Notice of Intent To Amend the 1985 Michigan Resource Management Plan and Associated Environmental Assessment, Marquette County, MI
In compliance with the National Environmental Policy Act of 1969, as amended, and the Federal Land Policy and Management Act (FLPMA) of 1976, as amended, the Bureau of Land Management (BLM) Northeastern States Field Office, Milwaukee, Wisconsin, intends to prepare a Resource Management Plan (RMP) amendment with an associated Environmental Assessment (EA) for the State of Michigan. With this notice, the BLM is announcing the beginning of the scoping process to solicit public comments and identify issues for the purpose of amending the RMP to identify the specific parcel of land for disposal through sale and clarify in the EA whether the parcel meets the FLPMA Section 203 sale criteria.
Protocol for Categorical Exclusions Supplementing the Council on Environmental Quality Regulations Implementing the Procedural Provisions of the National Environmental Policy Act for Certain National Indian Gaming Commission Actions and Activities
The National Indian Gaming Commission (NIGC or ``the Commission'') has established a protocol that provides for categorical exclusions under the National Environmental Policy Act of 1969 (NEPA), as amended, Executive Order 11514, as amended, and Council on Environmental Quality (CEQ) regulations for implementing the procedural provisions of NEPA (40 CFR parts 1500-1508) for certain NIGC actions.
U.S. Extractive Industries Transparency Initiative Stakeholder Assessment Public Listening Sessions, Webinar and Workshop
On May 3, 2012, The Department of the Interior (Interior) published a Federal Register Notice (77 FR 26315) announcing the May 18 publication of the United States Extractive Industries Transparency Initiative Stakeholder Assessment and Multi-Stakeholder Group Options. In that notice, Interior announced it would also initiate a public comment period regarding the Assessment, starting May 18, to include public listening sessions, a webinar and a workshop, the details of which would be provided on the Interior Web site and in this Federal Register Notice.
Notice of Proposed Withdrawal Extension and Opportunity for Public Meeting; South Dakota
The United States Department of Agriculture (USDA), Forest Service, has filed an application with the Department of the Interior, Bureau of Land Management, to extend the duration of Public Land Order (PLO) No. 7174 for an additional 20-year term. PLO No. 7174 withdrew approximately 35 acres of National Forest System lands in the Black Hills National Forest from location and entry under the United States mining laws to protect recreational values and the investment of Federal funds at the Pactola Visitor Information Center, Pactola Marina North, and Pactola Marina South. The withdrawal created by PLO No. 7174 will expire on November 27, 2015, unless extended. This notice also gives the public an opportunity to comment on the proposed withdrawal extension and to request a public meeting.

The United States Air Force has filed an application with the Bureau of Land Management (BLM) requesting that the Secretary of the Interior withdraw approximately 640 acres of public land from settlement, sale, location, and entry under the public land laws, including the United States mining laws, but not from the mineral leasing laws, to protect the United States Air Force King Salmon Station. This notice gives the public an opportunity to comment on the proposed action and to request a public meeting.
Outer Continental Shelf (OCS) Consolidated Central Gulf of Mexico Planning Area Sale; 216/222
On Wednesday, June 20, 2012, BOEM will open and publicly announce bids received for the blocks offered in Central Gulf of Mexico Planning Area (CPA) Sale 216/222, in accordance with provisions of the OCS Lands Act (OCSLA) (43 U.S.C. 1331-1356, as amended) and the regulations issued thereunder (30 CFR part 556). The CPA Sale 216/222 Package contains information essential to potential bidders, and bidders are charged with the knowledge of the documents contained in that package.
Gulf of Mexico, Outer Continental Shelf, Central Planning Area, Oil and Gas Lease Sale 216/222
BOEM has prepared a ROD following the completion of the Final SEIS for CPA Consolidated Lease Sale 216/222, the final lease sale in the 2007-2012 OCS Oil and Gas Leasing Program (Five-Year Program), which is scheduled for June 20, 2012. In preparing the ROD, BOEM considered alternatives to the proposed action and the impacts as presented in the Final SEIS and all comments received throughout the NEPA process. The Final SEIS updates two previous environmental and socioeconomic analyses for CPA Lease Sale 216/222. The GOM OCS Oil and Gas Lease Sales: 2007-2012; Western Planning Area Lease Sales 204, 207, 210, 215, and 218; Central Planning Area Lease Sales 205, 206, 208, 213, 216, and 222, Final Environmental Impact Statement (OCS EIS/EA MMS 2007-018) (Multisale EIS), completed in April 2007, originally analyzed CPA Lease Sale 216/222. The Gulf of Mexico OCS Oil and Gas Lease Sales: 2009-2012; Central Planning Area Lease Sales 208, 213, 216, and 222; Western Planning Area Lease Sales 210, 215, and 218; Final Supplemental Environmental Impact Statement (OCS EIS/EA MMS 2008-041) (2009-2012 Supplemental EIS), completed in September 2008, updated the socioeconomic and environmental analyses for CPA Lease Sale 216/222. BOEM developed the Final SEIS for CPA Lease Sale 216/222 in order to consider new circumstances and information arising from, among other things, the Deepwater Horizon explosion and oil spill. After careful consideration, BOEM has determined that in light of significant safety and environmental reforms since the Deepwater Horizon oil spill and the economic and energy security benefits of exploring and developing the domestic energy resources available in the CPA, including job creation, it is appropriate to hold a sale in this area at this time. BOEM resource assessments for the CPA indicate that the area contains over 30 billion barrels of oil (BBO) and over 133 trillion cubic feet (Tcf) of natural gas which are undiscovered and technically recoverable.
Sport Fishing and Boating Partnership Council
We, the U.S. Fish and Wildlife Service (Service), announce a public meeting of the Sport Fishing and Boating Partnership Council (Council). A Federal advisory committee, the Council was created in part to foster partnerships to enhance public awareness of the importance of aquatic resources and the social and economic benefits of recreational fishing and boating in the United States. This meeting is open to the public, and interested persons may make oral statements to the Council or may file written statements for consideration.
Endangered and Threatened Wildlife and Plants; Permit Applications
We, the U.S. Fish and Wildlife Service (USFWS), invite the public to comment on the following applications to conduct certain activities with endangered species. With some exceptions, the Endangered Species Act (Act) prohibits activities with endangered and threatened species unless a Federal permit allows such activity. The Act requires that we invite public comment before issuing these permits.
Kenai National Wildlife Refuge, Soldotna, AK; Environmental Impact Statement for the Shadura Natural Gas Development Project
We, the U.S. Fish and Wildlife Service (Service), have received an application for a proposed right-of-way within the Kenai National Wildlife Refuge (Refuge) under the Alaska National Interest Lands Conservation Act (ANILCA). We received the application from Nordaq Energy, Inc. for the Shadura Natural Gas Development Project (Project), which would involve construction and operation of facilities associated with the exploration and production of natural gas from the subsurface estate within the Refuge. We intend to gather information necessary to prepare an environmental impact statement (EIS) under the National Environmental Policy Act (NEPA) and its implementation regulations for the application. We are publishing this notice in compliance with NEPA regulations (40 CFR 1501.7) to advise other agencies and the public of our intentions and to obtain suggestions and information on the scope of issues to be addressed in the EIS.
Migratory Bird Hunting; Supplemental Proposals for Migratory Game Bird Hunting Regulations for the 2012-13 Hunting Season; Notice of Meetings
We, the U.S. Fish and Wildlife Service (Service), proposed in an earlier document to establish annual hunting regulations for certain migratory game birds for the 2012-13 hunting season. This supplement to the proposed rule provides the regulatory schedule, announces the Service Migratory Bird Regulations Committee and Flyway Council meetings, and provides Flyway Council recommendations resulting from their March meetings.
Advisory Board for Exceptional Children
The Bureau of Indian Education (BIE) is announcing that the Advisory Board for Exceptional Children (Advisory Board) will hold its next meeting in Albuquerque, New Mexico. The purpose of the meeting is to meet the mandates of the Individuals with Disabilities Education Act of 2004 (IDEA) for Indian children with disabilities.
Don Edwards San Francisco Bay National Wildlife Refuge, Alameda, Santa Clara, and San Mateo Counties, CA
We, the U.S. Fish and Wildlife Service (Service) announce the availability of a Draft Comprehensive Conservation Plan (CCP) and Environmental Assessment (EA) for the Don Edwards San Francisco Bay National Wildlife Refuge for public review and comment. The CCP/EA, prepared under the National Wildlife Refuge System Improvement Act of 1997, and in accordance with the National Environmental Policy Act of 1969, describes how the Service proposes to manage the Refuge for the next 15 years. Draft compatibility determinations for several existing and proposed uses are also available for review and public comment with the Draft CCP/EA.
Endangered and Threatened Wildlife and Plants; Designation of Critical Habitat for Astragalus lentiginosus
We, the U.S. Fish and Wildlife Service, announce the reopening of the public comment period on the August 25, 2011, proposed revised designation of critical habitat for Astragalus lentiginosus var. coachellae (Coachella Valley milk-vetch) under the Endangered Species Act of 1973, as amended (Act). We also announce the availability of a draft economic analysis (DEA) of the proposed revised designation of critical habitat for A. l. var. coachellae and an amended required determinations section of the proposal. We are reopening the comment period to allow all interested parties an opportunity to comment simultaneously on the proposed revised designation, the associated DEA, and the amended required determinations section. We are also announcing the location and time of a public hearing to receive public comments on the proposal. Comments previously submitted need not be resubmitted, as they will be fully considered in preparation of the final rule.
Endangered and Threatened Wildlife and Plants; 12-Month Finding on a Petition To Downlist Three San Clemente Island Plant Species; Proposed Rule To Reclassify Two San Clemente Island Plant Species; Taxonomic Correction
We, the U.S. Fish and Wildlife Service, announce our 12-month findings on a petition to reclassify San Clemente Island lotus, and San Clemente Island paintbrush under the Endangered Species Act are warranted and we propose to change the status of these two species from endangered to threatened. We also propose to correct the scientific and common names of San Clement Island lotus. We are also announcing our 12-month finding on a petition to reclassify San Clemente Island bush mallow is not warranted at this time, and therefore we are not proposing to change the status of this species. We are taking these actions as a result of a petition to reclassify these three species.
Endangered and Threatened Wildlife and Plants; Expanding Incentives for Voluntary Conservation Actions Under the Endangered Species Act
We, the U.S. Fish and Wildlife Service (Service), extend the deadline for submission of public comments to help us identify potential changes to our regulations that implement parts of the Endangered Species Act that would create incentives for landowners and others to take voluntary conservation actions to benefit species that may be likely to become threatened or endangered species. In particular, we seek comment on whether and how the Service can assure those who take such voluntary actions that the benefits of their actions will be recognized as offsetting the adverse effects of activities carried out after listing by that landowner or others. The practice of recognizing these actions, sometimes referred to as ``advance mitigation'' or ``prelisting mitigation,'' is intended to encourage early conservation efforts that could reduce or eliminate the need to list species as endangered or threatened. If you have previously submitted comments, please do not resubmit them, because we have already incorporated them into the public record and will fully consider them as we decide how we may propose changes to our regulations or policies.

Endangered and Threatened Wildlife and Plants; 90-Day Finding on a Petition To List the Eastern Diamondback Rattlesnake as Threatened
We, the U.S. Fish and Wildlife Service (Service), announce a 90-day finding on a petition to list the eastern diamondback rattlesnake (Crotalus adamanteus) as threatened under the Endangered Species Act of 1973, as amended (Act) and to designate critical habitat. Based on our review, we find that the petition presents substantial scientific or commercial information indicating that listing the eastern diamondback rattlesnake may be warranted. Therefore, with the publication of this notice, we are initiating a review of the status of the species to determine if listing the eastern diamondback rattlesnake is warranted. To ensure that this status review is comprehensive, we are requesting scientific and commercial data and other information regarding this species. Based on the status review, we will issue a 12-month finding on the petition, which will address whether the petitioned action is warranted, as provided in section 4(b)(3)(B) of the Act.
Endangered and Threatened Wildlife and Plants; 12-Month Finding on a Petition To List the Arapahoe Snowfly as Threatened or Endangered
We, the U.S. Fish and Wildlife Service (Service), announce a 12-month finding on a petition to list the Arapahoe snowfly (Capnia arapahoe) as endangered and to designate critical habitat under the Endangered Species Act of 1973, as amended (Act). After review of the best available scientific and commercial information, we find that listing the Arapahoe snowfly as threatened or endangered is warranted. Currently, however, listing the Arapahoe snowfly is precluded by higher priority actions to amend the Lists of Endangered and Threatened Wildlife and Plants. Upon publication of this 12-month petition finding, we will add the Arapahoe snowfly to our candidate species list. We will develop a proposed rule to list the Arapahoe snowfly as our priorities allow. We will make any determination on critical habitat during development of the proposed listing rule. In any interim period, we will address the status of the candidate taxon through our annual Candidate Notice of Review.

Marine Mammal Protection Act; Stock Assessment Report
In accordance with the Marine Mammal Protection Act of 1972, as amended (MMPA), and its implementing regulations, we, the U.S. Fish and Wildlife Service (Service), have developed a draft revised marine mammal stock assessment report (SAR) for the southern sea otter (Enhydra lutris nereis) stock in the State of California. We now make the SAR available for public review and comment.
Eagle Permits; Changes in the Regulations Governing Eagle Permitting
We announce the extension of the public comment period for our April 13, 2012, proposed rule to revise the regulations for permits for nonpurposeful take of golden eagles (Aquila chrysaetos) and bald eagles (Haliaeetus leucocephalus) where the take is associated with, but not the purpose of, an activity. In that proposed rule, we propose to increase the maximum term for programmatic permits to 30 years and to increase permit application processing fees for such long-term permits. We are extending the public comment period to allow all interested parties an additional opportunity to comment on the proposed rule. Comments previously submitted need not be resubmitted, as we will fully consider them when preparing a final determination.
Cancellation of May 8, 2012, Meeting of the Wekiva River System Advisory Management Committee
In accordance with the Federal Advisory Committee Act, notice is hereby given that the May 8, 2012, meeting of the Wekiva River System Advisory Management Committee previously announced in the Federal Register, April 18, 2012, 77 FR 23277, is cancelled. Instead, members of the Committee will meet on May 8, 2012, solely to share information and discuss preparations for the Wekiva Wild and Scenic River Plan Dedication Ceremony scheduled for May 17, 2012. No advisory committee items will be voted on at this meeting.

We, the U.S. Fish and Wildlife Service (Service), recently published a proposal to revise the designated critical habitat for the northern spotted owl (Strix occidentalis caurina), and announced the opening of a public comment period on the proposed revised rule through June 6, 2012. We now extend the public comment period to July 6, 2012. We are extending the public comment period to allow all interested parties an opportunity to comment simultaneously on the proposed revised rule and the soon-to-be-released draft economic analysis and draft environmental assessment on the proposed rule. Implementation of Indian Reservation Roads Program and Streamlining the Federal Delivery of Tribal Transportation Services

Llano Seco Riparian Sanctuary Unit Restoration and Pumping Plant/Fish Screen Facility Protection Project, CA; Draft Environmental Impact Statement and Environmental Impact Report
We, the U.S. Fish and Wildlife Service (Service), announce the availability of a draft environmental impact statement and environmental impact report (EIS/EIR) for the Llano Seco Riparian Sanctuary Unit Restoration and Pumping Plant/Fish Screen Facility Protection Project in Glenn and Butte Counties, California. The proposed project includes riparian restoration and protection of the Princeton-Cordora-Glenn and Provident Irrigation Districts (PCGID-PID) pumping plant and fish screen facility. The draft EIS/EIR, which we prepared in cooperation with the California Department of Fish and Game (CDFG) and now announce in accordance with the National Environmental Policy Act of 1969 (NEPA), describes the alternatives identified to protect the pumping plant and fish screen facility located at river mile 178.5 on the Sacramento River, and to restore the Riparian Sanctuary Unit of the Sacramento River National Wildlife Refuge.

Notice of the Establishment of the Ten Mile (Utah) Known Potash Leasing Area (KPLA)
This action establishes the Ten Mile KPLA so the potash resources on these lands will no longer be available for non- competitive leasing and may instead be available through a competitive leasing process. This action does not commit any on-the-ground resources nor does it commit BLM to any future actions except the denial of the prospecting permit applications that now lie within the boundaries of the Ten Mile KPLA.
Draft Environmental Impact Statement/Environmental Impact Report and Notice of Public Meeting for the Water Transfer Program for the San Joaquin River Exchange Contractors Water Authority, 2014-2038, San Joaquin Valley, CA
The Bureau of Reclamation and the San Joaquin River Exchange Contractors Water Authority have made available for public review and comment the joint draft environmental impact statement/environmental impact report (Draft EIS/EIR) for the Water Transfer Program, 2014- 2038. The proposed new transfer program would provide for the transfer and/or exchange of up to 150,000 acre-feet of substitute water from the San Joaquin River Exchange Contractors Water Authority to several potential users over a 25-year timeframe (water service years 2014- 2038).

The Bureau of Land Management (BLM) has submitted an information collection request to the Office of Management and Budget (OMB) to continue the collection of information from individuals who want to make a desert land entry to reclaim, irrigate, and cultivate arid and semiarid public lands administered by the BLM in the western States. The Office of Management and Budget (OMB) previously approved this information collection activity, and assigned it control number 1004-0004.
