The U.S. Department of the Interior, Bureau of Land Management, Utah State Office has corrected an inventory of human remains and associated funerary objects, published in a Notice of Inventory Completion in the Federal Register on October 12, 2004. This notice corrects the minimum number of individuals. Lineal descendants or representatives of any Indian Tribe or Native Hawaiian organization not identified in this notice that wish to request transfer of control of these human remains and associated funerary objects should submit a written request to the Bureau of Land Management, Utah State Office. If no additional requestors come forward, transfer of control of the human remains and associated funerary objects to the lineal descendants, Indian Tribes, or Native Hawaiian organizations stated in this notice may proceed.

The Department of the Navy has corrected an inventory of human remains and associated funerary objects, published in a Notice of Inventory Completion in the Federal Register on February 26, 2015. This notice corrects the minimum number of individuals, the number of associated funerary objects, and presents additional findings of cultural affiliation. Lineal descendants or representatives of any Indian Tribe or Native Hawaiian organization not identified in this notice that wish to request transfer of control of these human remains and associated funerary objects should submit a written request to the Department of the Navy. If no additional requestors come forward, transfer of control of the human remains and associated funerary objects to the lineal descendants, Indian Tribes, or Native Hawaiian organizations stated in this notice may proceed.

We, the U.S. Fish and Wildlife Service (Service), invite the public to comment on applications to conduct certain activities with foreign species that are listed as endangered under the Endangered Species Act (ESA) and foreign or native species for which the Service has jurisdiction under the Marine Mammal Protection Act (MMPA). Every year, under the Chief Financial Officers Act of 1990, mineral lessees are asked to confirm the accuracy of randomly-selected ONRR accounts receivable. Accounts receivable confirmations are a common financial audit practice that require approval under the PRA.

The National Park Service (NPS), U.S. Department of the Interior, is requesting nominations for qualified persons to serve as members of the Acadia National Park Advisory Commission (Commission).

As provided for under the Mineral Leasing Act of 1920, as amended, the Bureau of Land Management (BLM) received a petition for reinstatement of competitive oil and gas lease COC75893 from Griffin Properties Inc. for land in Moffat County, Colorado. The lessee filed the petition on time, along with all rentals due since the lease terminated under the law. No leases affecting these lands were issued before the petition was filed. The BLM proposes to reinstate this lease.

If no additional requestors come forward, transfer of control of the human remains and associated funerary objects to the lineal descendants, Indian Tribes, or Native Hawaiian organizations stated in this notice may proceed.

The U.S. Army Corps of Engineers, Albuquerque District, has completed an inventory of human remains and associated funerary objects, in consultation with the appropriate Indian Tribes or Native Hawaiian organizations, and has determined that there is no cultural affiliation between the human remains and associated funerary objects and any present-day Indian Tribes or Native Hawaiian organizations. Representatives of any Indian Tribe or Native Hawaiian organization not identified in this notice that wish to request transfer of control of these human remains and associated funerary objects should submit a written request to the U.S. Army Corps of Engineers, Albuquerque District. If no additional requestors come forward, transfer of control of the human remains and associated funerary objects to the Indian Tribes or Native Hawaiian organizations stated in this notice may proceed.

The Office of Natural Resources Revenue (ONRR) renewed current delegations of audit and investigation authority for the States of Montana, New Mexico, and Oklahoma. This notice gives members of the public an opportunity to review and comment on the States' delegations.

The Secretary of the Interior proposes to extend the duration of Public Land Order (PLO) No. 5683 for an additional 40-year term. PLO No. 5683 withdrew 37.50 acres of public land from settlement, sale, location, or entry under the general land laws, including the mining laws, but not from leasing under the mineral leasing laws and reserved under the jurisdiction of the Department of the Interior as part of the Pelican Island National Wildlife Refuge (PINWR), administered by the United States Fish and Wildlife Service (USFWS). If no additional requestors come forward, transfer of control of the human remains and associated funerary objects to the lineal descendants, Indian Tribes, or Native Hawaiian organizations stated in this notice may proceed.

In accordance with Federal coal management regulations, the Peabody Twentymile Coal, LLC, (Twentymile) Federal Coal Lease-by- Application (LBA) Environmental Assessment (EA) is available for public review and comment. The Bureau of Land Management (BLM) Little Snake Field Office (LSFO) will hold a public hearing to receive comments on the EA, Fair Market Value (FMV), and Maximum Economic Recovery (MER) of the coal resources for Peabody Twentymile Coal, LLC, serial number COC- 78449.

Pursuant to the Bureau of Ocean Energy Management (BOEM) regulatory restrictions on joint bidding, the Director of the BOEM is publishing a List of Restricted Joint Bidders. Each entity within one of the following groups is restricted from bidding with any entity in any of the other following groups at Outer Continental Shelf oil and gas lease sales to be held during the bidding period November 1, 2018, through April 30, 2019.

The U.S. Fish and Wildlife Service (Service) is extending the public comment period for the revised draft environmental impact statement (RDEIS) addressing an amendment to the 1997 Washington State Department of Natural Resources (WDNR) State Lands Habitat Conservation Plan (HCP) to cover the implementation of a Long-Term Conservation Strategy (LTCS) for the marbled murrelet. The RDEIS also addresses an amendment to the Endangered Species Act incidental take permit for take of marbled murrelet resulting from the implementation of the LTCS. The Service jointly developed the RDEIS with the WDNR. The RDEIS is intended to satisfy the requirements of both the National Environmental Policy Act and the Washington State Environmental Policy Act. If approved, the proposed LTCS will replace an interim marbled murrelet conservation strategy that is currently being implemented under the WDNR HCP. Extending the comment period will allow more time for the public to review the RDEIS and submit comments.
