In compliance with the Paperwork Reduction Act of 1995, the Bureau of Indian Affairs is seeking comments on the renewal of Office of Management and Budget (OMB) approval for the collection of information for Grazing Permits authorized by OMB Control Number 1076-0157. This information collection expires July 31, 2013.

This notice sets forth the date of the Two Hundred Ninetieth Meeting of the Cape Cod National Seashore Advisory Commission.

We, the U.S. Fish and Wildlife Service, announce a joint meeting between the Trinity Adaptive Management Working Group (TAMWG) and Trinity Management Council (TMC).

We (the U.S. Geological Survey) have sent an Information Collection Request (ICR) to OMB for review and approval. The ICR, which is summarized below, describes the nature of the collection and the estimated burden and cost. As required by the Paperwork Reduction Act of 1995 (PRA) we may not conduct or sponsor and a person is not required to respond to a collection of information unless it displays a currently valid OMB control number.

The University of Denver Museum of Anthropology has completed an inventory of human remains, in consultation with the appropriate Indian tribes or Native Hawaiian organizations, and has determined that there is no cultural affiliation between the human remains and any present-day Indian tribes or Native Hawaiian organizations. Representatives of any Indian tribe or Native Hawaiian organization not identified in this notice that wish to request transfer of control of these human remains should submit a written request to the University of Denver Museum of Anthropology. If no additional requestors come forward, transfer of control of the human remains to the Indian tribes or Native Hawaiian organizations stated in this notice may proceed.

The Missouri Department of Natural Resources has completed an inventory of human remains and associated funerary objects, in consultation with the appropriate Indian tribes or Native Hawaiian organizations, and has determined that there is a cultural affiliation between the human remains and associated funerary objects and present- day Indian tribes or Native Hawaiian organizations. Lineal descendants or representatives of any Indian tribe or Native Hawaiian organization not identified in this notice that wish to request transfer of control of these human remains and associated funerary objects should submit a written request to the Missouri Department of Natural Resources. If no additional requestors come forward, transfer of control of the human remains and associated funerary objects to the lineal descendants, Indian tribes, or Native Hawaiian organizations stated in this notice may proceed.

The Maxwell Museum of Anthropology, in consultation with the appropriate Indian tribes or Native Hawaiian organizations, has determined that a cultural item listed in this notice meets the definition of sacred object. Lineal descendants or representatives of any Indian tribe or Native Hawaiian organization not identified in this notice that wish to claim this cultural item should submit a written request to the Maxwell Museum of Anthropology. If no additional claimants come forward, transfer of control of the cultural item to the lineal descendants, Indian tribes, or Native Hawaiian organizations stated in this notice may proceed.

With some exceptions, the Endangered Species Act (ESA) prohibits activities with listed species unless Federal authorization is acquired that allows such activities.

We, the Fish and Wildlife Service (Service), intend to prepare a comprehensive conservation plan (CCP) and associated National Environmental Policy Act (NEPA) documents for Theodore Roosevelt and Holt Collier National Wildlife Refuges (NWRs). We provide this notice in compliance with our CCP policy to advise other Federal and State agencies, Native-American tribes, and the public of our intentions, and to obtain suggestions and information on the scope of issues to consider in the planning process.

The Secretary of the Interior (Secretary), after consultation with the Co-Chairs of the Presidential Task Force on Wildlife Trafficking (Task Force), is announcing the establishment of the Advisory Council on Wildlife Trafficking (Council) under the Federal Advisory Committee Act. The Council will make recommendations to the Task Force and provide it with ongoing advice and assistance. The Department of the Interior is also seeking nominations for individuals to be considered as Council members.

BOEM has prepared a Record of Decision (ROD) for WPA Lease Sale 233 on the Gulf of Mexico OCS Oil and Gas Lease Sales: 2013-2014; Western Planning Area Lease Sale 233, and Central Planning Area Lease Sale 231; Final Supplemental Environmental Impact Statement (WPA 233/ CPA 231 Supplemental EIS). WPA Lease Sale 233, scheduled for August 28, 2013, is the second WPA lease sale scheduled in the Proposed Final Outer Continental Shelf Oil & Gas Leasing Program: 2012-2017. The lease sale is in the Gulf of Mexico's WPA off the States of Texas and Louisiana. In making its decision, BOEM considered alternatives to the proposed action and the potential impacts as presented in the WPA 233/ CPA 231 Supplemental EIS and all comments received throughout the National Environmental Policy Act (NEPA) process. The WPA 233/CPA 231 Supplemental EIS evaluated the environmental and socioeconomic impacts for WPA Lease Sale 233.

In compliance with the National Environmental Policy Act of 1969, as amended (NEPA), and the Federal Land Policy and Management Act of 1976, as amended (FLPMA), the Bureau of Land Management (BLM) Oklahoma Field Office, Tulsa, Oklahoma, intends to prepare a Resource Management Plan (RMP) with an associated Environmental Impact Statement (EIS) for the Oklahoma, Kansas, and Texas planning area. This notice announces the beginning of the scoping process to solicit public comments and identify issues. The RMP will replace the existing Oklahoma RMP (1994), the Kansas RMP (1991), and the Texas RMP (1996), and the associated EIS for the RMP will also analyze Bureau of Indian Affairs (BIA) management decisions for lands and minerals managed by the BIA in the three states.

The Bureau of Land Management (BLM) is preparing a Resource Management Plan (RMP) Amendment and Associated Environmental Assessment (EA) to consider leasing Federal coal in response to lease application ALES-55199 for Jefferson County, Alabama. Coal industry representatives, State and local governments, and the general public are encouraged to submit information to assist in determining coal development potential and possible environmental consequences, as well as development conflicts with other resources.

We, the U.S. Fish and Wildlife Service (Service), determine endangered species status under the Endangered Species Act of 1973 (Act), as amended, for diamond darter (Crystallaria cincotta), a fish species from Kentucky, Indiana, Ohio, Tennessee, and West Virginia. The effect of this regulation will be to add this species to the Lists of Endangered and Threatened Wildlife.

In accordance with the National Environmental Policy Act of 1969, as amended, and the Federal Land Policy and Management Act of 1976, as amended, the Bureau of Land Management (BLM) has prepared a Proposed California Desert Conservation Area (CDCA) Plan Amendment and Final Environmental Impact Statement (EIS) for the San Diego Gas & Electric (SDG&E) Ocotillo Sol Solar Project in Imperial County, California, and by this notice is announcing its availability.

The plats of survey of the following described lands are scheduled to be officially filed in the Bureau of Land Management, Oregon State Office, Portland, Oregon, 30 days from the date of this publication.

We, the U.S. Fish and Wildlife Service, invite the public to comment on the following applications to conduct certain activities with endangered species, marine mammals, or both. With some exceptions, the Endangered Species Act (ESA) and Marine Mammal Protection Act (MMPA) prohibit activities with listed species unless Federal authorization is acquired that allows such activities.

The Department of the Interior proposes to extend the duration of Public Land Order (PLO) No. 7130 for an additional 20-year term. PLO No. 7130 transferred jurisdiction of 37.5 acres of public land withdrawn from settlement, sale, location, or entry under the public land laws, including the United States mining laws, from the U.S. Forest Service (USFS) to the U.S. Fish and Wildlife Service (FWS) to protect the Grays Lake National Wildlife Refuge Headquarters in Bonneville County. PLO No. 7130 will expire on March 30, 2015, unless extended. This notice gives an opportunity for the public to comment and request a public meeting on the proposed withdrawal extension.

Pursuant to Section 102 (2) (C) of the National Environmental Policy Act of 1969, 42 U.S.C. 4332(2)(C), the National Park Service (NPS) announces the availability of a Final Environmental Impact Statement for the General Management Plan and Wilderness Study (Final EIS/GMP/WS) for Fort Pulaski National Monument (national monument), Georgia. Consistent with NPS laws, regulations, and policies and the purpose of the national monument, the Final EIS/GMP/WS will guide the management of the national monument over the next 20+ years.

Pursuant to Sec. 102(2)(C) of the National Environmental Policy Act of 1969 (Pub. L. 91-190, as amended) and the regulations promulgated by the Council on Environmental Quality (40 CFR part 1505.2), the Department of the Interior, National Park Service (NPS), in collaboration with the Federal Highway Administration, prepared the Final Environmental Impact Statement (Final EIS) for the Stehekin River Corridor Implementation Plan (CIP). The requisite no-action ``wait period'' was initiated on October 12, 2012, with the Environmental Protection Agency's Federal Register notice of the filing of the Final EIS. Decision: The NPS has selected Alternative 5, identified as ``preferred'' in the Final EIS, and will implement it as the approved Stehekin River CIP. The CIP will allow water from large floods to occupy more of the floodplain (within the channel migration zone), thereby reducing flooding severity in any one location. Also included in the approved CIP is the relocation of approximately two miles of the Stehekin Valley Road, removal of park facilities out of the floodplain, improvements in recreational trail and camping opportunities, and revision of the park's Land Protection Plan criteria used to determine willing owner land exchange and acquisition priorities (based on threats to the most vulnerable areas). Four other alternatives were evaluated, the full range of foreseeable environmental consequences was assessed, and appropriate mitigation measures were identified. The selected alternative was deemed to be the ``environmentally preferred'' course of action.
