Special Regulations, Areas of the National Park System, Bryce Canyon National Park, Bicycling
The National Park Service is planning to construct a paved, multi-use visitor path in Bryce Canyon National Park. The path will be approximately 6.2 miles long and be open to several uses, including running, walking, and bicycling. National Park Service regulations require promulgation of a special regulation to designate new routes for bicycle use off park roads and outside developed areas.

Endangered Species; Recovery Permit Applications
We, the U.S. Fish and Wildlife Service, invite the public to comment on the following applications for recovery permits to conduct activities with the purpose of enhancing the survival of an endangered species. The Endangered Species Act of 1973, as amended (Act), prohibits certain activities with endangered species unless a Federal permit allows such activity. The Act also requires that we invite public comment before issuing such permits.
Notice of Temporary Closure of Public Land in Storey County, NV
As authorized under the provisions of the Federal Land Policy and Management Act of 1976 (FLPMA), as amended, the Bureau of Land Management (BLM) Carson City District Office will temporarily close certain public land surrounding and including the abandoned man-made structures and features, known as the American Flat Mill, in Storey County, Nevada, to all public use. This action would provide for public safety during demolition and reclamation activities occurring at the site.
Endangered and Threatened Wildlife and Plants; Designation of Critical Habitat for Neosho Mucket and Rabbitsfoot
We, the U.S. Fish and Wildlife Service (Service), designate critical habitat for two species of mussels, the Neosho mucket (Lampsilis rafinesqueana) and rabbitsfoot (Quadrula cylindrica cylindrica), under the Endangered Species Act of 1973, as amended (Act). In total, approximately 777 river kilometers (483 river miles) in Arkansas, Kansas, Missouri, and Oklahoma fall with the boundaries of the critical habitat designation for the Neosho mucket and approximately 2,312 river kilometers (1,437 river miles) in Alabama, Arkansas, Illinois, Indiana, Kansas, Kentucky, Mississippi, Missouri, Ohio, Oklahoma, Pennsylvania, and Tennessee, fall within the boundaries of the critical habitat designation for the rabbitsfoot. The effect of this rule is to extend the Act's protections to these mussels' critical habitats.
Outer Continental Shelf (OCS), Gulf of Mexico (GOM), Oil and Gas Lease Sales for 2017-2022
Consistent with the regulations implementing the National Environmental Policy Act (NEPA) (42 U.S.C. 4321 et seq.), BOEM is announcing its intent to prepare an Environmental Impact Statement (2017-2022 Gulf of Mexico Multisale EIS) on the Gulf of Mexico (GOM) oil and gas lease sales tentatively proposed in the 2017-2022 Outer Continental Shelf (OCS) Oil and Gas Leasing Draft Proposed Program (2017-2022 Draft Proposed Program). This Notice of Intent (NOI) serves to announce the EIS scoping process and scoping meetings for the 2017- 2022 Gulf of Mexico Multisale EIS. Due to the lead time to prepare an EIS, BOEM will begin preparation of the 2017-2022 Gulf of Mexico Multisale EIS prior to the 2017-2022 OCS Oil and Gas Leasing Program being finalized. Should the GOM lease sales ultimately included in the 2017-2022 OCS Oil and Gas Leasing Program differ substantially from those proposed in the 2017-2022 Draft Proposed Program, BOEM will incorporate those changes into the 2017-2022 Gulf of Mexico Multisale EIS, as appropriate. Section 18 of the OCS Lands Act (43 U.S.C. 1344) requires the development of an OCS oil and gas leasing program every five years, setting forth a five-year schedule of lease sales designed to best meet the Nation's energy needs. The lease sales proposed in the GOM in the 2017-2022 Draft Proposed Program are region-wide sales comprised of the Western, Central, and a small portion of the Eastern Planning Areas in the GOM not subject to Congressional moratorium. These planning areas are located offshore the States of Texas, Louisiana, Mississippi, Alabama, and Florida. Should the 2017-2022 OCS Oil and Gas Leasing Program include GOM-wide sales, any individual lease sale could still be scaled back during the pre-lease sale process to offer a smaller area should circumstances warrant. For example, an individual lease sale could offer an area that conforms more closely to the separate planning area model used in the 2012-2017 OCS Oil and Gas Leasing Program.

Early Scoping for an Anticipated Application for Incidental Take Permit and Draft Habitat Conservation Plan; Copenhagen Wind Farm, LLC
Pursuant to the Endangered Species Act (ESA) and the National Environmental Policy Act (NEPA), we, the U.S. Fish and Wildlife Service (Service), announce our intent to prepare a NEPA document for an anticipated Incidental Take Permit (ITP) application and associated draft habitat conservation plan (HCP) from Copenhagen Wind Farm, LLC for construction and operation of a wind energy facility on private lands that provide potential habitat for the northern long-eared bat and the federally listed endangered Indiana bat. The northern long- eared bat has recently been proposed for listing as an endangered species under the ESA. Construction activities (e.g., tree clearing) and operation of wind turbines on these lands have the potential to incidentally take Indiana bats and northern long-eared bats. Therefore, Copenhagen Wind Farm, LLC is developing an ITP application and HCP to address these activities. In advance of receiving the ITP application for this project, the Service is providing this notice to request information from other agencies, Tribes, and the public on the scope of the NEPA review and issues to consider in the NEPA analysis and in development of the HCP.

Endangered and Threatened Wildlife and Plants; Draft Recovery Plan for the Santa Barbara County Distinct Population Segment of the California Tiger Salamander
We, the U.S. Fish and Wildlife Service, announce the availability of the draft recovery plan for the Santa Barbara County Distinct Population Segment of the California tiger salamander (Ambystoma californiense). The recovery plan includes recovery objectives and criteria, and specific actions necessary to achieve downlisting and delisting from the Federal Lists of Endangered and Threatened Wildlife and Plants. We request review and comment on this plan from local, State, and Federal agencies; Tribes; and the public. We will also accept any new information on the status of the Santa Barbara County Distinct Population Segment of the California tiger salamander throughout its range to assist in finalizing the recovery plan.

Agency Information Collection Activities: Request for Comments
We (the U.S. Geological Survey) are asking the Office of Management and Budget (OMB) to approve the information collection (IC) described below. This collection consists of 27 forms. As part of the requested extension, we will make several revisions to the number of the associated collection instruments. These revisions include: (1) Deleting USGS Form 9-4053-A, USGS Form 9-4073-A, and USGS Form 9-4097- A; (2) changing USGS Form 9-4094-A and USGS Form 9-4095-A from monthly and annual to annual-only reporting forms; (3) changing USGS Form 9- 4057-A and USGS Form 9-4060-A from quarterly and annual to annual-only reporting forms; and (4) decreasing the average burden time for USGS Form 9-4074-A from 2 hours to 1 hour. As required by the Paperwork Reduction Act (PRA) of 1995, and as part of our continuing efforts to reduce paperwork and respondent burden, we invite the general public and other Federal agencies to take this opportunity to comment on this IC. Endangered and Threatened Wildlife and Plants; Withdrawal of the Proposed Rule To List the Bi-State Distinct Population Segment of Greater Sage-Grouse and Designate Critical Habitat
We, the U.S. Fish and Wildlife Service (Service), withdraw the proposed rule to list the bi-State distinct population segment (DPS) of greater sage-grouse (Centrocercus urophasianus) in California and Nevada as threatened under the Endangered Species Act of 1973, as amended (Act), as well as the proposed rules under section 4(d) of the Act and to designate critical habitat for the bi-State DPS of greater sage-grouse. These withdrawals are based on our conclusion that the threats to the DPS as identified in the proposed listing rule no longer are as significant as believed at the time of publication of the proposed rule. We find the best scientific and commercial data available indicate that the threats to the DPS and its habitat, given current and future conservation efforts, are reduced below the statutory definition of threatened or endangered. Therefore, we are withdrawing our proposal to list the bi-State DPS of greater sage- grouse as threatened with critical habitat.
Grand Canyon National Park Quiet Aircraft Technology Incentive: Seasonal Relief From Allocations in the Dragon and Zuni Point Corridors
On November 10, 2014, the Federal Aviation Administration (FAA) and the National Park Service (NPS) published in the Federal Register [79 FR 66763-66765] a notice of the agencies' proposal to provide a quiet aircraft technology incentive for commercial air tour operators at Grand Canyon National Park and a request for public comments. Specifically, the agencies proposed to provide seasonal relief from allocations in the Dragon and Zuni Point corridors for commercial air tour operators that convert or have converted to quiet aircraft technology. The FAA and the NPS have reviewed and considered all comments, and have decided to proceed with implementation of the incentive as proposed. This notice describes that decision and responds to the substantive comments received.

Migratory Bird Permits; Abatement Permit Regulations; Correction
We, the U.S. Fish and Wildlife Service (Service), published a proposed rule in the Federal Register on April 1, 2015, to propose permit regulations to govern the use of captive-bred, trained raptors to control or take birds or other wildlife to mitigate damage or other problems, including risks to human health and safety. In that proposed rule, we provided a partially incorrect address for the submission of hard-copy comments and some incorrect information regarding information collection requirements. With this document, we correct these errors.
