The plats of survey of the following described lands are scheduled to be officially filed in the Bureau of Land Management (BLM), Colorado State Office, Lakewood, Colorado, 30 calendar days from the date of this publication. The surveys, which were executed at the request of the U.S. Forest Service, the National Park Service, and the BLM, are necessary for the management of these lands.

The Secretary of the Interior and the Director of the U.S. Fish and Wildlife Service seek nominations for membership on the Hunting and Wildlife Conservation Council (Council). This is a 15-day extension of the call for nominations published in the Federal Register on February 18, 2022.

At the request of the United States Fish and Wildlife Service (FWS) and subject to valid existing rights, the Secretary of the Interior proposes to withdraw 13.50 acres of public land from appropriation under the public land laws, including location and entry under the United States mining laws, but not from leasing under the mineral and geothermal leasing laws, for 100 years, and transfer administrative jurisdiction to FWS to protect and reserve the land for management as part of the Dash Lake Waterfowl Production Area in Towner County, North Dakota. Publication of this notice temporarily segregates the land for up to 2 years from appropriation under the public land laws, including location and entry under the United States mining laws, subject to valid existing rights, but not from leasing under the mineral and geothermal leasing laws, while the application is being processed. The notice initiates a 90-day public comment period and announces an opportunity to request a public meeting on the proposed withdrawal.

In accordance with the Paperwork Reduction Act of 1995 (PRA), the U.S. Geological Survey (USGS) is proposing a new information collection without OMB approval.

Notice is hereby given of contractual actions that have been proposed to the Bureau of Reclamation (Reclamation) and are new, discontinued, or completed since the last publication of this notice. This notice is one of a variety of means used to inform the public about proposed contractual actions for capital recovery and management of project resources and facilities consistent with section 9(f) of the Reclamation Project Act of 1939. This final rule adjusts the level of civil monetary penalties contained in the Bureau of Land Management's (BLM) regulations governing onshore oil and gas operations and coal trespass as required by the Federal Civil Penalties Inflation Adjustment Act Improvements Act of 2015 and consistent with applicable Office of Management and Budget (OMB) guidance. The penalty adjustments made by this final rule constitute the 2022 annual inflation adjustments, accounting for one year of inflation spanning the period from October 2020 through October 2021.

This notice publishes the Alcohol Control Ordinance of the Metlakatla Indian Community, Annette Islands Reserve. The Alcohol Control Ordinance is to regulate and control the possession, sale, manufacture, and distribution of alcohol in conformity with the laws of the State of Alaska for the purpose of generating new Tribal revenues. Enactment of this statute will help provide a source of revenue to strengthen Tribal government, provide for the economic viability of Tribal enterprises, and improve delivery of Tribal government services.

We, the U.S. Fish and Wildlife Service, have received applications for permits to conduct activities intended to enhance the propagation or survival of endangered species under the Endangered Species Act. The Secretary of the Interior proposes to extend for an additional 20-year term, subject to valid existing rights, 10 Secretary's Orders (SO), 2 Public Land Orders (PLO), and 1 Bureau of Land Management Order (BLMO), as modified by PLO No. 7262, affecting 145,644.03 acres of Federal lands for the All-American Canal, Boulder Canyon, Colorado River Storage, Senator Wash Pump Storage, and Yuma Reclamation Projects. The lands would remain closed to surface entry and mining but have been and will remain open to mineral leasing. This notice provides a public comment period and announces that the Bureau of Reclamation (USBR) and the Bureau of Land Management (BLM) will host a public meeting regarding this proposal.

This notice advises the public that the Bureau of Indian Affairs (BIA), as the lead Federal agency, with the Bureau of Land Management (BLM), Bureau of Reclamation (BOR), National Park Service (NPS), Environmental Protection Agency (EPA), U.S. Fish and Wildlife Service (USFWS), Department of the Air Force (DAF), Nevada Department of Wildlife (NDOW), and the Moapa Band of Paiute Indians (Moapa Band) as cooperating agencies, intends to file a draft environmental impact statement (DEIS) with the EPA for the proposed Chuckwalla Solar Projects (Projects). The DEIS evaluates four photovoltaic (PV) solar energy generation and storage projects on the Moapa River Indian Reservation (Reservation) and generation interconnection (gen-tie) lines along with the use of existing access roads and an existing gen- tie line located on the Reservation, Reservation lands managed by BLM, BLM lands, and private land. This notice also announces that the DEIS is now available for public review and that public meetings will be held to solicit comments on the DEIS.

The purpose of this notice is to request public nominations for the Bureau of Land Management's (BLM) Western Oregon Resource Advisory Council (RAC) to fill vacant positions and positions that will become vacant. The RAC provides advice and recommendations to the BLM on land use planning and management of the National System of Public Lands within its geographic area.

We, the U.S. Fish and Wildlife Service (Service), propose to list the western fanshell (Cyprogenia aberti), a freshwater mussel species from Arkansas, Kansas, Missouri, and Oklahoma, and the ``Ouachita'' fanshell (Cyprogenia cf. aberti), a freshwater mussel species from Arkansas and Louisiana, as threatened species and to designate critical habitat for these species under the Endangered Species Act of 1973, as amended (Act). This document also proposes a rule issued under section 4(d) of the Act (4(d) rule) for these mussel species and serves as our 12-month finding on a petition to list the western fanshell. The proposed critical habitat designation for the western fanshell totals approximately 360 river miles (579 kilometers), all of which are occupied by the species, in Arkansas, Kansas, and Missouri, and the proposed critical habitat designation for the ``Ouachita'' fanshell totals approximately 294 river miles (474 kilometers), all of which are occupied by the species, in Arkansas. We also announce the availability of a draft economic analysis (DEA) of the proposed designation of critical habitat for the western fanshell and ``Ouachita'' fanshell. If we finalize this rule as proposed, it would add these species to the List of Endangered and Threatened Wildlife and extend the Act's protections to these species and their designated critical habitats.
