The PRMP/FEIS provides direction and guidance for the management of approximately 900,000 acres of public land and 1.3 million acres of Federal mineral estate located in Beaverhead and Madison Counties in southwestern Montana and replaces the Dillon Management Framework Plan approved in September 1979.

In accordance with the National Environmental Policy Act (NEPA), the Federal Land Policy and Management Act (FLPMA), and Bureau of Land Management (BLM) management policies, a Draft East Alaska Resource Management Plan and Environmental Impact Statement (Draft EARMP/EIS) has been prepared for public lands and resources administered by the Bureau of Land Management's Glennallen Field Office. The public is invited to review and comment on the range and adequacy of the draft alternatives and associated environmental effects. For comments to be most helpful, they should relate to specific concerns or conflicts that are within the legal responsibilities of the BLM and can be resolved in this planning process. The Draft EARMP/EIS will provide the management guidance for resource decisions on 7.1 million acres of BLM-administered lands in East Alaska. The EARMP/EIS will replace the Southcentral Management Framework Plan approved in 1980.

Per 30 U.S.C. 188(d), the lessee timely filed a petition for reinstatement of oil and gas lease MTM 93052, Pondera County, Montana. The lessee paid the required rental accruing from the date of termination. No leases were issued that affect these lands. This notice implements five decisions from the Gold Belt Travel Management Plan, approved August 18, 2004. The following decisions are effective immediately on certain public lands in El Paso, Fremont, Park, and Teller Counties, Colorado. (1) A change in the OHV designation for the Penrose Commons area (3,200 acres) from ``open'' to OHV use to OHV use ``limited to designated roads and trails''. (2) A change in the OHV designation for the Deer Haven area (4,900 acres) from ``closed'' to OHV use to OHV use ``limited to designated roads and trails''. (3) The closure of approximately 11,000 acres of public lands to recreational target shooting. Licensed hunters in legitimate pursuit of game during the proper season with appropriate firearms, as defined by the Colorado Division of Wildlife, are exempt from this closure. (4) A supplementary rule limiting motorized vehicle travel for parking, camping, and retrieving game to a maximum of 100 feet from designated roads and trails in the Gold Belt Travel Management Plan area (138,600 acres). (5) A supplementary rule restricting mountain bikes to designated roads and trails in the Gold Belt Travel Management Plan area (138,600 acres). The purpose of the change in designation, closure and supplementary rules is to prevent damage to public lands and resources, reduce user conflicts, protect public safety, and reduce vandalism to public and private property. The closure is made under the authority of 43 CFR 8364.1 and the supplementary rules are made under the authority of 43 CFR 8365.1-6.

This notice announces the establishment of the Bureau of Land Management's Sonoran Desert National Monument Advisory Council by the Secretary of the Interior (Secretary) in accordance with the provisions of the Federal Advisory Committee Act (FACA) of 1972, 5 U.S.C. Appendix. A copy of the Council charter will be filed with the appropriate committees of Congress and the Library of Congress in accordance with Section 9(c) of FACA. The Federal Land Policy and Management Act, as amended, requires the Secretary to establish advisory councils to provide advice concerning the problems relating to land use planning and the management of public lands within the areas for which the advisory councils are established. The Council will provide representative counsel and advice to BLM on the planning and management of public lands as well as advice on public land resource issues. Council members will be residents of the State(s) in which the Council has jurisdiction and will be appointed by the Secretary.
Notice of Availability of the Draft Alamosa River Watershed Restoration Master Plan

This notice advises the public and other agencies of availability of the Draft Alamosa River Watershed Restoration Master Plan (ARWRMP) for comment. The draft plan describes the Alamosa River environment and the impacts to watershed resources and land uses, and briefly describes proposed restoration projects. It comprehensively addresses all watershed restoration needs, including those resulting from injuries pursuant to the federal Natural Resource Damage Assessment and Restoration (NRDAR) regulations in CFR 43 part 11, as well as restoration needs arising from other impacts. The draft plan also outlines several sets of projects based on competing needs and limited funding, and proposes a preferred restoration alternative, consisting of a project set that best addresses the various resource impacts. The preferred alternative provides for natural resource restoration within the Alamosa River watershed. The draft plan envisions funds from the NRDAR settlement, along with matching funds, grants, and other funding sources, to support the preferred alternative. The restoration actions ultimately undertaken will result from proposals for specific actions that respond to the needs and selected projects identified in the preferred restoration alternative.

Notice is hereby given that all public lands at the Anaconda/ Yerington Mine Site, located in Lyon County, Nevada, are closed to all forms of entry by the public. This closure is necessary to protect the public from hazards that are located throughout the former mine site. The Unilateral Administrative Order for Initial Response Activities issued by the United States Environmental Protection Agency, states; ``Carcinogens at the Site include, arsenic, chromium, the radioisotopes of uranium (uranium-234, uranium-235, and uranium-238), the radioisotopes of thorium (thorium-230 and thorium-232), and the radioisotopes of radium (radium-228 and radium-226). Aluminum, arsenic, beryllium, boron, cadmium, copper, iron, lead, manganese, mercury, molybdenum, selenium, zinc, uranium, and chloride and sulfate are toxic metal contaminants at the Site. Disturbed and concentrated heavy metals at the Site pose threats through inhalation and ingestion that can result in neurological, kidney, and liver damage, and behavior and learning problems.'' This closure will remain in effect until the Field Office Manager determines it is no longer needed. This closure does not apply to authorized employees and contractors.

The plat, representing the dependent resurveys and surveys in Township 2 North, Range 81 West, Sixth Principal Meridian, Group 1397, Colorado, was accepted March 25, 2005. The supplemental plat, amending the erroneously numbered lot 45, as shown on the plat approved October 30, 1997, to lot 47, and creating new lot 48, is based upon the survey plats approved November 29, 1984 and October 30, 1997 and the mineral survey M.S. 6771, The Cleveland Placer, approved May 16, 1891, and the mineral survey M.S. 1148, Rosa, cancelled August 9, 1984. This supplemental plat was accepted February 9, 2005. The supplemental plat, correcting the numerical errors in the longitudes for the two witness posts on the Colorado/Wyoming State Boundary and Interstate Highway 25 (I-25) and the distance between Witness Point 44+58.83 and Mile Post 45, as shown on the plat approved May 18, 1998, and is based upon the dependent resurvey plat approved May 18, 1998, and was accepted March 31, 2005. These plats and resurvey notes were requested by the Bureau of Land Management for administrative and management purposes. The plat of survey requested by the Realty Staff, White River National Forest, Glenwood Springs, Colorado, on August 11, 2004, for the purpose of identifying the boundaries of National Forest lands to be conveyed and patented out of federal ownership in conjunction with a land exchange at the base of the ski area in Vail, Colorado, under Group 1415 was accepted February 3, 2005. This plat was requested by the U.S. Forest Service, to facilitate a land exchange, and for administrative and management purposes.

Under Section 102 (2) (C) of the National Environmental Policy Act (NEPA) of 1969, as amended, the Bureau of Land Management (BLM) Pinedale Field Office announces its intent to prepare supplemental information regarding the potential impacts to air quality of a proposed natural gas development project. On February 11, 2005, the BLM published in the Federal Register a Notice of Availability of a Draft Environmental Impact Statement (DEIS) for the Jonah Infill Drilling Project (JIDP) for public review and comment. The BLM will continue to accept comments from the public on only the air quality information presented in the DEIS.

This notice announces a meeting and tour of the Arizona Resource Advisory Council (RAC). The business meeting will be held on May 3, 2005, in Kingman, Arizona, at the Dambar and Steakhouse banquet room located on 1960 E. Andy Devine Avenue. It will begin at 9:30 a.m. and conclude at 4:30 p.m. The agenda items to be covered include: Review of the January 25, 2005 Meeting Minutes; BLM State Director's Update on Statewide Issues; Presentations on Federal Land Recreation Enhancement Act, Designated Off-Highway Vehicle Areas, and Arizona Land Use Planning Updates; RAC Questions on Written Reports from BLM Field Managers; Field Office Rangeland Resource Team Proposals; Reports by the Standards and Guidelines, Recreation, Off-Highway Vehicle Use, Public Relations, Land Use Planning and Tenure, and Wild Horse and Burro Working Groups; Reports from RAC members; and Discussion of future meetings. A public comment period will be provided at 11 a.m. on May 3, 2005, for any interested publics who wish to address the Council. On May 4, the RAC will tour the Pine Lake subdivision in the Hualapai Mountains. BLM will highlight the fuel reduction projects, thinning and prescribed fire, it's jointly conducting with the Pine Lake Working Group to protect the area from catastrophic wildfires. The tour will be conducted from approximately 8 a.m. to 1 p.m.

Notice is hereby given that effective immediately, the Bureau of Land Management (BLM), Monticello Field Office, is closing 1,835 acres of public lands in Bluff, Utah, to Off Road Vehicle (ORV) use. The public lands affected by this closure are in the following sections of T. 40 S., R. 21 E., SLB&M: Section 14, E\1/2\; Section 22, All; Section 23, NE(f), W\1/2\, N\1/2\SE\1/4\, N\1/2\S\1/2\SE\1/4\, S\1/ 2\S\1/4\SE(f); Section 26, NW\1/4\NE\1/4\(f), N\1/2\NW\1/4\(f) Section 27, N\1/2\N\1/2\NE\1/4\, S\1/2\NW\1/4\NE\1/4\, N\1/2\NW\1/4\(f) ((f) fractional portion). The purpose of the closure is to protect soils, vegetation and cultural resources that have been adversely impacted or are at risk of being adversely impacted by ORV use. The closure will remain in effect until the considerable adverse effects giving rise to the closure are eliminated and measures are implemented to prevent recurrence of these adverse effects.

Notice of Intent for Amendment of Redding Resource Management Plan (RMP)

The Bureau of Land Management (BLM) Redding Field Office intends to amend the Redding Resource Management Plan (RMP), changing the existing language of the RMP which specifies that the primary means for land tenure adjustment will be through land exchanges. At present land sales are allowed only for small-acreage, low-value parcels. The proposed change would enable disposal of lands by sales or exchanges, or by legislative transfer. This amendment would not change the status of lands presently identified for retention or for disposal in the RMP. Sale proceeds will be used in the same manner as exchange properties, for the acquisition of lands in those areas identified for acquisition in the RMP, pursuant to the Federal Land Transaction Facilitation Act (FLTFA), dated July 25, 2000.
