30-Day Notice of Proposed Information Collection: Qualtrics Survey Platform
The Department of State has submitted the information collection described below to the Office of Management and Budget (OMB) for approval. In accordance with the Paperwork Reduction Act of 1995, we are requesting comments on this collection from all interested individuals and organizations. The purpose of this notice is to allow 30 days for public comment preceding submission of the collection to OMB.
Diversity Visa Instructions for DV-2026; Correction
This document contains a correction to Public Notice 12558 published in the Federal Register on October 1, 2024. The public notice contained an error on the start and end dates for the DV-2026 entry period.
Notarial and Related Services
The Bureau of Consular Affairs amends its notarial rules to reflect that the Director, Deputy Directors, and regional Division Chiefs of the Office of American Citizens Services and Crisis Management, Overseas Citizens Services will designate U.S. citizen employees of the Department of State abroad, who are not diplomatic or consular officers, to perform notarial services. This change will streamline the designation process allowing expedited designation to provide this and expedite notarial service where needed at U.S. embassies and consulates abroad.
Notice of Determinations; Culturally Significant Objects Being Imported for Exhibition-Determinations: “Qi Baishi: Inspiration in Ink” Exhibition
Notice is hereby given of the following determinations: I hereby determine that certain objects being imported from abroad pursuant to an agreement with their foreign owner or custodian for temporary display in the exhibition "Qi Baishi: Inspiration in Ink" at the Asian Art Museum, San Francisco, California; the Museum of Fine Arts, Boston, in Boston, Massachusetts; and at possible additional exhibitions or venues yet to be determined, are of cultural significance, and, further, that their temporary exhibition or display within the United States as aforementioned is in the national interest. International Traffic in Arms Regulations (ITAR): U.S. Munitions List Categories IV and XV
The Department of State (the Department) proposes to amend the International Traffic in Arms Regulations (ITAR) to revise U.S. Munitions List (USML) Categories IV and XV and related sections of the ITAR to clarify and standardize the regulatory text, add items that warrant designation on the USML, and remove those items that no longer warrant designation on the USML. The Department further proposes to add three new license exemptions to the ITAR.

Request for Comments on Potential Import Prohibitions on Certain Products From the People's Republic of China Pursuant to the Pelly Amendment
Following from the United States' certification of the People's Republic of China (PRC) under the Pelly Amendment, the President is considering various import prohibition options on the basis that PRC nationals are engaging in trade or taking of pangolins that diminishes the effectiveness of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES). To inform the President's decision-making, USTR, State, and Interior are seeking public comments concerning whether to impose import prohibitions and what the scope and product coverage of any import prohibitions should be. Neither this notice nor any information that the requesting agencies provide to inform the President's decision constitutes or reflects any final decision.

Meeting of the United States-Chile Environmental Affairs Council and Joint Commission for Environmental Cooperation
The Department of State and the Office of the United States Trade Representative are providing notice that the parties to the United States-Chile Free Trade Agreement (FTA) intend to hold the tenth meeting of the Environmental Affairs Council (Council) established under Chapter 19 of the FTA, as well as the eighth meeting of the United States-Chile Joint Commission for Environmental Cooperation (Commission) established under the United States-Chile Environmental Cooperation Agreement (ECA), on October 29, 2024. The Council will review implementation of Chapter 19 (Environment) of the FTA, and the Commission will review implementation of the ECA. During the Council and Commission meetings, Members will discuss the progress made in implementing Chapter 19 obligations and the impacts of environmental cooperation. The Commission will also review activities completed under the Environmental Cooperation Work Program for 2021-2024 and approve the Environmental Cooperation Work Program for 2025-2028. More information on the Council and Commission is included below under SUPPLEMENTARY INFORMATION.
