Claims on Behalf of the United States
The Department of the Army is publishing as a final rule an amendment to its regulation to reflect a substantial revision of AR 27- 20, an Army publication which governs the processing of claims worldwide. The purpose of this revision is to make AR 27-20 clearer and easier to use, after years of piecemeal amendments. This rewrite also ensures that AR 27-20 is in keeping with current statutes, legal opinions and Department of Justice guidance pertaining to claims processing. This updated rule will expedite payment of meritorious claims throughout the world. AR 27-20 includes rules for processing affirmative claims, i.e., recovery actions on behalf of the United States.

Western Hemisphere Institute for Security Cooperation Board of Visitors; Meeting
This notice sets forth the schedule and summary agenda for the annual meeting of the Board of Visitors (BoV) for the Western Hemisphere Institute for Security Cooperation (WHINSEC). Notice of this meeting is required under the Federal Advisory Committee Act (Pub. L. 92-463). The Board's charter was renewed on February 1, 2006 in compliance with the requirements set forth in Title 10 U.S.C. 2166. Date: November 30-December 1, 2006. Time: 8:30 a.m. to 12 p.m. (November 30) and 8:30 a.m. to 1 p.m. (December 1). Location: Building 35, 7011 Morrison Ave., Fort Benning, GA 31905. Proposed Agenda: The WHINSEC BoV will be briefed on activities at the Institute since the last Board meeting on June 15, 2006 as well as receive other information appropriate to its interests.
Intent To Grant an Exclusive License of a U.S. Government-Owned Patent
In accordance with 35 U.S.C. 209(e) and 37 CFR 404.7(a)(I)(i), announcement is made of the intent to grant an exclusive, royalty- bearing, revocable license to U.S. patent number 6,878,100 issued April 12, 2005 entitled ``Force Sensing Treadmill,'' to Advanced Mechanical Technology, Inc. with its principal place of business at 176 Waltham Street, Watertown, MA 02472-4800.
Department of Defense (DoD) Task Force on Mental Health; Meeting
In accordance with section 10(a)(2) of Public Law 92-463, The Federal Advisory Committee Act, announcement is made of the following meeting: Name of Committee: DoD Task Force on Mental Health, a Subcommittee of the Defense Health Board. Dates: November 21, 2006 (AfternoonOpen Session). Times: 1-5 p.m. Location: Double Tree Hotel, 835 Airport Blvd., Burlingame, CA. Agenda: The purpose of the meeting is to obtain, review, and evaluate information related to the Mental Health Task Force's congressionally-directed tasks of assessing the efficacy of mental health services provided to members of the Armed Forces by the Department of Defense. The Task Force members will receive briefings on topics related to mental health concerns among military service members and mental health care delivery. The Task Force will hold an open meeting session to hear concerns from the San Francisco Veterans, Reserve and National Guard communities, conduct information gathering site visits to the National Center for Post Traumatic Stress Disorder and the San Francisco Veterans Administration Hospital, and conduct an executive working session.
Availability for Non-Exclusive, Exclusive, or Partially Exclusive Licensing of U.S. Patent Application Concerning Apparatus for Fastening and Loosening a Lid from a Container
In accordance with 37 CFR 404.6 and 404.7, announcement is made of the availability for licensing of U.S. Patent Application No. 11/133,444 entitled ``Apparatus for Fastening and Loosening a Lid from a Container,'' filed May 20, 2005. Foreign rights are also available (PCT/US2005/017728). The United States Government, as represented by the Secretary of the Army, has rights in this invention.
