Under the provisions of the Federal Advisory Committee Act of 1972 (5 U.S.C., Appendix, as amended), the Government in the Sunshine Act of 1976 (5 U.S.C. 552b, as amended) and 41 CFR 102-3.150, the Department of Defense announces that the following Federal advisory committee meeting will take place: Name of Committee: Board of Visitors (BoV), Defense Language Institute Foreign Language Center Subcommittee. Date: July 31, 2013 and August 1, 2013. Time of Meeting: Approximately 7:45 a.m. through 4:30 p.m. Please allow extra time for gate security for both days. Location: Defense Language Institute Foreign Language Center and Presidio of Monterey (DLIFLC & POM), Building 614, Conference Room, Monterey, CA 93944. Purpose of the Meeting: The purpose of the meeting is to provide an overview of DLIFLC's Foreign Language Program to the BoV. In addition, the meeting will involve administrative matters. Proposed Agenda: SummaryJuly 31Board administrative details and orientation to DLIFLC class size and DLIFLC foreign language potential. August 1The Board will be briefed on items of interest to DLIFLC and BoV, if applicable, and will have time to compile observations pertaining to agenda items on July 31 and August 1. Deliberations leading to provisional findings will be referred to the Army Education Advisory Committee for deliberation by the Committee under the open- meeting rules.

Draft Environmental Impact Statement for the Disposition of Hangars 2 and 3, Fort Wainwright, Alaska

The Department of the Army announces the availability of the Draft Environmental Impact Statement (EIS) for the disposition of two historic hangars at Fort Wainwright (FWA). The Draft EIS analyzes and evaluates the potential environmental impacts associated with proposed disposition options for two historic World War II-era hangars (Hangars 2 and 3) and supporting infrastructure located on the Main Post of FWA. Environmental consequences were evaluated for seven resource areas: Air quality, cultural resources, hazardous materials/hazardous waste, safety, environmental justice and protection of children, sustainability, and transportation. No significant impacts would be anticipated under all resource categories except cultural, which would experience significant impacts. The Army considered several reuse alternatives for the hangars. All but one of these reuse alternatives were not compatible with the current or future military mission at FWA. This one reuse exception as an unmanned aerial system maintenance hangar was determined to be prohibitively expensive. As a result, only one action alternative was considered as reasonable and is analyzed in detail in the Draft EIS: Demolition of Hangars 2 and 3 (Alternative 1). The No Action Alternative is also considered and carried through for detailed analysis in the Draft EIS. Under the No Action Alternative, demolition of Hangars 2 and 3 would not occur, the hangars would remain vacant, and they would be maintained at minimal levels. The No Action Alternative provides the environmental baseline conditions for comparing the impacts associated with the other alternative.

Name of Committee: Army Science Board (ASB). 2. Date: Wednesday, July 17, 2013. 3. Time: 9:00 am-12:00 pm. 4. Location: Antlers Hilton, Four South Cascade, Colorado Springs, Colorado 80903-1685. 5. Purpose of Meeting: The purpose of the meeting is for Army Science Board members to review, deliberate and vote on the findings and recommendations for the FY13 Army Science Board Reports. 6. Planning for Climate Change study 2013This study considers the most likely climate change scenarios and assesses how the changes might change the way the Army fights, not just tactically but also considering all the Title 10 functions, to include manning, training and equipping. Towards Creating an Innovation Culture study 2013This study examines the issue of innovation in the Army in the context of developing creativity, flexibility and adaptability throughout the Institutional Army, without creating a new organizational construct. 7.
