Order No. 7733; Withdrawal of Public Land for Emerald Mountain Recreation Management Area; Colorado
This order withdraws approximately 4,138 acres of public lands from all forms of appropriation under the public land laws, including the United States mining laws, and the mineral and geothermal leasing laws, for a period of 20 years for the Bureau of Land Management to protect the scenic, recreation, water quality and wildlife habitat values of the Emerald Mountain Recreation Management Area in Routt County, Colorado.
Direct Sale of Public Land in Lander County, NV
The Bureau of Land Management (BLM) proposes to offer two parcels of public land totaling about 2.65 acres by direct, non- competitive sale to adjacent property owners. The sale will be subject to the applicable provisions of Sections 203 and 209 of the Federal Land Policy and Management Act of 1976 (FLPMA), 43 U.S.C. 1713 and 1719, respectively, and BLM land sale and mineral conveyance regulations at 43 CFR 2710 and 2720.

Field Office Relocation
Notice is hereby given that the Bureau of Land Management's (BLM) Folsom Field Office is moving from its current location at 63 Natoma St., Folsom, CA to a new building located at 5152 Hillsdale Circle, El Dorado Hills, CA 95762. The office name will be the Mother Lode Field Office effective with the move. The BLM will move the weeks of May 4 and 11 and resume full operations at the new office on Monday, May 18, 2009, at 7 a.m.

Temporary Closure at Stuart Ranch, Clark County, NV
The Bureau of Land Management (BLM) is establishing a temporary closure for overnight camping, target shooting, and vehicular traffic on public land in the Stuart Ranch area northeast of Moapa, Nevada. The area will be open for day use only. This closure does not apply to hunting under the laws and regulations of the State of Nevada. This closure is being implemented to ensure public safety and health and to prevent further environmental degradation. This closure is authorized under the provisions of the Federal Land Policy and Management Act of 1976, 43 U.S.C. 1701 and 43 CFR 8364.1.
Emergency Closure to Recreational and Target Practice Shooting on Public Lands Along Dog Canyon Road in Central Otero County, Las Cruces District Office, NM
Notice is hereby given that effective immediately, the Las Cruces District Office is implementing the following closure to recreational and target practice shooting to provide for public safety near residential areas and the Oliver Lee Memorial State Park. The closure is needed in order to prevent damage to property or life in the vicinity of the gravel pit and Dog Canyon Road in central Otero County, New Mexico.
