Filing of Plats of Survey, Wyoming
The Bureau of Land Management (BLM) is scheduled to file plats of survey 30 calendar days from the date of this publication in the BLM Wyoming State Office, Cheyenne, Wyoming. The surveys, which were executed at the request of the BLM and the United States Forest Service are necessary for the management of these lands.

Notice is hereby given of contractual actions that have been proposed to the Bureau of Reclamation (Reclamation) and are new, discontinued, or completed since the last publication of this notice. This notice is one of a variety of means used to inform the public about proposed contractual actions for capital recovery and management of project resources and facilities consistent with section 9(f) of the Reclamation Project Act of 1939. Endangered and Threatened Wildlife and Plants; Withdrawal of the Proposed Rules To List the Bi-State Distinct Population Segment of Greater Sage-Grouse With Section 4(d) Rule and To Designate Critical Habitat
We, the U.S. Fish and Wildlife Service (Service), withdraw the proposed rule to list the Bi-State distinct population segment (DPS) of greater sage-grouse (Centrocercus urophasianus) in California and Nevada as threatened under the Endangered Species Act of 1973, as amended (Act). We concurrently withdraw the proposed rule under section 4(d) of the Act and the proposed rule to designate critical habitat for the DPS. These withdrawals are based on our conclusion that the threats to the DPS as identified in the proposed listing rule no longer are as significant as believed at the time of publication of the 2013 proposed rule. We find the best scientific and commercial data available indicate that the threats to the DPS and its habitat, given current and future conservation efforts, are reduced to the point that the DPS does not meet the Act's definition of an ``endangered species'' or of a ``threatened species.''
Notice of Proposed Reinstatement of Terminated Oil and Gas Lease WYW59809, Wyoming
As provided for under the Mineral Leasing Act of 1920, as amended, the Bureau of Land Management (BLM) received a petition for reinstatement of noncompetitive oil and gas lease WYW59809 from Devon Energy Production Co. LP et al. for land in Converse County, Wyoming. The lessee filed the petition on time, along with all rentals due since the lease terminated under the law. No leases affecting this land were issued before the petition was filed.

Tribal Transportation Program; Inventory of Proposed Roads
The Bureau of Indian Affairs (BIA) is finalizing a change to a provision in the Tribal Transportation Program regulations affecting proposed roads that are currently in the National Tribal Transportation Facility Inventory (NTTFI). Specifically, this final rule deletes the requirement for Tribes to collect and submit certain data in order to keep those proposed roads in the NTTFI. The requirement to collect and submit data to add new proposed roads to the NTTFI remains in place.

Kearney's blue star is a perennial flowering plant, a narrow endemic known from a single mountain range in Pima County, Arizona. Notice of Closure, Kasha-Katuwe Tent Rocks National Monument

Notice of Intent To Temporarily Close Selected Public Lands in Maricopa and Pinal Counties, AZ
The Bureau of Land Management (BLM) proposes to temporarily close public lands to public entry for all uses for up to 180 days on certain public lands administered by the Hassayampa and Lower Sonoran Field Offices, during the construction of four recreational shooting sports sites. Additionally, temporary closures of these sites, as well as one additional recreational shooting sports site, are proposed for a few days on a periodic basis for public safety, maintenance, administration, or compliance with applicable laws.
Alaska Native Claims Selection
The Bureau of Land Management (BLM) hereby provides constructive notice that it will issue an appealable decision approving conveyance of the surface estate in certain lands to Kootznoowoo Incorporated (Kootznoowoo), for the Native village of Angoon, pursuant to the Alaska Native Claims Settlement Act of 1971 (ANCSA) and the Alaska National Interest Lands Conservation Act of 1980 (ANILCA). As provided by ANILCA, the BLM will convey the subsurface estate in a portion of the same lands to Sealaska Corporation when the BLM conveys the surface estate to Kootznoowoo.

Migratory Bird Hunting; Proposed 2020-21 Frameworks for Migratory Bird Hunting Regulations
The U.S. Fish and Wildlife Service (Service or we) is proposing to establish the 2020-21 hunting regulations for certain migratory game birds. We annually prescribe frameworks, or outer limits, for dates and times when hunting may occur and the number of birds that may be taken and possessed in hunting seasons. These frameworks are necessary to allow State selections of seasons and limits and to allow harvest at levels compatible with migratory game bird population status and habitat conditions. Migratory game bird hunting seasons provide opportunities for recreation and sustenance and aid Federal, State, and Tribal governments in the management of migratory game birds.
