Agency Information Collection Activities: Request for Comments
We (the U.S. Geological Survey) will ask the Office of Management and Budget (OMB) to approve the information collection (IC) described below. This collection consists of 1 form. As required by the Paperwork Reduction Act (PRA) of 1995, and as part of our continuing efforts to reduce paperwork and respondent burden, we invite the general public and other Federal agencies to take this opportunity to comment on this IC. This collection is scheduled to expire on October 31, 2016.
Marianas Trench Marine National Monument, Commonwealth of the Northern Mariana Islands; Northern Islands Submerged Lands Transfer to the Commonwealth of the Northern Mariana Islands Draft Environmental Assessment
We, the U.S. Fish and Wildlife Service (Service), announce the availability of a draft environmental assessment (Draft EA) for the Marianas Trench Marine National Monument (Monument) Northern Islands Submerged Lands (submerged lands) Transfer to the Commonwealth of the Northern Mariana Islands (CNMI), for public review and comment. The Draft EA describes our proposal for the Secretary of the Interior to convey specific submerged lands within the Monument from the United States to the CNMI Government under the authority of the Territorial Submerged Lands Act (TSLA), 48 U.S.C. 1705, et seq.

Office of the Assistant Secretary Water and Science; Notice of Availability of the Revised Central Utah Water Conservancy District National Environmental Policy Act Handbook
The Central Utah Project Completion Act Office and the Central Utah Water Conservancy District are announcing the availability of their revised National Environmental Policy Act (NEPA) Handbook. Revisions were made to this handbook in response to new requirements and practices contained in the Department of the Interior's 2008 NEPA Regulations and Council on Environmental Quality guidance issued in support of the Administration's efforts to modernize Federal agency implementation of NEPA. The revisions were made to improve the process for preparing efficient and timely environmental reviews under NEPA.

Notice of Realty Action: Recreation and Public Purposes Act Classification (N-92525) for a Department of Motor Vehicles Facility, Clark County, NV
The Bureau of Land Management (BLM) has examined and found suitable for classification for lease and conveyance under the provisions of the Taylor Grazing Act and the Recreation and Public Purposes (R&PP) Act, as amended, approximately 20 acres of public land located near the corner of West Silverado Ranch Boulevard and South Valley View Boulevard in Clark County, Nevada. The State of Nevada proposes to use the land for a Department of Motor Vehicles (DMV) facility.
Endangered and Threatened Species Permit Applications
We, the U.S. Fish and Wildlife Service, invite the public to comment on the following applications to conduct certain activities with endangered or threatened species. The Endangered Species Act of 1973, as amended (Act), prohibits activities with endangered and threatened species unless a Federal permit allows such activities. Both the Act and the National Environmental Policy Act require that we invite public comment before issuing these permits.

As required by the Paperwork Reduction Act of 1995 and as part of our continuing efforts to reduce paperwork and respondent burden, we invite the general public and other Federal agencies to take this opportunity to comment on this IC. We may not conduct or sponsor and a person is not required to respond to a collection of information unless it displays a valid OMB control number.
Notice of Inventory Completion: Office of the State Archaeologist, University of Iowa, Iowa City, IA
The Office of the State Archaeologist Bioarchaeology Program, previously the Office of the State Archaeologist Burials Program, has completed an inventory of human remains, in consultation with the appropriate Indian tribes or Native Hawaiian organizations, and has determined that there is a cultural affiliation between the human remains and present-day Indian tribes or Native Hawaiian organizations. Lineal descendants or representatives of any Indian tribe or Native Hawaiian organization not identified in this notice that wish to request transfer of control of these human remains should submit a written request to the Office of the State Archaeologist Bioarchaeology Program. If no additional requestors come forward, transfer of control of the human remains to the lineal descendants, Indian tribes, or Native Hawaiian organizations stated in this notice may proceed.
