The Service and the Foster Creek Conservation District (FCCD) developed the draft MSGCP as a programmatic approach to streamline the development of individual farm plans by non-Federal agricultural landowners and operators to facilitate their applying for incidental take permits (ITPs) under the Endangered Species Act of 1973, as amended (Act). These amendments are based on previously published determinations by the National Marine Fisheries Service (NMFS) of the National Oceanic and Atmospheric Administration, Department of Commerce, which has jurisdiction for these species.

The National Park Service announces availability of the Final Environmental Impact Statement (EIS) for the Cottonwood Cove and Katherine Landing Development Concept Plans, Lake Mead National Recreation Area. The document describes and analyzes three alternatives. Alternative 1 (no action alternative) reflects current management direction and serves as a baseline for comparison with the other alternatives. Existing facilities would be retained with minimal changes. Alternative 2 Implement Previous Planning Proposals would implement previous planning proposals that separate day use and marina facilities, maintain the type of overnight facilities, and provide flood mitigation. Alternative 3 Enhance Visitor Experience and Park Operations (agency-preferred alternative) would enhance day-use opportunities, upgrade and expand the type of overnight facilities, and provide flood mitigation. The Final EIS also analyzes the potential environmental impacts of the alternatives, including: Potential impacts to native plant communities and soils; wildlife; threatened, endangered, and special status species; floodplains; archeological resources; historic structures; cultural landscape; ethnographic resources; visitor use, experience, and safety; park operations; and socioeconomic environment.

The City of Las Cruces (City) has applied to obtain patent on its current landfill R&PP leases NMNM 000014 and NMNM 018155 each of 40 acres with a history of landfill use. Additionally, the City has applied to obtain patent of 45 acres (NMNM 132849) of land adjacent to the leases. The resulting patent would total 125 acres. As a separate transaction, the City filed an application for the conveyance of the federally owned mineral interests in the 125-acre parcel of land described in this notice. The BLM is processing the mineral application under Section 209 of the Federal Land Policy and Management Act (FLPMA).

Upon publication of this notice, the BLM is temporarily segregating the federally owned mineral interests in the land covered by the application from all forms of appropriation under the public land laws, including the mining laws, for up to 2 years while the BLM processes the application. If the application meets the requirements in the statute and the regulation, the BLM may convey the United States' entire 50 percent interest in the minerals within the tract.

The Moving Ahead for Progress in the 21st Century Act (MAP-21) in section 35001(b)(2) directs the Administrator of the Federal Aviation Administration (FAA) and the Secretary of the Interior to provide quiet aircraft technology incentives for commercial air tour operators at Grand Canyon National Park. The FAA and the National Park Service (NPS) propose to implement this directive by giving effect to section 804(c) of the National Parks Air Tour Management Act (NPATMA) to provide seasonal relief from allocations in the Dragon and Zuni Point corridors for commercial air tour operators that convert or have converted to quiet aircraft technology. The FAA and the NPS will ensure that seasonal relief from allocations complies with statutory conditions that the cumulative impact of such operations does not increase noise at the Grand Canyon and that this incentive does not diminish the statutory mandate to achieve the substantial restoration of natural quiet. This incentive is proposed to be made available in the Dragon and Zuni Point corridors during the first quarter (January- March) beginning in 2015, may be extended to include part or all of the fourth quarter beginning in 2016, and will remain in effect unless it violates the statutory conditions or until a longer term approach for managing air tour noise is in place.

BOEM is announcing the availability of a Draft Second Supplemental Environmental Impact Statement (SEIS) for the Chukchi Sea Planning Area, OCS Oil and Gas Lease Sale 193 (Lease Sale 193). The Draft Second SEIS (OCS EIS/EA BOEM 2014-653) provides new analysis in accordance with the United States District Court for the District of Alaska (District Court) Order remanding Lease Sale 193 to BOEM. The District Court's order instructs BOEM to address the deficiency in the 2007 Final EIS (OCS EIS/EA MMS 2007-026) identified by the U.S. Court of Appeals for the Ninth Circuit (Ninth Circuit). The Ninth Circuit Court held that the Environmental Impact Statement supporting the decision to hold Lease Sale 193 arbitrarily relied on a 1 billion barrel oil production estimate.

The final rule to list the gray wolf as endangered throughout its range in the United States published in 1978. On October 6, 2014, a suspected gray wolf was seen wandering in the area of the North Rim of the Grand Canyon in Arizona. Deer hunting season is beginning in this area of Arizona, and it is believed that the wolf may be in danger of possible harm and could accidentally be shot either as a result of misunderstanding of status or misidentification. We, the U.S. Fish and Wildlife Service have, under an Endangered Species Act (ESA) permit, authorized qualified researchers to capture, draw blood, and possibly affix a brightly colored GPS radio collar on the suspect wolf and release it back into the general area where it was captured. It is essential for its safety to conduct these actions.
