The purpose of this public notice is to: (1) Describe the proposal submitted to BOEM by the Commonwealth of Virginia, Department of Mines, Minerals and Energy (DMME) to acquire an OCS lease for wind energy research activities; (2) solicit indications of interest in a renewable energy lease in the area identified by DMME for substantially similar wind energy activities; and (3) solicit public input regarding the proposal, its potential environmental consequences, and the use of the area in which the proposed project would be located. On February 13, 2013, BOEM received an unsolicited request for a research lease from DMME. The objective of DMME is to obtain a lease under 30 CFR 585.238 for renewable energy research activities, including wind turbine installation and operational testing and the installation of metocean monitoring equipment. The objective of the DMME proposal is to design, develop, and demonstrate a grid-connected 12 megawatt (MW) offshore wind test facility on the OCS off the coast of Virginia. This RFCI is published pursuant to subsection 8(p)(3) of the OCS Lands Act, as amended by section 388 of the Energy Policy Act of 2005 (43 U.S.C. 1337(p)(3)), and the implementing regulations at 30 CFR Part 585.

BOEM has prepared a Record of Decision (ROD) for WPA Lease Sale 233 on the Gulf of Mexico OCS Oil and Gas Lease Sales: 2013-2014; Western Planning Area Lease Sale 233, and Central Planning Area Lease Sale 231; Final Supplemental Environmental Impact Statement (WPA 233/ CPA 231 Supplemental EIS). WPA Lease Sale 233, scheduled for August 28, 2013, is the second WPA lease sale scheduled in the Proposed Final Outer Continental Shelf Oil & Gas Leasing Program: 2012-2017. The lease sale is in the Gulf of Mexico's WPA off the States of Texas and Louisiana. In making its decision, BOEM considered alternatives to the proposed action and the potential impacts as presented in the WPA 233/ CPA 231 Supplemental EIS and all comments received throughout the National Environmental Policy Act (NEPA) process. The WPA 233/CPA 231 Supplemental EIS evaluated the environmental and socioeconomic impacts for WPA Lease Sale 233.

The U.S. Fish and Wildlife Service (hereinafter Service or we) is proposing to establish the 2013-14 early-season hunting regulations for certain migratory game birds. We annually prescribe frameworks, or outer limits, for dates and times when hunting may occur and the maximum number of birds that may be taken and possessed in early seasons. Early seasons may open as early as September 1, and include seasons in Alaska, Hawaii, Puerto Rico, and the U.S. Virgin Islands. These frameworks are necessary to allow State selections of specific final seasons and limits and to allow recreational harvest at levels compatible with population status and habitat conditions. This proposed rule also provides the final regulatory alternatives for the 2013-14 duck hunting seasons.

We, the U.S. Fish and Wildlife Service (Service), are reclassifying Acmispon dendroideus var. traskiae (San Clemente Island lotus) and Castilleja grisea (San Clemente Island paintbrush) from endangered to threatened. The endangered designation no longer correctly reflects the status of these plants due to substantial improvement in their status. This action is based on a review of the best available scientific and commercial data, which indicate that the ongoing threats are not of sufficient imminence, intensity, or magnitude to indicate that A. d. var. traskiae and C. grisea are presently in danger of extinction across their ranges. While both taxa will continue to be impacted by military training activities and land use, erosion, nonnative plants, and fire, the significant increase in abundance (number of occurrences) of both taxa reduces the severity and magnitude of threats and the likelihood that any one event would affect all occurrences of either taxon. Additionally, the Department of the Navy (Navy) is implementing conservation actions through their Integrated Natural Resources Management Plan and has successfully reduced threats impacting both taxa and their habitat.

L. 91-190, as amended) and the regulations promulgated by the Council on Environmental Quality (40 CFR part 1505.2), the Department of the Interior, National Park Service (NPS), in collaboration with the Federal Highway Administration, prepared the Final Environmental Impact Statement (Final EIS) for the Stehekin River Corridor Implementation Plan (CIP). The requisite no-action ``wait period'' was initiated on October 12, 2012, with the Environmental Protection Agency's Federal Register notice of the filing of the Final EIS. Decision: The NPS has selected Alternative 5, identified as ``preferred'' in the Final EIS, and will implement it as the approved Stehekin River CIP. The CIP will allow water from large floods to occupy more of the floodplain (within the channel migration zone), thereby reducing flooding severity in any one location. Also included in the approved CIP is the relocation of approximately two miles of the Stehekin Valley Road, removal of park facilities out of the floodplain, improvements in recreational trail and camping opportunities, and revision of the park's Land Protection Plan criteria used to determine willing owner land exchange and acquisition priorities (based on threats to the most vulnerable areas). Four other alternatives were evaluated, the full range of foreseeable environmental consequences was assessed, and appropriate mitigation measures were identified. The selected alternative was deemed to be the ``environmentally preferred'' course of action. We, the U.S. Fish and Wildlife Service (Service), have prepared a draft environmental assessment (EA) under the National Environmental Policy Act of 1969, as amended (NEPA), in response to an application from Southern California Edison (the Applicant) for an incidental take permit (ITP) pursuant to section 10(a)(1)(B) of the Endangered Species Act of 1973, as amended (Act). The application addresses the proposed incidental take (take) of 13 proposed Covered Species within a 3,385-acre Permit Area during a proposed permit term of 30 years. The Applicant has prepared the draft Cross Valley Transmission Line Habitat Conservation Plan (Cross Valley Line HCP) (HCP) to describe and implement a conservation plan that will minimize and mitigate environmental effects associated with the construction, operation, and maintenance of the Cross Valley Loop Transmission Line, an electrical transmission project in central Tulare County, California. We also announce a 45-day public comment period on the permit application, including the draft EA and the proposed HCP.
