Notice of Intent to Prepare an Environmental Impact Statement (EIS) and to Conduct Public Scoping for the West Tavaputs Natural Gas Full Field Development Plan, Carbon and Duchesne Counties, UT
Pursuant to Section 102(2)(C) of the National Environmental Policy Act (NEPA) of 1969, the Bureau of Land Management (BLM), Price Field Office, Price, Utah, will prepare an EIS on the impacts of efficient and orderly development of the natural gas resources in the West Tavaputs Plateau area on approximately 137,700 acres of public, state, and private lands in Carbon and Duchesne Counties in eastern Utah, as well as considering a site-specific development proposal on a portion of the West Tavaputs Plateau area. The Price Field Office Manager will be the authorized officer for this project.

The statement analyzes the environmental effects of the Proposed Action and the No Action Alternatives.
Notice of Availability of the Proposed Management Plan and Final Environmental Impact Statement (EIS) for the Craters of the Moon National Monument and Preserve
In accordance with the Federal Land Policy and Management Act of 1976, the National Park and Recreation Act of 1978, and the National Environmental Policy Act of 1969, the Bureau of Land Management and the National Park Service have jointly prepared a Proposed Plan/Final EIS for the Craters of the Moon National Monument and Preserve. The Final EIS discusses public and agency comments received on the draft EIS. It describes and analyzes four alternative management strategies, each presenting a different approach to resolving issues identified through public scoping. Alternative A is the ``no action'' or continuation of present management alternative. Alternative B would promote more travel and access within the Monument. Alternative C would emphasize retention and enhancement of the Monument's primitive character. The Proposed Plan is Alternative D, the agency preferred alternative from the draft Plan/EIS, refined by public comment. Alternative D, which emphasizes protection and restoration of physical and biological resources, is also considered to be the environmentally preferred alternative.
Notice of Availability of Records of Decision for the Andrews Management Unit and Steens Mountain Cooperative Management and Protection Area Resource Management Plans (RMPs)/Environmental Impact Statement (EIS) and the Steens Mountain Wilderness and Wild and Scenic Rivers Plan
In accordance with the National Environmental Policy Act (NEPA), the Federal Land Policy and Management Act (FLPMA), the Steens Mountain Cooperative Management and Protection Act of 2000 (Steens Act), and Bureau of Land Management (BLM) policies, the BLM announces the availability of the RMPs/RODs for the Andrews Management Unit (AMU) and Steens Mountain Cooperative Management and Protection Area (CMPA), located primarily in Harney County in southeastern Oregon. The Oregon/ Washington State Director approved the RMPs/RODs, which become effective immediately. In accordance with the Steens Act, BLM is also releasing the Final Steens Mountain Wilderness and WSRs Plan for pertinent lands within the CMPA.
Competitive Sale of Public Land and Partial Termination of Recreation and Public Purposes Act Classifications in Douglas County, NV
The Bureau of Land Management (BLM) is identifying for sale public land encompassing 206.25 acres more or less in North Douglas County, NV, in accordance with competitive bidding procedures. The BLM is also terminating Recreation and Public Purpose Act classifications on this same land.
Public Land Order No. 7644; Revocation of 4 Bureau of Reclamation Orders and 2 Public Land Orders; Idaho
This order revokes 4 Bureau of Reclamation Orders and 2 Public Land Orders in their entirety as they affect 6,785.75 acres of lands withdrawn for the Minidoka Reclamation Project. This order opens 2,767.04 acres of public lands to all forms of appropriation under the public land laws, and 4,018.71 acres of lands to such uses as may be authorized by law on National Forest System lands. This order also opens all of the lands to the mining laws.

As required by 43 CFR 2650.7(d), notice is hereby given that an appealable decision directing conveyance of lands pursuant to the Alaska National Interest Lands Conservation Act will be issued to Shee Atika, Incorporated, for certain lands in T. 47 S., R. 66 E., Copper River Meridian, located in the vicinity of Sitka, Alaska, containing approximately 20 acres. Notice of Realty Action: Competitive Sale of Public Lands in Clark County, NV; Termination of Recreation and Public Purposes Classification and Segregation; Withdrawal of the Formerly Classified Lands by the Southern Nevada Public Land Management Act
The Bureau of Land Management (BLM) proposes to sell by public auction 86 parcels of Federal public land, aggregating approximately 3,197.00 acres, more or less, in the Las Vegas Valley, Nevada. The sale will be under the authority of the Southern Nevada Public Land Management Act of 1998 (112 Stat. 2343), as amended by Title IV of the Clark County Conservation of Public Land and Natural Resources Act of 2002 (116 Stat. 1994) (SNPLMA). The SNPLMA sale will be subject to the applicable provisions of Sections 203 and 209 of the Federal Land Policy and Management Act of 1976 (FLPMA) (43 U.S.C. 1713 and 1719), and BLM land sale and mineral conveyance regulations at 43 CFR parts 2710 and 2720. The sale will be conducted in Las Vegas, Nevada, on November 16, 2005, using competitive bidding procedures under the regulations, at not less than the appraised fair market value (FMV) of each parcel. BLM may also continue the auction of up to five additional parcels near Laughlin, Nevada (hereinafter, ``the Laughlin parcels''), which remain unsold from a BLM competitive oral auction held in Laughlin, Nevada, on June 15, 2005. These five parcels aggregate approximately 1,796.65 acres and have been for sale on the Internet since the June 15, 2005, sale. If not sold on the Internet by November 16, 2005, BLM will take oral bids on these parcels at not less than the appraised fair market value of each parcel, at the proposed November 16, 2005, sale. Sealed bids may also be submitted for these parcels. These parcels are not within the SNPLMA disposal boundary and are sold solely under the authority of FLPMA. They were originally noticed for sale in the Federal Register on March 30, 2005, at 70 FR 16301. That notice provides that, ``If not sold, any parcel described above in this Notice may be identified for sale at a later date without further legal notice.'' 70 FR at 16303. More information on these parcels, as well as all parcels involved with the November 16 sale, is available at https:// propertydisposal.gsa.gov. If sold on the Internet or at the November 16, 2005, sale, these parcels will be sold under the terms of conditions of the original notice at 70 FR 16301. BLM's decision to sell the Laughlin parcels has already undergone notice and comment procedures pursuant to the sale regulations at 43 CFR part 2700. Environmental documentation prepared pursuant to the National Environmental Policy Act for sale of the Laughlin parcels has also undergone a public comment period. Therefore, BLM will not be accepting any new comments regarding the continued auction of the Laughlin parcels.
McInnis Canyons National Conservation Area Advisory Council Meeting
The McInnis Canyons National Conservation Area (MCNCA) Advisory Council will hold its next meeting of 2005 on September 7, 2005. The meeting will begin at 3 p.m. and will be held at the Fruita City Office Building, 325 East Aspen Avenue, Fruita, CO. An additional meeting will be held on December 7, 2005 at the Mesa County Administration Building; 544 Rood Avenue, Grand Junction, CO.
Final Supplementary Rules on Public Land in Oregon and Washington
The Bureau of Land Management (BLM) Oregon State Office is implementing supplementary rules for public lands within the states of Oregon and Washington. The rules are needed in order to protect the area's natural resources and provide for public health and safety. The rules are based on existing regulations and address camping and residency, vehicles and off-road vehicles, fire, conduct, firearms, sanitation and refuse and permits. The supplementary rules promote consistency between BLM rules on these topics and similar rules of other natural resource agencies including the U.S. Forest Service, National Park Service, Oregon Parks and Recreation, and the Washington Department of Natural Resources.
Notice of Realty Action: Proposed Modified Competitive Sale and Competitive Sale of Public Lands, Grand County, Colorado
The Bureau of Land Management (BLM) hereby provides notice that it will offer five parcels of public lands located in Grand County, Colorado, for sale at not less than their respective appraised fair market values. The Kremmling Field Manager has determined that because Parcels 1 and 5 have no legal access via any public road and are surrounded by private lands, they will be offered for sale only to the current adjoining landowners under modified competitive sale procedures. Parcels 2, 3, and 4, which have legal access via public roads, will be sold individually under competitive sale procedures open to any person or entity qualified to bid. Sales of all parcels will be by sealed bid only.
Non-Competitive Sale of Reversionary Interest, Portion of Recreation and Public Purposes Act Patent Number 27-80-0056
The State of Nevada has filed an application with the Bureau of Land Management (BLM) to purchase, at fair market value, 102.5 acres of land in Clark County, Nevada, free and clear of a reversionary interest held by the United States, pursuant to a direct sale conducted in accordance with the Federal Land Policy and Management Act of 1976.
Final Supplementary Rule for the Public Lands Administered by the Bureau of Land Management, Arizona State Office, Relating to Possession of Open Containers of Alcohol While Operating or Riding on/in Motor Vehicles
The Bureau of Land Management (BLM) is publishing a final supplementary rule to apply to the public lands administered by the Arizona State Office. The final supplementary rule prohibits the illegal use of alcohol on public lands. BLM needs the final supplementary rule to protect natural resources and the health and safety of public land users. The final supplementary rule will allow BLM law enforcement officers to enforce a regulation prohibiting the possession of open containers of alcohol while operating or riding on/ in motor vehicles on public lands in a manner consistent with current Arizona State law and BLM California supplementary rules.
Proposed Reinstatement of Terminated Oil and Gas Lease CACA 45944
Under the provisions of Public Law 97-451, Summitt Ventures Inc, timely filed a petition for reinstatement of oil and gas lease CACA 45944 for lands in Kern County, California, and it was accompanied by all required rentals and royalties accruing from April 1, 2005, the date of termination.

As required by 43 CFR 2650.7(d), notice is hereby given that two appealable decisions approving lands for conveyance pursuant to the Alaska Native Claims Settlement Act will be issued to Olgoonik Corporation. The lands are located in T. 16 N., R. 29 W., T. 14 N., R. 30 W., Tps. 4 S., Rs. 11 and 12 W., Umiat Meridian, in the vicinity of Wainwright, Alaska, aggregating 6,524.46 acres. Notice of Availability of the Proposed Management Plan and Final Environmental Impact Statement (EIS) for the Craters of the Moon National Monument and Preserve
In accordance with the Federal Land Policy and Management Act of 1976, the National Park and Recreation Act of 1978, and the National Environmental Policy Act of 1969, the BLM and the NPS have jointly prepared a Proposed Plan/Final EIS for the Craters of the Moon National Monument and Preserve. The Proposed Plan would provide direction for the management of approximately 740,000 acres of federally-managed land in Blaine, Butte, Lincoln, Minidoka, and Power Counties in south- central Idaho. In would replace the NPS' Craters of the Moon National Monument General Management Plan and portions of the following BLM plans: Big Desert, Big Lost, and Sun Valley Management Framework Plans; and the Monument RMP.

Public Land Order No. 7641; Transfer of Jurisdiction, Baca National Wildlife Refuge; CO
This order transfers administrative jurisdiction of 1,178.57 acres of surface and mineral estate and 3,991.40 acres of reserved Federal mineral estate from the Bureau of Land Management to the United States Fish and Wildlife Service for addition to and administration as part of the Baca National Wildlife Refuge. The transfer of jurisdiction is authorized by Section 8(a) of the Great Sand Dunes National Park and Preserve Act of 2000 (Pub. L. 106-530).
Public Land Order No. 7642; Modification of Public Land Order No. 6761; Colorado
This order modifies Public Land Order No. 6761, which withdrew lands for the protection of archaeological sites, to allow for disposal by exchange. This action will open the lands to exchange only.
Cove Recreation Site Use Fees and Supplementary Rules
The Bureau of Land Management is establishing use fees for the Cove Recreation Site in Birds of Prey National Conservation Area, and proposing supplementary rules at Cove Recreation Site for public use of the campground and day use areas. The fees are authorized by law, and the supplementary rules are necessary for human health and safety and to protect the natural resources of the site.
Grand Staircase-Escalante National Monument Advisory Committee: Call for Nominations
The purpose of this notice is to request public nominations for five members of the Grand Staircase-Escalante National Monument Advisory Committee (GSENM-MAC). The GSENM-MAC provides advice and recommendations to GSENM on science issues and the achievement of Grand Staircase-Escalante National Monument Management Plan objectives. GSENM will receive public nominations until September 26, 2005.
Notice of Travel Restriction and Seasonal Closure to OHVs
Notice is hereby given that effective immediately, the Bureau of Land Management (BLM), Kanab Field Office, is restricting OHV travel on 7,924 acres of public lands near Kanab, Utah. The public lands affected by this restriction are located in portions of T. 43 S., R. 5 W.; T. 43 S., R. 6 W.; and T. 43 S., R. 7 W., Salt Lake Meridian. The purpose of the restriction and seasonal closure is to protect soil, vegetation, wildlife, cultural, and riparian area resources that have been adversely impacted or are at risk of being adversely impacted by OHV use. This restriction and seasonal closure will remain in effect until the considerable adverse effects giving rise to the restriction and seasonal closure are eliminated and measures are implemented to prevent recurrence of these adverse effects.

The Bureau of Land Management (BLM) has examined and found suitable for classification for conveyance, under the provisions of the Recreation and Public Purposes (R&PP) Act of 1926, as amended (43 U.S.C. 869 et seq.), approximately 29.29 acres of public land near the community of Dyer, Esmeralda County, Nevada. This administrative final rule amends the regulations pertaining to execution and filing of forms in order to reflect the new address of the Utah State Office of the Bureau of Land Management (BLM), which moved in May 2005. All filings and other documents relating to public lands in Utah must be filed at the new address of the State Office.
Meeting of the California Desert District Advisory Council
Notice is hereby given, in accordance with Public Laws 92-463 and 94-579, that the California Desert District Advisory Council to the Bureau of Land Management, U.S. Department of the Interior, will participate in a field tour of BLM- administered public lands on Friday, September 23, 2005, from 7:30 a.m. to 5 p.m., and meet in formal session on Saturday, September 24 from 8 a.m. to 5 p.m. at the Baker Community Center, located at 56725 Park Avenue in Baker. The Council and interested members of the public will depart for a field tour at 7:30 a.m. from the Desert Studies Center at Zzyzx. The public is welcome to participate in the tour, but should plan on providing their own transportation, drinks, and lunch. Notice of Intent To Prepare a Supplement to the Statewide Oil and Gas Final Environmental Impact Statement and Amendment of the Powder River and Billings Resource Management Plans; MT
By Order of the U.S. District Court for the District of Montana, pursuant to the Federal Land Policy and Management Act of 1976 and 43 CFR 1610.2(c) for amending resource management plans (RMPs), and in accordance with the National Environmental Policy Act of 1969 (42 U.S.C. 4321), as amended, and the Council on Environmental Quality regulations at 40 CFR parts 1500-1508, the Bureau of Land Management (BLM) is preparing a Supplement to the Statewide Document (SEIS/ Amendment) and will amend the Powder River and Billings RMPs. The SEIS/ Amendment will evaluate the effects of phased coal bed natural gas (CBNG) development and production in the Billings and Powder River RMP areas. The tentative completion date of the Record of Decision for the SEIS/Amendment is December 2006.
Bureau of Land Management
The John Day/Snake Resource Advisory Council (JDSRAC) meeting scheduled for September 21, 2005, in Pendleton, Oregon, has been rescheduled to September 12, 2005. The meeting will be held at the Geiser Grand Hotel, 1996 Main Street, Baker City, Oregon. The meeting may include such topics as off highway vehicle, noxious weeds, planning, Sage-grouse, mining and other matters that may come before the council. A field trip is scheduled for September 13, 2005 to discuss mining operations on public lands in the Baker City area. The meeting is open to the public. The National Historic Oregon Trail Interpretive Center Advisory Board will meet September 22, 2005, 8 a.m. to Noon (PDT) at the National Historic Oregon Trail Interpretive Center, 42267 Highway 86, Baker City, Oregon. Meeting topics may include capital improvement, education and outreach, a facility tour, and other topics as may come before the board. The meeting is open to the public, and the public comment opportunity is scheduled from 10 to 10:15 a.m.
