The Department of Defense (DoD) is publishing this notice to announce that the following Federal Advisory Committee meeting of the U.S. Air Force Scientific Advisory Board will take place.

In compliance with the Paperwork Reduction Act of 1995, the Commander, United States Transportation Command announces a proposed public information collection and seeks public comment on the provisions thereof. Pursuant to the Bayh-Dole Act and implementing regulations, the Department of the Air Force hereby gives notice of availability of foreign patent rights associated with International Patent Application No. PCT/US17/023215, published as WO 2017/0023215, entitled FAST BREAK NEEDLE FOR RAPID GUIDEWIRE-ASSISTED ACCESS.

The United States Air Force signed the Record of Decision for the KC-46A Fourth Main Operating Base (MOB 4) on August 29, 2018.

The Air Force is publishing this Notice to identify Federal real property that it intends to exchange for property that is needed by the Air Force to limit encroachment and other constraints on military operations at Melrose Air Force Range (MAFR), NM.

This notice informs the public that the Global Positioning Systems (GPS) Directorate will host the 2018 Public Interface Control Working Group and Open Public Forum on September 12, 2018 for the following NAVSTAR GPS public documents: IS-GPS-200 (Navigation User Interfaces), IS-GPS-705 (User Segment L5 Interfaces), IS-GPS-800 (User Segment L1C Interface), ICD-GPS-240 (NAVSTAR GPS Control Segment to User Support Community Interfaces), and ICD-GPS-870 (NAVSTAR GPS Control Segment to User Support Community Interfaces). The Department of Defense has submitted to OMB for clearance the following proposal for collection of information under the provisions of the Paperwork Reduction Act.

Due to circumstances beyond the control of the Department of Defense (DoD) and the Designated Federal Officer, the Board of Visitors of the U.S. Air Force Academy was unable to provide public notification concerning the meeting on Wednesday, April 25, 2018, of the Board of Visitors of the U.S. Air Force Academy. Accordingly, the Advisory Committee Management Officer for the Department of Defense, waives the 15-calendar day notification requirement. The U.S. Air Force Academy (USAFA) Board of Visitors (BoV) will hold a meeting at the United States Air Force Academy Eisenhower Golf Course, Building 3162, Colorado Springs, CO, on Wednesday, 25 April 2018. The open portion of the meeting is scheduled for 8:30 a.m.-2:00 p.m. (Mountain Time) and the closed portion of the meeting is scheduled for 2:00 p.m.-4:30 p.m.; the public audience will be dismissed at 2:00 p.m. The purpose of this meeting is to review morale and discipline, social climate, athletics, diversity, curriculum and other matters relating to the Academy; these topics will fall under a Superintendent's update, a Commandant's update and a Dean's update. One session of this meeting shall be closed to the public.

This notice replaces the originally submitted meeting notice of March 1, 2018. The purpose of this meeting is to provide independent advice and recommendations on matters pertaining to the educational, doctrinal, and research policies and activities of Air University.

The previous Air Force Scientific Advisory Federal Register Notice, Vol. 82, No. 247, published on Wednesday December 27, 2017, is hereby withdrawn. The United States Air Force Scientific Advisory Board Meeting to be held on 23 January 2018 is cancelled. Due to the lapse in appropriations for the Department of Defense (DoD), the Designated Federal Officer for the U.S. Air Force Scientific Advisory Board along with the DoD was unable to provide public notification required by 41 CFR 102-3.150(a) concerning the cancellation of its previously announced meeting on January 23, 2018, of the U.S. Air Force Scientific Advisory Board that published on Wednesday, December 27, 2017, 82 FR 261270. Accordingly, the Advisory Committee Management Officer for the Department of Defense, pursuant to 41 CFR 102-3.150(b), waives the 15- calendar day notification requirement.

The United States Air Force signed the Record of Decision for the F-35A Operational BeddownPacific, for the Eielson Air Force Base, Alaska Supplemental Final Environmental Impact Statement on December 19, 2017. The Record of Decision reflects the Air Force decision to implement the three Proposed Action Alternatives: provide additional stormwater runoff control; develop equipment and material laydown areas; and provide additional heat, water, and power to the South Loop. The decision was based on matters discussed in the F-35A Operational BeddownPacific, Final Supplemental Environmental Impact Statement, contributions from the public and regulatory agencies, and other relevant factors. The Final Supplemental Environmental Impact Statement was made available to the public on October 6, 2017 through a Notice of Availability published in the Federal Register (82 FR 46808) with a 30-day wait period that ended on November 6, 2017.
