Notice of Public Meeting of the Carrizo Plain National Monument Advisory Council
In accordance with the Federal Land Policy and Management Act and the Federal Advisory Committee Act of 1972, the U.S. Department of the Interior, Bureau of Land Management (BLM) Carrizo Plain National Monument Advisory Council (MAC) will meet as indicated below.
Minor Boundary Revision at Minidoka National Historic Site
Notice is hereby given that, pursuant to 16 U.S.C. 460l- 9(c)(1)(ii), the boundary of Minidoka National Historic Site is modified to include 88.51 acres of land identified as Tract 01-107, tax parcels numbered RP08S19E2300A and RP08S19E329001A. A conservation easement interest in the land will be donated to the United States. The land is located in Jerome County, Idaho, immediately adjacent to the current western boundary of Minidoka National Historic Site. The boundary revision is depicted on Map No. 194/114484 dated May 2012. The map is available for inspection at the following locations: National Park Service, Columbia Cascades Land Resources Program Center, 168 South Jackson Street, Seattle, Washington 98104, and National Park Service, Department of the Interior, Washington, DC 20240.
Meeting of the California Desert District Advisory Council
Notice is hereby given, in accordance with Public Laws 92-463 and 94-579, that the California Desert District Advisory Council (DAC) to the Bureau of Land Management (BLM), U.S. Department of the Interior, will meet in formal session on Saturday, December 1, 2012, from 8 a.m. to 4:30 p.m. at the Cal Works Bldg., 2895 S 4th St, El Centro, CA 92243. There also will be a field trip on Friday, November 30, from 8 a.m. to 4:30 p.m. on BLM-administered lands. Field trip details will be posted on the DAC Web page, https://www.blm.gov/ca/st/ en/info/rac/dac.html, when finalized. Agenda topics for the Saturday meeting will include a focus on cultural resource management, as well as updates by council members, the BLM California Desert District manager, five field office managers, and council subgroups. Agency Information Collection Activities: Comment Request
To comply with the Paperwork Reduction Act of 1995 (PRA), we are notifying the public that we will submit to OMB an information collection request (ICR) to renew approval of the paperwork requirements for respondents to submit proposals and fulfill assistance reporting requirements for research in earthquake hazard assessments and earthquake occurrence under the Earthquake Hazards Reduction Act of 1977, as amended, Public Law 95-124, 42 U.S.C. 7701 et. seq. To submit a proposal, three standard OMB forms and a project narrative must be completed and submitted via Grants.gov. This collection is scheduled to expire on February 28, 2013. This notice provides the public an opportunity to comment on the paperwork burden of these forms.
Proposed Renewal of Information Collection: Payments in Lieu of Taxes
In compliance with section 3506(c)(2)(A) of the Paperwork Reduction Act of 1995, the Office of Budget, Office of the Secretary, Department of the Interior (DOI), announces that it has submitted a request for proposed extension of an information collection required by the Payments in Lieu of Taxes Act (PILT) to the Office of Management and Budget and requests public comments on this submission.
Notice of Proposed Withdrawal Extension and Opportunity for Public Meeting; OR
The Assistant Secretary of the Interior for Policy, Management and Budget proposes to extend the duration of Public Land Order (PLO) No. 6963 for an additional 20-year term. PLO No. 6963 withdrew 257.60 acres of public land from settlement, sale, location, or entry under the general land laws, including the United States mining laws, but not from leasing under the mineral leasing laws, to protect the natural values of the Florence Sand Dunes (FSD). This notice also amends the land description and acreage in PLO No. 6963 and gives an opportunity to comment on the proposed action and to request a public meeting.

We, the U.S. Fish and Wildlife Service (Service), announce that our draft comprehensive conservation plan (CCP) and environmental assessment (EA) for the Lake Andes National Wildlife Refuge Complex (Complex), which includes Lake Andes NWR (National Wildlife Refuge), Karl E. Mundt NWR, and Lake Andes Wetland Management District, is available for public review and comment. The draft CCP/EA describes how the Service intends to manage these units for the next 15 years.

Importation, Exportation, and Transportation of Wildlife; User Fee Exemption Program for Low-Risk Importations and Exportations
The Service is changing the inspection fees required for imports and exports of wildlife by certain licensed businesses. Our regulations set forth the fees that are required to be paid at the time of inspection of imports and exports of wildlife. In 2009, we implemented a new user fee system intended to recover the costs of the compliance portion of the wildlife inspection program. Since that time, we have been made aware that we may have placed an undue economic burden on businesses that exclusively trade in small volumes of low- value, non-Federally protected wildlife parts and products. To address this issue, the Service is implementing a program that exempts certain businesses from the designated port base inspection fees as an interim measure while the Service reassesses its current user fee system.
Outer Continental Shelf (OCS) Western Planning Area (WPA) Gulf of Mexico (GOM) Oil and Gas Lease Sale 229
On Wednesday, November 28, 2012, BOEM will open and publicly announce bids received for the blocks offered in the Western Planning Area (WPA) Sale 229, in accordance with provisions of the OCS Lands Act (OCSLA) (43 U.S.C. 1331-1356, as amended) and the regulations issued thereunder (30 CFR part 556). The Final Notice of Sale (NOS) 229 Package (Final NOS Package) contains information essential to potential bidders, and bidders are charged with the knowledge of the documents contained in that package. The Final NOS Package may be obtained from BOEM, as provided below.
Public Land Order No. 7804; Partial Revocation of a Secretarial Order Dated December 4, 1909; ID
This order partially revokes a withdrawal created by a Secretarial Order insofar as it affects 78.69 acres of National Forest System land withdrawn on behalf of the Bureau of Reclamation for the Payette Boise Reclamation Project within the Boise National Forest. This order also opens the land to disposition under the Small Tracts Act.
Notice of Availability of the Final Environmental Impact Statement for the Restoration Design Energy Project and Proposed Resource Management Plan Amendments, AZ

Native American Graves Protection and Repatriation Review Committee: Notice of Nomination Solicitation
The National Park Service is soliciting nominations for one member of the Native American Graves Protection and Repatriation Review Committee. The Secretary of the Interior will appoint the member from nominations submitted by Indian tribes, Native Hawaiian organizations, and traditional Native American religious leaders. The nominee must be a traditional Indian religious leader. Nominations must include the following information: 1. Nominations by traditional religious leaders: Nominations must be submitted with the nominator's original signature and daytime telephone number. The nominator must explain that he or she meets the definition of traditional religious leader. 2. Nominations by Indian tribes or Native Hawaiian organizations: Nominations must be submitted on official tribal or organization letterhead with the nominator's original signature and daytime telephone number. The nominator must be the official authorized by the tribe or organization to submit nominations in response to this solicitation. Notice of Inventory Completion: Maxwell Museum of Anthropology, University of New Mexico, Albuquerque, NM; Correction
The Maxwell Museum's Laboratory of Human Osteology has corrected an inventory of human remains published in a Notice of Inventory Completion in the Federal Register on September 13, 2011. This notice corrects the minimum number of individuals in that inventory. Representatives of any Indian tribe that believes itself to be culturally affiliated with the human remains may contact the Maxwell Museum of Anthropology. Repatriation of the human remains to the Indian tribe stated below may occur if no additional claimants come forward.

The Maxwell Museum's Laboratory of Human Osteology has completed an inventory of human remains, in consultation with the appropriate Indian tribe, and has determined that there is a cultural affiliation between the human remains and a present-day Indian tribe. Representatives of any Indian tribe that believes itself to be culturally affiliated with the human remains may contact the Maxwell Museum of Anthropology. Repatriation of the human remains to the Indian tribe stated below may occur if no additional claimants come forward.
Tehachapi Uplands Multiple Species Habitat Conservation Plan; Kern County, CA; Final Environmental Impact Statement
The U.S. Fish and Wildlife Service announces the availability for public review of a final Environmental Impact Statement (EIS), Tehachapi Uplands Multiple Species habitat Conservation Plan (TU MSHCP), and Implementing Agreement (IA), related to an application by Tejon Ranchcorp (Tejon or applicant) for an Incidental Take Permit (ITP or permit) pursuant to the Endangered Species Act (Act). The final documents reflect changes made to the 2011 Supplemental Draft EIS and TU MSHCP/IA resulting from comments received during the 90-day public comment period. Responses to comments from the 2011 comment period are included in the EIS. This notice provides an opportunity for the public to review the final documents and responses to comments. The proposed 50-year ITP would authorize incidental take of 27 species associated with plan-wide activities and limited development activities on portions of Tejon Ranch.

Notice on Outer Continental Shelf Oil and Gas Lease Sales
Pursuant to the authority vested in the Director of the Bureau of Ocean Energy Management by the joint bidding provisions of 30 CFR 556.41, each entity within one of the following groups shall be restricted from bidding with any entity in any of the other following groups at Outer Continental Shelf oil and gas lease sales to be held during the bidding period November 1, 2012 through April 30, 2013. This List of Restricted Joint Bidders will cover the period November 1, 2012 thru April 30, 2013, and replace the prior list published on April 26, 2012; which covered the period of May 1, 2012, to October 31, 2012.

In compliance with the National Environmental Policy Act of 1969, as amended (NEPA), and the Federal Land Policy and Management Act of 1976, as amended (FLPMA), the Bureau of Land Management (BLM), together with San Bernardino County, intend to prepare a joint Environmental Impact Statement (EIS)/Environmental Impact Report (EIR), which may include an amendment to the California Desert Conservation Area (CDCA) Plan, for the Soda Mountain Solar Project (Project). By this notice, the BLM is announcing the beginning of the scoping process to solicit public comments and identify issues related to the EIS/Plan Amendment (PA).

Minor Boundary Revision at Chickamauga and Chattanooga National Military Park
Notice is hereby given that, pursuant to 16 U.S.C. 460l- 9(c)(1)(ii), the boundary of Chickamauga and Chattanooga National Military Park is modified to include an additional 13.75 acres of land identified as Tract 11-109. The tract, also known as the Model Airplane Field, is located on the west side of Moccasin Bend Road in Hamilton County, Tennessee, across the Tennessee River from downtown Chattanooga. Three sides of the property are contiguous to the current boundary of the park. The boundary revision is depicted on Map No. 301/ 112,683 dated February 2012. Trinity River National Wildlife Refuge, Liberty County, TX; Final Comprehensive Conservation Plan and Finding of No Significant Impact for Environmental Assessment
We, the U.S. Fish and Wildlife Service (Service), announce the availability of our final comprehensive conservation plan (CCP) and finding of no significant impact (FONSI) for the environmental assessment (EA) for the Trinity River National Wildlife Refuge (Refuge). In this final CCP, we describe how we will manage this Refuge for the next 15 years.
Central Valley Project Improvement Act, Water Management Plans
The following Water Management Plans are available for review: Orange Vale Water District City of Folsom Santa Clara Water Valley Water District El Dorado Irrigation District Lower Tule River Irrigation District City of Roseville East Bay Municipal Utility District Southern San Joaquin Municipal Utility District Fair Oaks Water District Pixley Irrigation District Porterville Irrigation District To meet the requirements of the Central Valley Project Improvement Act of 1992 (CVPIA) and the Reclamation Reform Act of 1982, the Bureau of Reclamation developed and published the Criteria for Evaluating Water Management Plans (Criteria). For the purpose of this announcement, Water Management Plans (Plans) are considered the same as Water Conservation Plans. The above entities have each developed a Plan, which Reclamation has evaluated and preliminarily determined to meet the requirements of these Criteria. Reclamation is publishing this notice in order to allow the public to review the Plans and comment on the preliminary determinations. Public comment on Reclamation's preliminary (i.e., draft) determination of Plan adequacy is invited at this time.
Secretarial Commission on Indian Trust Administration and Reform
The Office of the Secretary is announcing that the Secretarial Commission on Indian Trust Administration and Reform (the Commission) will hold a public webinar meeting on November 7, 2012. The objectives of the meeting are to attend to Commission operations as needed and report on outreach activities, review and discuss revised draft documents to-date and take public comments on the drafts, and review and discuss agenda for December 6-7, 2012 public Commission meeting. The Secretarial Commission's charter requires the Commission to provide well-reasoned and factually-based recommendations for potential improvements to the existing management and administration of the trust administration system. The Secretary of the Interior (Secretary) accepted the transfer of approximately 163.48 acres from the Director, Real Property Division, Atlanta Regional Office, U.S. General Services Administration (GSA), without reimbursement, to be held in trust for the benefit and use of the Mississippi Band of Choctaw Indians, Choctaw Reservation, Mississippi (Tribe). This notice announces that the Secretary took the approximately 162.48 acres into trust for the Tribe on the dates set forth in this notice.

Notice of Meeting for Captain John Smith Chesapeake National Historic Trail Advisory Council
As required by the Federal Advisory Committee Act, the National Park Service (NPS) is hereby giving notice that the Advisory Committee on the Captain John Smith Chesapeake National Historic Trail will hold a meeting. Designated through an amendment to the National Trails System Act (16 U.S.C. 1241), the trail consists of ``a series of water routes extending approximately 3,000 miles along the Chesapeake Bay and its tributaries in the States of Virginia, Maryland, Delaware, and in the District of Columbia,'' tracing the 1607-1609 voyages of Captain John Smith to chart the land and waterways of the Chesapeake Bay. This meeting is open to the public. Preregistration is required for both public attendance and comment. Endangered and Threatened Wildlife and Plants; Proposed Revision of Critical Habitat for the Comal Springs Dryopid Beetle, Comal Springs Riffle Beetle, and Peck's Cave Amphipod
We, the U.S. Fish and Wildlife Service (Service), propose to revise designation of critical habitat for the Comal Springs dryopid beetle (Stygoparnus comalensis), Comal Springs riffle beetle (Heterelmis comalensis), and Peck's cave amphipod (Stygobromus pecki), under the Endangered Species Act of 1973, as amended (Act). In total, approximately 169 acres (68 hectares) are being proposed for revised critical habitat. The proposed revision of critical habitat is located in Comal and Hays Counties, Texas.

Endangered Species; Receipt of Applications for Permit
We, the U.S. Fish and Wildlife Service, invite the public to comment on the following applications to conduct certain activities with endangered species. With some exceptions, the Endangered Species Act (ESA) prohibits activities with listed species unless Federal authorization is acquired that allows such activities.

The Assistant Secretary of the Interior for Policy, Management and Budget proposes to extend the duration of Public Land Order (PLO) No. 6960, as corrected by PLO No. 6980, for an additional 20-year term. PLO No. 6960 withdrew 10,535.30 acres of public mineral estate from location or entry under the United States mining laws, to protect the East Fork Elk Winter Range and elk natural feeding grounds in Fremont County. This notice gives an opportunity for the public to comment on the proposed withdrawal extension and announces the date, time, and location of a public meeting.
