A veterinarian will use the information to provide advice to the captain for caring for the bird. If the albatross is dead, the captain must attach an identification tag to the carcass to assist the U.S. Fish and Wildlife Service (USFWS) biologists in subsequent studies. This collection of information is one of the terms and conditions contained in the Endangered Species Act Section 7 biological opinion issued by USFWS, and is intended to maximize the probability of the longterm survival of short-tailed albatrosses accidentally taken by longline gear. AGENCY: ACTION: The Office of Fossil Energy (FE) of the Department of Energy (DOE) gives notice of receipt of an application (Application), filed on June 15, 2018, by BP Energy Company (BPEC), requesting blanket authorization to export liquefied natural gas (LNG) previously imported into the United States from foreign sources in an amount up to the equivalent of 30 billion cubic feet (Bcf) of natural gas on a short-term or spot market basis. BPEC requests this authorization for a two-year period commencing on July 15, 2018, or as soon thereafter as the requested authorization is granted. BPEC seeks authorization to export the LNG from the Dominion Energy Cove Point LNG, LP Terminal (Cove Point Terminal) located in Calvert County, Maryland, to any country with the capacity to import LNG via ocean-going carrier and with which trade is not prohibited by U.S. law or policy. BPEC states that it is authorized in DOE/FE Order No. 4199 to import the equivalent of up to 1,200 Bcf of natural gas from various international sources by vessel for a two-year period beginning on August 22, 2018, and extending through August 21, 2020. BPEC further states that it does not seek authorization to export any domestically produced natural gas or LNG. BPEC is requesting this authorization on its own behalf and as agent for other parties who hold title to the LNG at the time of export.
