The Mississippi Department of Archives and History (MDAH) has completed an inventory of human remains and associated funerary objects, in consultation with the appropriate Indian Tribes or Native Hawaiian organizations, and has determined that there is a cultural affiliation between the human remains and associated funerary objects and present-day Indian Tribes or Native Hawaiian organizations. Lineal descendants or representatives of any Indian Tribe or Native Hawaiian organization not identified in this notice that wish to request transfer of control of these human remains and associated funerary objects should submit a written request to the Mississippi Department of Archives and History. If no additional requestors come forward, transfer of control of the human remains and associated funerary objects to the lineal descendants, Indian Tribes, or Native Hawaiian organizations stated in this notice may proceed.

Pursuant to the provisions of the Privacy Act of 1974, as amended, the Department of the Interior (DOI) is issuing a public notice of its intent to modify the Bureau of Safety and Environmental Enforcement (BSEE) system of records, BSEE-01, Investigations Case Management System (CMS). DOI is publishing this revised system of records notice to propose a new breach routine use; modify four existing routine uses; update the system manager address; remove references to a cloud system; and provide general and administrative updates in accordance with the Office of Management and Budget Circular (OMB) A-108, Federal Agency Responsibilities for Review, Reporting, and Publication under the Privacy Act.

We, the U.S. Fish and Wildlife Service (Service), announce a 90-day finding on a petition to add the gray wolf (Canis lupus) in the Northern Rocky Mountains and a petition to add the gray wolf in western North America to the List of Endangered and Threatened Wildlife under the Endangered Species Act of 1973, as amended (Act). Based on our review, we find that the petitions present substantial scientific or commercial information indicating that the petitioned actions may be warranted. Therefore, with the publication of this document, we announce that we plan to initiate a status review to determine whether the petitioned actions are warranted. To ensure that the status review is comprehensive, we are requesting scientific and commercial data and other information regarding the species and factors that may affect its status. Based on the status review, we will issue a 12-month petition finding, which will address whether or not the petitioned actions are warranted, in accordance with the Act.

As authorized under the provisions of the Federal Land Policy and Management Act of 1976, as amended, notice is hereby given that temporary closures will be in effect on public lands administered by the Bureau of Land Management (BLM), Hassayampa Field Office, to minimize the risk of potential collision during operation of the Vulture Mine Off-Road Challenge off-highway vehicle (OHV) race events, authorized under a Special Recreation Permit (SRP).

We, the U.S. Fish and Wildlife Service, have received an application from the Missouri Department of Conservation (applicant) for an incidental take permit (ITP) under the Endangered Species Act. If approved, the permit would be for a 50-year period and would authorize the incidental take of two endangered species, the Indiana bat and the gray bat; one threatened species, the northern long-eared bat; and two species petitioned for Federal listing, the little brown bat and the tricolored bat. The applicant has prepared a habitat conservation plan (HCP) to cover a suite of activities associated with continued forest and habitat management within the State of Missouri.

The plats of survey of the following described lands are scheduled to be officially filed in the Bureau of Land Management (BLM), Oregon/Washington State Office, Portland, Oregon, 30 calendar days from the date of this publication.

Through this Information Collection Request (``ICR''), ONRR seeks renewed authority to collect information used to verify, audit, collect, and disburse royalty owed on oil, gas, and geothermal resources produced from Federal and Indian lands. In accordance with the Privacy Act of 1974, the Department of the Interior (DOI) is giving notice of its intent to rescind the Privacy Act system of records, ``Interior, National Business Center Datamart, DOI-84,'' from its existing inventory. During a review of DOI system of records notices, it was determined that this system of records notice is no longer necessary as the records in the system are covered under the INTERIOR/DOI-85, Payroll, Attendance, Retirement, and Leave Records, system of records notice. This rescindment will promote the overall streamlining and management of DOI Privacy Act systems of records.

The Office of Indian Economic Development (OIED) is finalizing a new regulation to implement the Native American Business Incubators Program Act. The Indian Business Incubators Program (IBIP), also known as the Native American Business Incubators Program, is a program in which OIED provides competitive grants to eligible applicants to establish and operate business incubators that serve Tribal reservation communities. These regulations establish who is eligible for the program, how to apply, how OIED will evaluate applications and make awards, and how OIED will administer the program.
