In accordance with 40 Code of Federal Regulations Section 1508.22, the United States Air Force (Air Force) is issuing this notice of intent to prepare an Environmental Impact Statement (EIS) to assess the potential environmental consequences associated with modifying existing and creating new special use airspace (SUA) in the Moody Airspace Complex to support the training missions at Moody Air Force Base (AFB).

In compliance with the Paperwork Reduction Act of 1995, the Secretary of the Air Force announces a proposed public information collection and seeks public comment on the provisions thereof. Comments are invited on: Whether the proposed collection of information is necessary for the proper performance of the functions of the agency, including whether the information shall have practical utility; the accuracy of the agency's estimate of the burden of the proposed information collection; ways to enhance the quality, utility, and clarity of the information to be collected; and ways to minimize the burden of the information collection on respondents, including through the use of automated collection techniques or other forms of information technology.

The United States Air Force (USAF) is issuing this notice of intent to advise the public of its intent to prepare an Environmental Impact Statement (EIS) to evaluate potential environmental impacts associated with a proposed action on Airspace Optimization at Mountain Home Air Force Base (AFB), Idaho (ID).

The Office of the Deputy Assistant Secretary of the Air Force for Financial Operations (SAF/FMF) is adding a new System of Records titled, ``Forms and Account Management Service (FAMS),'' F065 SAF FMF A. FAMS will be the sole, web-based platform for the appointment and termination of Departmental Accountable Officials, appointment and termination of Key Signatories of financial documentation, and access management to a portfolio of information systems, which are material for audit.

This final rule removes the Department of the Air Force's regulation regarding the process for replacing lost or destroyed separation documentation. Since the publication of this rule, the National Archives and Records Administration (NARA) has assumed control of the records concerned and the document release process. The content of this part is now addressed in a NARA regulation. Therefore, this part is unnecessary and may be removed from the CFR.

The Department of Defense (DoD) is publishing this notice to announce that the following Federal Advisory Committee meeting of the Board of Visitors (BoV) of the U.S. Air Force Academy (USAFA) will take place.

Pursuant to the Code of Federal Regulations, which implements Public Law, the Department of the Air Force announces its intention to grant On The Curb, Inc., a New York corporation, having a place of business at 326 Broad Street, Utica, New York 13501, an exclusive license under the authority of Section 801 of Public Law 113-66 (2014 National Defense Authorization Act) limited to the field of use in Finance, Hospitality, and Consumer Products, to any right, title and interest the United States Air Force has in: Data Sculptor Version 1 and Data Sculptor Version 2 Source Code and Software Documentation (collectively ``Licensed Software'').

On April 19, 2019, the United States Air Force signed an Addendum to the 26 June 2014 Record of Decision for the Final F-35 Beddown Supplemental Environmental Impact Statement (SEIS). This Addendum to the 26 June 2014 Record of Decision (AROD) documents the Air Force's decision regarding temporarily shifting the primary runway to Runway 01/19 (RW 01/19) and allowing short-term increases in previously limited operations for construction-related closure of Runway 12/30 (RW 12/30).

The meeting will be held in the Air University Commander's Conference Room located in Building 800 at Maxwell Air force Base, AL. Pursuant to 5 U.S.C. 552b, as amended, and 41 CFR 102-3.155 all sessions of the Air University Board of Visitors' meetings' will be open to the public. The Air Force is issuing this notice to advise the public of its intent to prepare an Environmental Impact Statement (EIS) for the proposed action to permanently beddown its F-22 Formal Training Unit (FTU). With this notice, the Air Force is initiating its scoping process and inviting the participation of the affected public, federal, state, and local agencies, any affected Native American tribe, and other interested persons to identify potentially significant environmental issues and to solicit related comments to assist in developing the overall scope of the F-22 FTU EIS.

This final rule removes the Department of the Air Force's regulation concerning the Visual Information Documentation Program. The part prescribes internal Air Force procedures and command responsibilities, and it is unnecessary.

This final rule removes the Department of the Air Force's regulation concerning how Air Force units process requests to purchase Air Force Publications and Forms. This rule is internal and does not direct how the public requests publications or forms. The rule is also obsolete. It was originally published in the early 1990's prior to the Air Force establishing a public website (2003) that provided electronic versions of publications to the public free of charge. Therefore, this part can be removed from the CFR.

The Department of Defense has submitted to OMB for clearance the following proposal for collection of information under the provisions of the Paperwork Reduction Act.

This final rule amends this part by removing the portion which addresses the Department of the Air Force Civil Disturbance Intervention and Disaster Assistance. The current version of this rule was published March 26, 2002. This rule provides internal guidance for the use of Air Force resources and personnel in controlling civil disturbances and in supporting disaster relief operations. Subpart B is unnecessary as it restates existing statute, and there exists DoD-level policy for the execution and oversight of Defense Support of Civil Authorities (DSCA). The Air Force also has internal procedures and standards for the DSCA mission and operations. Therefore, this part can be removed from the CFR.

The United States Air Force (USAF) is issuing this notice to advise the public of the intent to prepare an Environmental Impact Statement (EIS) for the proposed T-X Recapitalization at Joint Base San Antonio (JBSA)-Randolph. The EIS will assess the potential environmental consequences of the replacement of T-38C aircraft with the new fifth-generation T-X training aircraft, and, construction and renovation of T-X support facilities at JBSA-Randolph, Texas.

Department of the Air Force announces its intention to grant TWSS, Inc., having a place of business at 4001 Ancestry Circle, Weddington, NC 28104, an exclusive license in any right, title and interest the United States Air Force has in: U.S. Patent No. 10,111,031, issued on October 23, 2018 entitled ``OBJECT DETECTION AND TRACKING SYSTEM'' and having been filed on January 22, 2016 as U.S. Patent Application 15/003,899.
