On March 15, 2011, BOEM (formerly the Bureau of Ocean Energy Management, Regulation and Enforcement) published a notice in the Federal Register (76 FR 14040), entitled ``Call for Information and Nominations'' (the Call). Subsequently, on November 15, 2011, BOEM published a ``Call for Information and Nominations: Correction'' in the Federal Register (76 FR 70748) correcting the sale numbers that were identified in the Call. This document describes a revision to the description of the areas not available for leasing in the OCS. BOEM believes the previous descriptions of the areas excluded by the Gulf of Mexico Energy Security Act of 2006 (Pub. L. 109-432 December 20, 2006) could be confusing. Consequently, Section 4.A. items 1 and 2 of the original call are to be revised by deleting the following: 1. Blocks that were previously included within the Eastern GOM Planning Area and are within 100 miles of the Florida coast; and 2. Blocks east of the Military Mission line (86 degrees, 41 minutes west longitude) under an existing moratorium until 2022, as a result of the Gulf of Mexico Energy Security Act of 2006 (December 20, 2006); and replacing them with: 1. Whole blocks and portions of blocks deferred by the Gulf of Mexico Energy Security Act of 2006. Section 4.A. items 3 and 4 are also renumbered to 2 and 3 respectively to reflect this change.

We also announce the availability of a draft economic analysis (DEA) of the proposed designation of critical habitat for these five fishes and an amended required determinations section of the proposal. We are reopening the comment period to allow all interested parties an opportunity to comment simultaneously on the revised proposed rule, the associated DEA, and the amended required determinations section. Comments previously submitted need not be resubmitted, as they will be fully considered in preparation of the final rule. We will also hold a public hearing (see DATES and ADDRESSES).

The purpose of this public notice is to: (1) Describe the Deepwater Wind Block Island LLC (Deepwater Wind) Transmission System (BITS) proposal submitted to the Bureau of Ocean Energy Management (BOEM); (2) solicit submissions of indications of competitive interest for a right-of-way (ROW) grant for renewable energy purposes for the area identified in this notice; and (3) solicit public input regarding the proposal, its potential environmental consequences, and other uses of the area in which the proposal would be located. On November 30, 2011, BOEM received an application from Deepwater Wind for a ROW grant on the OCS offshore Rhode Island. Deepwater Wind's proposed project, the BITS, would entail the construction and installation of a bi-directional submerged transmission cable between Block Island and the Rhode Island mainland. Deepwater Wind has requested a ROW grant for the portion of the BITS cable that is proposed on the OCS. Deepwater Wind proposes that the BITS would serve two purposes: (1) Transmit electrical power from Deepwater Wind's proposed 30 megawatt (MW) offshore wind energy project located in Rhode Island State waters off Block Island to the Rhode Island mainland; and (2) transmit electrical power from the existing transmission grid on the Rhode Island mainland to Block Island. This RFCI is published pursuant to subsection 8(p)(3) of the OCS Lands Act, as amended by section 388 of the Energy Policy Act of 2005 (EPAct) (43 U.S.C. 1337(p)(3)), and the implementing regulations at 30 CFR part 585. Subsection 8(p)(3) of the OCS Lands Act requires that OCS renewable energy leases, easements, and rights-of-way be issued ``on a competitive basis unless the Secretary determines after public notice of a lease, easement, or right-of-way that there is no competitive interest.'' This RFCI provides such public notice for the proposed ROW grant area requested by Deepwater Wind and invites the submission of indications of competitive interest. BOEM will consider the responses to this public notice to determine whether competitive interest exists for the area requested by Deepwater Wind, as required by 43 U.S.C. 1337(p)(3). Parties wishing to obtain a grant for the area requested by Deepwater Wind should submit detailed and specific information as described in the section entitled, ``Required Indication of Interest Information.'' This announcement also requests that interested and affected parties comment and provide information about site conditions and existing and future uses of the area identified in this notice that would be relevant to the proposed project or its impacts. The information that BOEM is requesting is described in the section entitled, ``Requested Information from Interested or Affected Parties.''

Under the authority of the Endangered Species Act of 1973, as amended (Act), we, the U.S. Fish and Wildlife Service (Service), are removing the Morelet's crocodile (Crocodylus moreletii) throughout its range from the Federal List of Endangered and Threatened Wildlife due to recovery. This action is based on a thorough review of the best available scientific and commercial data, which indicate that the species' status has improved to the point that the Morelet's crocodile is not likely to become threatened within the foreseeable future throughout all or a significant portion of its range. After the effective date of this final rule, the Morelet's crocodile will remain protected under the provisions of the Convention on International Trade in Endangered Species of Wild Fauna and Flora.

The preferred alternative incorporates various management prescriptions to ensure protection, access and enjoyment of the monument's resources. An up-to-date GMP is needed to address how visitors access and use the monument and the facilities needed to support those uses, how resources are managed, and how the NPS manages its operations. Recent studies have enhanced the NPS's understanding of resources, resource threats, and visitor use in the monument.

L. 91-190, as amended) and the regulations promulgated by the Council on Environmental Quality (40 CFR part 1505.2), the Department of the Interior, National Park Service (NPS) has prepared and approved a Record of Decision for the Final Environmental Impact Statement for the new General Management Plan (GMP) for Ross Lake National Recreation Area, part of the North Cascades National Park Service Complex (Complex). The requisite no- action ``wait period'' was initiated December 16, 2011, with the Environmental Protection Agency's Federal Register notification of the filing of the Final Environmental Impact Statement (Final EIS). Decision: As soon as practical the NPS will begin to implement the stewardship strategies, park operations, and visitor service projects identified and analyzed as the Preferred Alternative (Alternative B) described in the Final EIS. The NPS will recommend legislation to change the name of this unit to North Cascades National Recreation Area (NRA). Other plan elements include: (1) Management focus on the NRA as a gateway to millions of acres of wilderness, (2) provision for continued seaplane access with noise abatement procedures, (3) limited expansion of overnight facilities and concessions, and (4) conversion of 3,559 acres of Thunder Creek Potential Wilderness Area to designated wilderness, pursuant to the Washington Park Wilderness Act of 1988. The full range of foreseeable environmental consequences from implementing the proposed actions were assessed, and appropriate mitigation measures identified. In addition, a No Action alternative and two other alternatives were identified and analyzed. Alternative B was determined to be the ``environmentally preferred'' course of action. The United States Department of Agriculture (USDA), Forest Service, has filed an application with the Department of the Interior, Bureau of Land Management, to extend the duration of Public Land Order (PLO) No. 7174 for an additional 20-year term. PLO No. 7174 withdrew approximately 35 acres of National Forest System lands in the Black Hills National Forest from location and entry under the United States mining laws to protect recreational values and the investment of Federal funds at the Pactola Visitor Information Center, Pactola Marina North, and Pactola Marina South. The withdrawal created by PLO No. 7174 will expire on November 27, 2015, unless extended. The GOM OCS Oil and Gas Lease Sales: 2007-2012; Western Planning Area Lease Sales 204, 207, 210, 215, and 218; Central Planning Area Lease Sales 205, 206, 208, 213, 216, and 222, Final Environmental Impact Statement (OCS EIS/EA MMS 2007-018) (Multisale EIS), completed in April 2007, originally analyzed CPA Lease Sale 216/222. The Gulf of Mexico OCS Oil and Gas Lease Sales: 2009-2012; Central Planning Area Lease Sales 208, 213, 216, and 222; Western Planning Area Lease Sales 210, 215, and 218; Final Supplemental Environmental Impact Statement (OCS EIS/EA MMS 2008-041) (2009-2012 Supplemental EIS), completed in September 2008, updated the socioeconomic and environmental analyses for CPA Lease Sale 216/222. BOEM developed the Final SEIS for CPA Lease Sale 216/222 in order to consider new circumstances and information arising from, among other things, the Deepwater Horizon explosion and oil spill. After careful consideration, BOEM has determined that in light of significant safety and environmental reforms since the Deepwater Horizon oil spill and the economic and energy security benefits of exploring and developing the domestic energy resources available in the CPA, including job creation, it is appropriate to hold a sale in this area at this time. BOEM resource assessments for the CPA indicate that the area contains over 30 billion barrels of oil (BBO) and over 133 trillion cubic feet (Tcf) of natural gas which are undiscovered and technically recoverable.
