The California State Director for the Bureau of Land Management (BLM) is establishing interim final supplementary rules and requests public comments. These interim final supplementary rules will become effective immediately upon publication in the Federal Register, and will apply to 695 acres of public lands, known as Kanaka Valley, in El Dorado County, California. The BLM has determined that these interim final supplementary rules are necessary to enhance the safety of visitors and local residents and reduce the risk of undue ecological degradation to Kanaka Valley's rare soils and plants and other significant values. These rules are in accordance with the Kanaka Valley Management Plan (2013).

We, the Fish and Wildlife Service, announce the availability of the final recovery plan for the endangered Georgia pigtoe mussel, interrupted rocksnail, and rough hornsnail. The final recovery plan includes specific recovery objectives and criteria the interrupted rocksnail and rough hornsnail would have to meet in order for us to downlist them to threatened status under the Endangered Species Act of 1973, as amended (Act). Recovery criteria for the Georgia pigtoe will be developed after we complete critical recovery actions and gain a greater understanding of the species.

The Standard Criteria for Agricultural and Urban Water Management Plans (Criteria) are now available for public comment. To meet the requirements of the Central Valley Project Improvement Act of 1992 and the Reclamation Reform Act of 1982, the Bureau of Reclamation developed and published the Criteria. The Criteria apply to any Water Management Plans submitted to the Bureau of Reclamation as required by applicable Central Valley Project water service contracts, settlement contracts, or any contracts that specifically invokes the Criteria. Note: For the purpose of this announcement, Water Management Plans are considered the same as Water Conservation Plans (Plans).

The Bureau of Land Management (BLM) has submitted an information collection request to the Office of Management and Budget (OMB) to continue the collection of information from applicants for oil shale leases, oil shale lessees, and oil shale operators. The Office of Management and Budget (OMB) previously approved this information collection activity, and assigned it control number 1004-0201.

This document announces that the Department will accept comments on the proposed rule governing rights-of-way on Indian land until November 28, 2014. The proposed rule would comprehensively update and streamline the process for obtaining BIA grants of rights-of-way on Indian land, while supporting tribal self-determination and self- governance.

All interested parties are hereby invited to participate with Trapper Mining Inc., on a pro rata cost-sharing basis, in a program for the exploration of coal deposits owned by the United States of America in lands located in Moffat County, Colorado, encompassing 3,625.26 acres.

In accordance with the Oil Pollution Act of 1990 (OPA) and the National Environmental Policy Act (NEPA), notice is hereby given that the Federal and State natural resource trustee agencies (Trustees) have issued a Record of Decision (ROD) for the Final Programmatic and Phase III Early Restoration Plan and Early Restoration Programmatic Environmental Impact Statement (Final Phase III ERP/PEIS). The ROD documents decisions by the Trustees under OPA: (1) Selection of the Preferred Alternative for the Programmatic Early Restoration Plan; and (2) selection of 44 projects for the Final Phase III Early Restoration Plan, subject to completing remaining permitting and consultation requirements, as specifically identified in Section 9 of the ROD.

To comply with the Paperwork Reduction Act of 1995 (PRA), the Bureau of Safety and Environmental Enforcement (BSEE) is notifying the public that we have submitted to OMB an information collection request (ICR) to renew approval of the paperwork requirements in the regulations under Subpart H, Oil and Gas Production Safety Systems. This notice also provides the public a second opportunity to comment on the revised paperwork burden of these regulatory requirements.

We, the U.S. Fish and Wildlife Service, intend to prepare a draft environmental impact statement (DEIS) under the National Environmental Policy Act (NEPA) to consider potential impacts on the human environment from the proposed issuance of an incidental take permit (permit) and required implementation of a Habitat Conservation Plan (HCP). The Nebraska Public Power District (NPPD) is proposing to apply for the permit for take of the American burying beetle associated with the construction, operation, and maintenance of the R-Project Transmission Line in north-central Nebraska. The American burying beetle is federally listed as an endangered species. We provide this notice to (1) describe the proposed action; (2) advise other Federal and State agencies, potentially affected tribes, and the public of our intent to prepare an DEIS; (3) announce the initiation of a 60-day public scoping period; and (4) obtain suggestions and information on the scope of issues and possible alternatives to be included in the DEIS. The intended effect of this notice is to gather information from the public for consideration when developing alternatives to the proposed action that will avoid, minimize, and mitigate the effects of incidental take to the maximum extent practicable and to address other potential impacts to the human environment.

The Bureau of Land Management (BLM) is proposing supplementary rules for all BLM-administered lands within the Jupiter Inlet Lighthouse Outstanding Natural Area (JILONA), Palm Beach County, Florida. These rules would regulate public use and recreation at the site and aid in enforcement of the decisions in the JILONA Comprehensive Management Plan completed September 15, 2010.

The Bureau of Land Management (BLM) Las Vegas Field Office, Las Vegas, Nevada, intends to terminate the process for preparing a Recreation Area Management Plan (RAMP), Comprehensive Transportation and Travel Management (CTTM) Plan, and associated Environmental Impact Statement (EIS) for the Las Vegas Field Office.

Pursuant to the National Environmental Policy Act of 1969, Section 42 U.S.C. 4332(2)(C), the National Park Service (NPS) announces the availability of the Record of Decision (ROD) for the General Management Plan (GMP) for Canaveral National Seashore (Seashore). On August 12, 2014 the Regional Director, Southeast Region, approved the ROD for the project.

We (National Park Service) will ask the Office of Management and Budget (OMB) to approve the Information Collection Request (ICR) described below. The National Park Service (NPS) is requesting approval for a new collection that will be used to provide data that will be used to estimate the value of visibility changes in national parks and wilderness areas. To comply with the Paperwork Reduction Act of 1995 and as a part of our continuing efforts to reduce paperwork and respondent burden, we invite the general public and other Federal agencies to comment on this ICR. A Federal agency may not conduct or sponsor and a person is not required to respond to a collection of information unless it displays a currently valid OMB control number.

In compliance with the Paperwork Reduction Act of 1995, the Bureau of Indian Affairs (BIA) is seeking comments on the renewal of Office of Management and Budget (OMB) approval for the collection of information titled ``Probate of Indian Estates, Except for Members of the Osage Nation and the Five Civilized Tribes,'' authorized by OMB Control Number 1076-0169. This information collection expires February 28, 2015.

We, the U.S. Fish and Wildlife Service, invite the public to comment on the following applications to conduct certain activities with endangered species, marine mammals, or both. With some exceptions, the Endangered Species Act (ESA) and Marine Mammal Protection Act (MMPA) prohibits activities with listed species unless Federal authorization is acquired that allows such activities.

This notice publishes the approval of the Compact between the Yerington Paiute Tribe (Tribe) and the State of Nevada (State) Governing Class III Gaming.

Consistent with the regulations implementing the National Environmental Policy Act (NEPA), the Bureau of Ocean Energy Management (BOEM) is announcing its intent to prepare an Environmental Impact Statement (EIS) for proposed Lease Sale 244 in the Cook Inlet Program Area. The EIS will focus on the potential effects of leasing, exploration, development and production of oil and natural gas in the proposed lease sale area. In addition to the no-action alternative (i.e., not holding the lease sale), other alternatives may be considered, such as deferring additional areas within the Cook Inlet proposed lease sale area.

We, the U.S. Fish and Wildlife Service (Service), announce the availability of a draft comprehensive conservation plan and environmental assessment (CCP and EA) for James River National Wildlife Refuge (NWR) for public review and comment. James River NWR is located in Prince George County, Virginia, and is administered by staff at Eastern Virginia Rivers NWR Complex. The draft CCP and EA describe our proposal for managing James River NWR for the next 15 years. Alternative B is identified as the Service-preferred alternative. Also available for public review and comment are the draft compatibility determinations, which are included as appendix B in the draft CCP and EA.

In compliance with the National Environmental Policy Act of 1969, as amended (NEPA), and the Federal Land Policy and Management Act of 1976, as amended, the Bureau of Land Management (BLM) Grand Canyon- Parashant National Monument and Arizona Strip Field Office, St. George, Utah, intend to prepare an Environmental Impact Statement (EIS) for the Uinkaret Mountains Landscape Restoration Project and by this notice is announcing the beginning of the scoping process to solicit public comments and identify issues.
