Second Draft Environmental Impact Statement for Army Training Land Retention at Pōhakuloa Training Area in Hawai'i

The Department of the Army (Army) announces the availability of a Second Draft Environmental Impact Statement (Draft EIS) regarding its proposed action to retain up to approximately 22,750 acres of the 23,000 acres of land the Army currently leases from the State of Hawai[revaps]i ("State-owned land") at P[omacr]hakuloa Training Area (PTA) on the island of Hawai[revaps]i. The Army is publishing the Draft EIS for public review during a 45-day comment period. In accordance with the National Environmental Policy Act (NEPA) and the Hawai[revaps]i Environmental Policy Act (HEPA), the Draft EIS analyzes the potential direct, indirect, and cumulative impacts of a range of reasonable alternatives that meet the purpose of, and need for, the proposed action. Because the proposed action involves State-owned land, the EIS is a joint NEPA-HEPA document; therefore, the public review process runs concurrently and meets both NEPA and HEPA requirements.
Notice of Intended Disinterment From Carlisle Barracks Post Cemetery

The Office of Army Cemeteries (OAC) is honoring the requests of the family members and Tribes to disinter the human remains of eleven Native American students from the Carlisle Barracks Post Cemetery, Carlisle, Pennsylvania. The decedent names are: William Norkok from the Eastern Shoshone Tribe; Almeda Heavy Hair, Bishop L. Shield, and John Bull from the Gros Ventre Tribe of the Fort Belknap Indian Community; Fanny Chargingshield, James Cornman, and Samuel Flying Horse from the Oglala Sioux Tribe; Leonidas Chawa from the Pechanga Band of Indians; Albert Mekko from the Seminole Nation of Oklahoma; and Alfred Charko and Kati Rosskidwits from the Wichita and Affiliated Tribes. These students died between 1880 and 1910 while attending the Carlisle Indian Industrial School. See the SUPPLEMENTARY INFORMATION section for more details.

Draft Legislative Environmental Impact Statement Regarding Requested Public Land Withdrawal in Vicinity of Highway 95 and Yuma Proving Ground, Arizona

The U.S. Department of the Army (Army) announces the availability of a Draft Legislative Environmental Impact Statement (Draft LEIS) regarding a requested public land withdrawal in the vicinity of Highway 95 and Yuma Proving Ground, Arizona. In accordance with the National Environmental Policy Act (NEPA), the LEIS analyzes the potential environmental effects resulting from the withdrawal and reservation for military purposes of approximately 22,000 acres of public land managed by the U.S. Department of the Interior's Bureau of Land Management (BLM). If enacted into law by Congress, the withdrawal would add acreage to Yuma Proving Ground (YPG). The Army requires the additional land as a safety buffer for testing advanced air delivery technologies and aviation systems. An LEIS is being prepared for this proposed action because the withdrawal and reservation require congressional action.
