Department of the Air Force 2017 – Federal Register Recent Federal Regulation Documents

The United States Air Force (The Air Force) is issuing this notice to advise the public of the intent to prepare a joint Environmental Impact Statement and Environmental Impact Report with the County of Kern, California. The Environmental Impact Statement and Environmental Impact Report will assess the potential environmental consequences of various alternatives for development of the Edwards Air Force Base Solar Enhanced Use Lease Project.

Notice is given of the names of members of the 2017 Performance Review Board for the Department of the Air Force.

Pursuant to the Bayh-Dole Act and implementing regulations, the Department of the Air Force hereby gives notice of its intent to grant an exclusive patent license agreement to The University of North Carolina at Charlotte, a public university duly organized, validly existing, and in good standing in the State of North Carolina, having a place of business at 9201 University City Blvd., Charlotte, NC 28223, for any right, title and interest the Air Force has in: U.S. Patent Application No. 62/518,896, filed on June 13, 2017, entitled ``Photodetector Focal Plane Array Systems and Methods Based on Microcomponents with Arbitrary Shapes,'' by Vasily N. Astratov et al.

Pursuant to the provisions of Part 404 of Title 37, Code of Federal Regulations, which implements Public Law 96-517, as amended; the Department of the Air Force announces its intention to grant Battle Sight Technology, LLC of Germantown, OH, a partial exclusive license to practice the invention in any right, title and interest the Air Force has in: U.S. Patent No. 8,137,597 issued on 20 March 2012 entitled ``ONE-PART, PRESSURE ACTIVATED CHEMILUMINESCENT MATERIAL,'' by Dr. Lawrence Brott.

On August 29, 2017, the United States Air Force signed the ROD for the Establishment and Modification of Oregon Military Training Airspace. The ROD states the Air Force decision to modify existing airspace and establish new airspace to support the Oregon Air National Guard's F-15 training operations and to implement practicable mitigations. The decision was based on matters discussed in the Final Environmental Impact Statement (FEIS) for the Proposed Establishment and Modification of Oregon Military Training Airspace; contributions from the public, tribes, and regulatory agencies; and other relevant factors. The FEIS was made available to the public on May 19, 2017 through a NOA in the Federal Register (82 FR 22997) with a 30-day wait period that ended on June 19, 2017.

The United States Air Force Scientific Advisory Board plans to hold its Fall Board meeting on September 20, 2017. A Portion of this meeting will be open to the public.

Pursuant to the provisions of agency regulations, the Department of the Air Force announces its intention to grant The Curators of the University of Missouri, a public corporation of Missouri having a place of business at the Office of Technology Management and Industry Relations, 1601 S. Providence Road, #124, Columbia, Missouri 65211, an exclusive license in any right, title and interest the United States Air Force has in: In U.S. Patent Application No. 14/982,030 entitled ``Method for Fast Camera Pose Refinement for Wide Area Motion Imagery'', filed December 19, 2015.

This notice informs the public that the Global Positioning Systems (GPS) Directorate will host the 2017 Public Interface Control Working Group and Open Public Forum on September 6-7, 2017 for the following NAVSTAR GPS public documents: IS-GPS-200 (Navigation User Interfaces), IS-GPS-705 (User Segment L5 Interfaces), ICD-GPS-240 (NAVSTAR GPS Control Segment to User Support Community Interfaces), and ICD-GPS-870 (NAVSTAR GPS Control Segment to User Support Community Interfaces). Additional logistical details can be found below. The purpose of this meeting is to update the public on GPS public document revisions and collect issues/comments for analysis and possible integration into future GPS public document revisions. All outstanding comments on the GPS public documents will be considered along with the comments received at this year's open forum in the next revision cycle. The 2017 Interface Control Working Group and Open Forum are open to the general public. For those who would like to attend and participate, we request that you register no later than August 30, 2017. Comments will be collected, catalogued, and discussed as potential inclusions to the version following the current release. Under the provisions specified in the SUPPLEMENTARY INFORMATION section of this notice, the Department of Defense Civilian/ Military Service Review Board has accepted an application on behalf of a group known as ``NCIS Special Agents Who Were Assigned to the Middle East Field Office in Bahrain in Direct Support of the CTF-151 Counter- Piracy Mission.''

The United States Air Force Scientific Advisory Board plans to hold its Summer Session Board meeting on June 15, 2017. Portions of this meeting will be open to the public.

On Wednesday, March 22, 2017, the Department of the Air Force published a notice announcing a Board of Visitors of the Air Force Academy meeting. The announcement erroneously stated that the meeting dates were the 6th and 7th of April, 2017. The 7th of April will be the only day that the meeting will take place. All other information in the March 22, 2107 notice remains the same.

The United States Air Force Scientific Advisory Board plans to hold its Spring Board meeting in April. This meeting will be closed to the General Public.
