Extension of Approved Information Collection, OMB Control Number 1004-0114
In compliance with the Paperwork Reduction Act of 1995, the Bureau of Land Management (BLM) announces its intention to request that the Office of Management and Budget (OMB) extend approval for the paperwork requirements in 43 CFR parts 3830 through 3838, which pertain to unpatented mining claims, mill sites, and tunnel sites. The Office of Management and Budget (OMB) previously approved this information collection activity under the control number 1004-0114.

Notice of Realty Action: Proposed Non-Competitive (Direct) Sale of Public Land, Gilpin County, CO
The public lands described in this Notice consist of four small parcels ranging in size from 0.01 acres to 1.75 acres for a total of 1.87 acres in Gilpin County, Colorado. The parcels are being proposed for direct sale to Prospectors Run LLC at no less than the appraised fair market value (FMV) to resolve inadvertent, unauthorized use and occupancy of the parcels. No significant resource values will be affected by disposal of these parcels from Federal ownership. The sale is consistent with Bureau of Land Management (BLM) policies and the BLM Colorado Northeast Resource Management Plan, dated September 16, 1986.

The Department of Energy and the Bureau of Land Management (BLM) (the Agencies) are extending the public comment period for the Programmatic Environmental Impact Statement to Develop and Implement Agency-Specific Programs for Solar Energy Development (Solar PEIS). The Solar PEIS includes BLM-administered lands in the States of Arizona, California, Colorado, New Mexico, Nevada, and Utah. A notice published in the Federal Register on June 30, 2009 [74 FR 31307] provided for a public comment period ending on July 30, 2009.

The Bureau of Land Management's (BLM) Grand Junction Field Office is proposing supplementary rules to regulate conduct on public lands within Bangs Canyon Special Recreation Management Area (BCSRMA). These supplementary rules are needed to implement decisions found in the Bangs Canyon Management Plan Environmental Assessment (EA) and Resource Management Plan (RMP) revision that protects public lands, resources, and public health and provides public safety.

Notice of Intent To Prepare an Environmental Impact Statement and Amendment to the California Desert Conservation Area Plan for the Lucerne Valley Solar Project; San Bernardino County, CA
In compliance with the National Environmental Policy Act of 1969 (NEPA), as amended, and the Federal Land Policy and Management Act of 1976 (FLPMA), as amended, the Bureau of Land Management (BLM) Barstow Field Office, Barstow, California intends to prepare an Environmental Impact Statement (EIS) and by this notice is announcing the beginning of the scoping process to solicit public comments and identify issues. The EIS will analyze the impacts of the Lucerne Valley Solar Plant on public lands in San Bernardino County, California. The project is being proposed by Chevron Energy Solutions (the Applicant). The applicant has requested a right-of-way (ROW) authorization to construct and operate a 45 megawatt solar photovoltaic project and connect it to the existing Southern California Edison 33 kV distribution system. Within the 516-acre solar facility, the project would include a new switchyard, control/maintenance building, and parking area. The EIS will analyze the site-specific impacts to the environment from the proposed grant of the ROW.

The Bureau of Land Management (BLM) has examined approximately 639 acres of public land in Dona Ana County, New Mexico and found them suitable for classification for lease and/or conveyance under the provisions of the Recreation and Public Purposes (R&PP) Act, as amended. New Mexico State Parks Division proposes to incorporate the public land for additional trails and visitor education as part of the Mesilla Valley Bosque State Park in Dona Ana County, New Mexico.

Notice of Proposed Withdrawal and Opportunity for Public Meeting; Arizona
The Secretary of the Interior proposes to withdraw approximately 633,547 acres of public lands and 360,002 acres of National Forest System lands for up to 20 years from location and entry under the Mining Law of 1872, 30 U.S.C. 22 et seq., on behalf of the Bureau of Land Management and the United States Forest Service. The purpose of the withdrawal, if determined to be appropriate, would be to protect the Grand Canyon watershed from adverse effects of locatable hardrock mineral exploration and mining. This notice segregates the lands from location and entry under the 1872 Mining Law for up to 2 years to allow time for various studies and analyses, including appropriate National Environmental Policy Act analysis. These actions will support a final decision on whether or not to proceed with a withdrawal. The lands will remain open to the mineral leasing, geothermal leasing, mineral materials, and public land laws.

On Wednesday, January 14, 2009, the Bureau of Land Management (BLM) published a Filing of Plats of Survey notice in the Federal Register (74 FR 2090). This notice provided the public notification that the plat was officially filed in the Colorado State Office, effective 10 a.m., December 31, 2008. The BLM is publishing this notice to inform the public of the setting aside of the plat filing and to afford all affected parties a proper period of time to protest this action, prior to the plat filing.

The information covered in this request is necessary to implement two provisions of the Federal Cave Resources Protection Act (FCRPA)one which requires Federal agencies to consult with interested parties to develop a listing of significant caves, and another under which Federal and State governmental agencies and bona fide educational and research institutions may request confidential information regarding significant caves.
Equus Beds Aquifer Recharge and Recovery Project, Equus Beds Division, Wichita Project, KS
Pursuant to the National Environmental Policy Act of 1969 (NEPA), the Bureau of Reclamation (Reclamation) has completed the Equus Beds Aquifer Recharge and Recovery Project Draft EIS. It is now available for public review and comment.
