In accordance with the National Environmental Policy Act of 1969, as amended, and the Federal Land Policy and Management Act of 1976, as amended, the Bureau of Land Management (BLM) has prepared a Draft Environmental Impact Statement (EIS) for the Willow Master Development Plan (MDP) and by this notice is announcing the opening of the comment period. The BLM is also announcing that it will be holding public meetings on the Willow MDP Draft EIS and a subsistence-related hearing to receive comments on the Willow MDP Draft EIS and the proposed project's potential to impact subsistence resources and activities.

The Bureau of Land Management (BLM) has examined certain public lands in Clark County, Nevada, and has found them suitable for classification for lease or conveyance to Clark County School District under the provisions of the Recreation and Public Purposes (R&PP) Act, as amended, Sec. 7 of the Taylor Grazing Act, and Executive Order No. 6910. Clark County School District proposes to use the land as an elementary school. The lands consist of 15 acres and must conform to the official plat of survey.

In accordance with the Federal Land Policy and Management Act, the Federal Advisory Committee Act, and the Federal Lands Recreation Enhancement Act, the U.S. Department of the Interior, the Bureau of Land Management's (BLM) Utah Resource Advisory Council (RAC) will meet as indicated below.

This final rule establishes the Financial Assistance Interior Regulation (FAIR). The FAIR supplements the Office of Management and Budget (OMB) Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance), which was adopted by the Department of the Interior (DOI or Department) on December 19, 2014. This final rule supports the Department's goal of improving its financial assistance program, consolidate the Department's financial assistance regulations and policies derived from the OMB Uniform Guidance, and streamline the implementation of OMB's Uniform Guidance and DOI financial assistance policy.

The Service, in accordance with the National Environmental Policy Act (NEPA), is adopting the NOAA RC PEIS. NOAA RC developed the PEIS in 2015 to evaluate impacts to natural and human environments of coastal habitat restoration activities funded or implemented through existing NOAA programs. Activities evaluated in the NOAA RC PEIS are similar to and often co-implemented or co-funded through analogous Service programs. The Service published its Notice of Intent to Adopt the NOAA RC PEIS on November 26, 2016 and invited agency and public comment for this adoption action. The 30-day comment period for this action ended December 27, 2016; the Service received no comments on the proposed adoption. The Service has prepared a ROD to formalize the adoption of the NOAA RC PEIS and implement its provisions. We provide this notice to make the ROD available to the public.

The National Park Service is soliciting comments on the significance of properties nominated before August 3, 2019, for listing or related actions in the National Register of Historic Places.

We, the U.S. Fish and Wildlife Service (Service), propose to remove the Trifolium stoloniferum (running buffalo clover) from the Federal List of Endangered and Threatened Plants, due to recovery. This determination is based on a thorough review of the best available scientific and commercial information, which indicates that the threats to the species have been eliminated or reduced to the point that it no longer meets the definition of an endangered or a threatened species under the Endangered Species Act of 1973, as amended (Act). We are seeking information and comments from the public regarding this proposed rule. We are also seeking comments on the draft post-delisting monitoring plan for running buffalo clover.

We, the U.S. Fish and Wildlife Service, are issuing final regulations governing the Wildlife Restoration and Sport Fish Restoration financial assistance programs that include the Enhanced Hunter Education and Safety program and the Basic Hunter Education and Safety, Recreational Boating Access, Aquatic Resource Education, and Outreach and Communications subprograms. This final rule reflects targeted changes to the existing rule and is not a complete update. We proposed changes December 15, 2017, based on changes to law, regulation, policy, and practice since the last rulemaking in 2011. This final rule adds and updates definitions and eligible activities under these programs; simplifies requirements for license certification, especially for multiyear licenses; updates authorities; and clarifies how a grantee may use program income under an award. We reviewed all comments received during the comment period and made changes where necessary based on concerns and recommendations. We do not include all proposed changes in the final rule and will continue to work with partners to address those items in future policy or rulemaking.

We, the U.S. Fish and Wildlife Service (FWS) and the National Marine Fisheries Service (NMFS) (collectively referred to as the ``Services'' or ``we''), revise portions of our regulations that implement section 4 of the Endangered Species Act of 1973, as amended (Act). The revisions to the regulations clarify, interpret, and implement portions of the Act concerning the procedures and criteria used for listing or removing species from the Lists of Endangered and Threatened Wildlife and Plants and designating critical habitat.

In accordance with the Paperwork Reduction Act of 1995, we, the National Park Service (NPS), are proposing to renew an information collection.

The plats of surveys of the following described lands are scheduled to be officially filed in the Bureau of land Management (BLM), Eastern States Office, Washington, DC, 30 days from the date of this publication. The surveys, executed at the request of the identified agencies is required for the management of these lands.

In compliance with the National Environmental Policy Act of 1969, as amended (NEPA), and the Federal Land Policy and Management Act of 1976, as amended (FLPMA), the Bureau of Land Management (BLM) Mount Lewis Field Office, Battle Mountain, Nevada, has prepared a Final Supplemental Environmental Impact Statement (EIS) and by this notice is announcing the beginning of the 30-day review period on the Final Supplemental EIS. The Mount Hope Project (Project) is owned by Eureka Moly, LLC (EML) and is located in central Nevada, approximately 23 miles northwest of Eureka, Nevada. The BLM has prepared this Final Supplemental EIS as a response to the United States Court of Appeals for the Ninth Circuit's remand decision for further action on issues identified in its December 28, 2016 decision.

We, the U.S. Fish and Wildlife Service, invite the public to comment on applications to conduct certain activities with foreign species that are listed as endangered under the Endangered Species Act (ESA). With some exceptions, the ESA prohibits activities with listed species unless Federal authorization is issued that allows such activities. The ESA also requires that we invite public comment before issuing permits for any activity otherwise prohibited by the ESA with respect to any endangered species.

Pursuant to the provisions of the Privacy Act of 1974, as amended, the Department of the Interior is issuing a public notice of its intent to modify the Office of the Special Trustee for American Indians Privacy Act system of records titled, ``Individual Indian Money (IIM) Trust FundsInterior, OS-02''. This system helps the Office of the Special Trustee for American Indians meet fiduciary responsibilities set forth in the American Indian Trust Fund Management Reform Act of 1994. The Department of the Interior is updating this system to (1) update the system location, (2) propose new and modified routine uses, (3) update the categories of records and categories of individuals covered by the system, and (4) provide general and administrative updates to remaining sections to accurately reflect the management and scope of the system. This modified system will be included in the Department of the Interior's inventory of record systems.

We, the Fish and Wildlife Service (Service), announce receipt of an application from Mattamy Homes (applicant) for an incidental take permit (ITP) under the Endangered Species Act. The applicant requests the ITP to take the federally listed sand skink and blue-tailed mole skink incidental to construction in Osceola County, Florida. We request public comment on the application, which includes the applicant's proposed habitat conservation plan (HCP), and the Service's preliminary determination that this HCP qualifies as ``low-effect,'' categorically excluded, under the National Environmental Policy Act. To make this determination, we used our environmental action statement and low- effect screening form, both of which are also available for public review.

The Assistant SecretaryIndian Affairs has made a final determination to acquire 92.75 acres, more or less, into trust for the Forest County Potawatomi Community, Wisconsin on July 12, 2019.

The Bureau of Land Management (BLM), Las Vegas Field Office, has examined and found suitable for classification for lease and subsequent conveyance under the provisions of the Recreation and Public Purposes (R&PP) Act, as amended, Sec. 7 of the Taylor Grazing Act, and Executive Order No. 6910, 15 acres of public land within the City of Henderson, Clark County, Nevada. The Calvary Chapel proposes to use the land to build a church and K-12 school to meet the future needs of the community.

In accordance with the Federal Land Policy and Management Act of 1976, the Federal Advisory Committee Act of 1972, and the Federal Lands Recreation Enhancement Act of 2004, the U.S. Department of the Interior, Bureau of Land Management (BLM) Boise District Resource Advisory Council (RAC) will meet as indicated below.

This final rule exempts Federal, State, Tribal, and local governments from the requirement to obtain a bond, insurance, or alternative form of security for a right-of-way across Indian land and Bureau of Indian Affairs (BIA) land where such governments are prohibited by law from obtaining security.

The U.S. Fish and Wildlife Service (Service or we) prescribes final frameworks from which States may select season dates, limits, and other options for the 2019-20 migratory bird hunting seasons. The effect of this final rule is to facilitate the States' selection of hunting seasons and to further the annual establishment of the migratory bird hunting regulations. We annually prescribe frameworks, or outer limits, for dates and times when hunting may occur and the number of birds that may be taken and possessed in hunting seasons. These frameworks are necessary to allow State selections of seasons and limits and to allow recreational harvest at levels compatible with population and habitat conditions.

We, the U.S. Fish and Wildlife Service, have received applications for permits to conduct activities intended to enhance the propagation or survival of endangered species under the Endangered Species Act of 1973, as amended. We invite the public and local, State, Tribal, and Federal agencies to comment on these applications. We, the U.S. Fish and Wildlife Service (USFWS), have prepared a final environmental impact report/environmental impact statement (EIR/EIS) under the National Environmental Policy Act (NEPA) of 1969 and its implementing regulations. The final EIR/EIS evaluates impacts regarding construction and operation of the Delta Research Station (DRS) in the San Francisco Bay/Sacramento-San Joaquin Delta Estuary, California. The planned DRS would consist of two facilities, a proposed Estuarine Research Station and a Fish Technology Center. The USFWS is the lead Federal agency responsible for coordinating the environmental analysis for the proposed action under NEPA. The California Department of Water Resources is the lead State agency responsible for coordinating the environmental analysis under the California Environmental Quality Act.
