In compliance with the National Environmental Policy Act of 1969, as amended (NEPA), and the Federal Land Policy and Management Act of 1976, as amended (FLPMA), the Bureau of Land Management (BLM) Egan Field Office, Ely, Nevada has prepared a Draft Environmental Impact Statement (EIS) for the proposed Pan Mine Project and by this notice is announcing the opening of the comment period.

This notice publishes the approval of the Amended Gaming Compact between the Sisseton-Wahpeton Sioux Tribe and the State of North Dakota; the Amended Gaming Compact between the Spirit Lake Nation and the State of North Dakota; the Amended Gaming Compact between the Standing Rock Sioux Tribe and the State of North Dakota; the Amended Gaming Compact between the Three Affiliated Tribes of the Fort Berthold Reservation and the State of North Dakota; and the Amended Gaming Compact between the Turtle Mountain Band of Chippewa Indians and the State of North Dakota.

As required by the Federal Advisory Committee Act (Public Law 92-463, 86 Stat. 770), the NPS is hereby giving notice that the Cape Krusenstern National Monument Subsistence Resource Commission (SRC) will hold meetings to develop and continue work on NPS subsistence program recommendations and other related subsistence management issues. The NPS SRC program is authorized under Title VIII, Section 808 of the Alaska National Interest Lands Conservation Act, Public Law 96- 487. Cape Krusenstern National Monument SRC Meeting Date and Location: The Cape Krusenstern National Park SRC will meet from 9:00 a.m. to 5:00 p.m. on Tuesday, April 30 to Wednesday, May 1, 2013, at the National Park Service Northwest Arctic Heritage Center, (907) 442-3890, in Kotzebue, AK. The Bureau of Land Management (BLM) published a document in the Federal Register of February 28, 2013, regarding a meeting of the Eastern Washington Resource Advisory Council. The meeting on March 21, 2013, has been cancelled because of budget constraints due to the sequester.

In compliance with the National Environmental Policy Act (NEPA) of 1969, as amended, and the Federal Land Policy and Management Act (FLPMA) of 1976, as amended, the Bureau of Land Management (BLM) Pinedale Field Office, Pinedale, Wyoming, intends to prepare a Resource Management Plan (RMP) amendment with an associated environmental assessment (EA) for the Snake River RMP and by this notice is announcing the beginning of the scoping process to solicit public comments and identify issues. Three parcels of public land in Teton County, Wyoming, are being classified as suitable for disposal under the provisions of Section 203 of FLPMA and are being proposed for direct sale at no less than the appraised fair market value.

The Water Resources Planning Act of 1965 and the Water Resources Development Act of 1974 require an annual determination of a discount rate for Federal water resources planning. The discount rate for Federal water resources planning for fiscal year 2013 is 3.75 percent. Discounting is to be used to convert future monetary values to present values.

We, the U.S. Fish and Wildlife Service, invite the public to comment on the following applications to conduct certain activities with endangered species. With some exceptions, the Endangered Species Act (Act) prohibits activities with endangered and threatened species unless a Federal permit allows such activity. The Act also requires that we invite public comment before issuing these permits.

This notice provides BOEM's determination that there is no competitive interest in the area requested by the Commonwealth of Virginia, Department of Mines, Minerals and Energy (DMME) to acquire an OCS research lease as described in the Request for Competitive Interest (RFCI): Research Lease for Renewable Energy on the Outer Continental Shelf Offshore Virginia, that BOEM published on December 21, 2012, (77 FR 75656-75658). The RFCI described the proposal submitted to BOEM by the DMME to acquire an OCS lease for wind energy research activities on the OCS off the coast of Virginia, and provided an opportunity for the public to submit comments about the proposal.

The Department of the Interior is publishing this notice to advise the public of the availability of the fiscal year (FY) 2012 Service Contract Inventory and the FY 2011 Service Contract Inventory Report, in accordance with Section 743 of Division C of the Consolidated Appropriations Act of 2010 (Pub. L. 111-117). The inventory provides information on service contract actions over $25,000 that the Department made in FY 2012. The information is organized by function to show how contracted resources are distributed throughout the Department. We, the U.S. Fish and Wildlife Service (Service), announce the availability of a draft comprehensive conservation plan and environmental impact statement (Draft CCP/EIS) for the Deer Flat National Wildlife Refuge (Refuge, NWR) for public review and comment. In these documents, we describe alternatives, including our preferred alternative, for managing the Refuge for 15 years following approval of the final CCP.

We are announcing receipt of a proposed amendment to the Wyoming regulatory program (hereinafter, the ``Wyoming program'') under the Surface Mining Control and Reclamation Act of 1977 (``SMCRA'' or ``the Act''). Wyoming proposes revisions to rules concerning valid existing rights and individual civil penalties. Wyoming intends to revise its program to be consistent with the corresponding Federal regulations and SMCRA, clarify ambiguities, and improve operational efficiency. In this final CCP, we describe how we intend to manage the refuge for the next 15 years.

Pursuant to the National Environmental Policy Act (NEPA) of 1969, 42 U.S.C. 4332(2)(C), the National Park Service announces the availability of the Record of Decision (ROD) for the Coral Reef Restoration Plan (Plan) for Biscayne National Park, Florida. On May 31, 2012, the Regional Director, Southeast Region, approved the ROD for the project.

This notice publishes the Liquor Licensing Ordinance of the Cedarville Rancheria, Ordinance No. 2012-05. The Ordinance regulates and controls the possession, sale and consumption of liquor within the Indian Country of the Cedarville Rancheria. The land is trust land and this Ordinance allows for the possession and sale of alcoholic beverages within the jurisdiction of the Cedarville Rancheria. This Ordinance will increase the ability of the tribal government to control the distribution and possession of liquor within their jurisdiction, and at the same time will provide an important source of revenue, strengthen the tribal government and improve the delivery of tribal services.

Pursuant to the National Environmental Policy Act of 1969, as amended, the Bureau of Reclamation is preparing an environmental impact statement for the Pojoaque Basin Regional Water System. As part of that process, Reclamation will host five public scoping meetings to provide information on the project and to solicit input on the scope of the document, alternatives, concerns, and issues to be addressed in the environmental impact statement.
