The Indiana University-Purdue University Fort Wayne- Archaeological Survey (hereafter IPFW-AS) has completed an inventory of human remains and associated funerary objects in consultation with the appropriate Indian tribes or Native Hawaiian organizations, and has determined that there is no cultural affiliation between the human remains and associated funerary objects and any present-day Indian tribes or Native Hawaiian organizations. Representatives of any Indian tribe or Native Hawaiian organization not identified in this notice that wish to request transfer of control of these human remains should submit a written request to the IPFW-AS. If no additional requestors come forward, transfer of control of the human remains and associated funerary objects to the Indian tribes or Native Hawaiian organizations stated in this notice may proceed.

The Hamilton County Department of Parks and Recreation, a political subdivision of Hamilton County, IN, has corrected an inventory published in a Notice of Inventory Completion in the Federal Register on July 30, 2013. This notice corrects the number of associated funerary objects for site 12 H 883. Lineal descendants or representatives of any Indian tribe or Native Hawaiian organization not identified in this notice that wish to request transfer of control of these associated funerary objects should submit a written request to the Hamilton County Department of Parks and Recreation. If no additional requestors come forward, transfer of control of the associated funerary objects to the lineal descendants, Indian tribes, or Native Hawaiian organizations stated in this notice may proceed.

The Bureau of Land Management (BLM) will file the plat of survey of the lands described below in the BLM Montana State Office, Billings, Montana, on August 20, 2014.

In accordance with the National Environmental Policy Act of 1969, as amended, and the Federal Land Policy and Management Act of 1976, as amended, the Bureau of Land Management (BLM), Rawlins Field Office (RFO), Rawlins, Wyoming, intends to prepare a Resource Management Plan (RMP) amendment with an associated Environmental Assessment (EA) for the RFO and by this notice is announcing the beginning of the scoping process to solicit public comments and identify issues.

In compliance with the Paperwork Reduction Act of 1995, the Bureau of Indian Affairs (BIA) is seeking comments on the renewal of Office of Management and Budget (OMB) approval for the collection of information for the Certificate of Degree of Indian or Alaska Native Blood (CDIB) authorized by OMB Control Number 1076-0153. This information collection expires October 31, 2014.

BOEM prepared a ROD for proposed oil and gas WPA Lease Sale 238, scheduled for August 20, 2014. The Assistant Secretary, Land and Minerals Management (ASLM) has signed that ROD. The proposed lease sale is in the Gulf of Mexico's WPA off the States of Texas and Louisiana. Proposed WPA Lease Sale 238 is the third WPA lease sale scheduled in the OCS Oil & Gas Leasing Program for 2012-2017 (Five-Year Program). In preparing the ROD, BOEM considered alternatives to the proposed action, the potential impacts as presented in the WPA 238, 246, and 248 Supplemental EIS, and all comments received throughout the National Environmental Policy Act (NEPA) process. The WPA 238, 246, and 248 Supplemental EIS evaluated the environmental and socioeconomic impacts for proposed WPA Lease Sale 238. The WPA 238, 246, and 248 Supplemental EIS tiers from and incorporates by reference, the Gulf of Mexico OCS Oil and Gas Lease Sales: 2013-2014 Western Planning Area Lease Sale 233/Central Planning Area Lease Sale 231Final Supplemental Environmental Impact Statement and the Gulf of Mexico OCS Oil and Gas Lease Sales: 2012-2017; Western Planning Area Lease Sales 229, 233, 238, 246, and 248; Central Planning Area Lease Sales 227, 231, 235, 241, and 247Final Environmental Impact Statement. One comment letter was received after publication of the Final WPA 238, 246, and 248 Supplemental EIS from the United States Environmental Protection Agency (USEPA), which did not raise any new or significant issues not already discussed.

In compliance with the Paperwork Reduction Act of 1995, the Assistant SecretaryIndian Affairs is submitting to the Office of Management and Budget (OMB) a request for renewal for the collection of information for the Tribal Energy Development Capacity (TEDC) program. The information collection is currently authorized by OMB Control Number 1076-0177, which expires July 31, 2014.

In accordance with the Records of Decision (ROD) for the Moab and Monticello Field Office Approved Resource Management Plans (RMP) and associated Environmental Impact Statements (EIS), the Bureau of Land Management (BLM) is proposing supplementary rules and requesting comments. The proposed rules address conduct on BLM public land in Grand County and San Juan County, Utah. The conduct addressed includes the operation of motorized or mechanized vehicles, camping and campfires, firewood and petrified wood collection, and the use of glass containers.

Under the Endangered Species Act (Act), we, the U.S. Fish and Wildlife Service, announce the receipt and availability of a proposed habitat conservation plan (HCP) and accompanying documents for beachfront activities regulated by the Walton County Board of Commissioners (applicant), which would take the loggerhead sea turtle, green sea turtle, leatherback sea turtle, Kemp's ridley sea turtle, piping plover, and Choctawhatchee beach mouse, incidental to activities as conducted or permitted by the applicant in Walton County, Florida. We invite public comments on these documents.

This notice announces that the National Scheduling Coordination Committee (NSCC), which is comprised of representatives from the U.S. Coast Guard (USCG), Environmental Protection Agency (EPA), Pipeline and Hazardous Materials Safety Administration (PHMSA), and BSEE, is making additional changes to the National Preparedness for Response Exercise Program (PREP) Guidelines. The NSCC will announce the availability of an updated draft of the revised PREP Guidelines and invite public comment at a future date. The future invitation to comment will be published in the Federal Register by the USCG, on behalf of the NSCC, and will use docket USCG-2011-1178.

Pursuant to 42 U.S.C. 4332(2)(C) of the National Environmental Policy Act of 1969, the National Park Service (NPS) announces the availability of a Final Environmental Impact Statement for the General Management Plan (Final EIS/GMP) for Gulf Islands National Seashore (National Seashore), Florida and Mississippi. Consistent with NPS laws, regulations, and policies and the purpose of the National Seashore, the Final EIS/GMP will guide the management of the area over the next 20+ years.

Notice is hereby given that a temporary closure is in effect on public lands administered by the Vernal Field Office, Bureau of Land Management (BLM) during the 2014 No Gimmicks Racing Half-Marathon Event.

We, the U.S. Fish and Wildlife Service (Service), announce a public meeting of the Sport Fishing and Boating Partnership Council (Council). A Federal advisory committee, the Council was created in part to foster partnerships to enhance public awareness of the importance of aquatic resources and the social and economic benefits of recreational fishing and boating in the United States. This meeting is open to the public, and interested persons may make oral statements to the Council or may file written statements for consideration.

We, the U.S. Fish and Wildlife Service, propose to designate critical habitat for the Mount Charleston blue butterfly (Plebejus shasta charlestonensis) under the Endangered Species Act. In total, approximately 5,561 acres (2,250 hectares) are being proposed for designation as critical habitat. The proposed critical habitat is located in the Spring Mountains of Clark County, Nevada. If we finalize this rule as proposed, it would extend the Act's protections to this species' critical habitat. We also announce the availability of a draft economic analysis of the proposed designation of critical habitat for the Mount Charleston blue butterfly.

We (U.S. Fish and Wildlife Service) will ask the Office of Management and Budget (OMB) to approve the information collection (IC) described below. We, the U.S. Fish and Wildlife Service (Service), have issued the following permits to conduct certain activities with endangered species. We issue these permits under the Endangered Species Act (ESA).

We, the U.S. Fish and Wildlife Service, designate specific areas in the terrestrial environment of the U.S. Atlantic and Gulf of Mexico coasts as critical habitat for the Northwest Atlantic Ocean distinct population segment of the loggerhead sea turtle (Caretta caretta) under the Endangered Species Act of 1973, as amended. In total, approximately 1,102 kilometers (685 miles) fall within the boundaries of the critical habitat designation.

The Bureau of Land Management (BLM) has officially filed the plats of survey of the lands described below in the BLM Idaho State Office, Boise, Idaho, effective 9:00 a.m., on the dates specified.
