Diplomatic Agent-Level Immunity
The Vienna Convention on Diplomatic Relations defines "diplomatic agent" and the level of immunity enjoyed by a diplomatic agent. However, because some other individuals who are not themselves "diplomatic agents" as defined in the VCDR also enjoy what is known as "diplomatic agent-level immunity," the Department of State is promulgating this regulation to clearly and correctly define which foreign persons enjoy diplomatic agent-level immunity within the United States and clarify that the determination of who enjoys diplomatic agent-level immunity and lesser status-based immunity, which is both legal and factual in nature, is made by the Department of State.

Designation of Four Entities Contributing to Ballistic Missile Proliferation Pursuant to Executive Order 13382
The Department of State is publishing the names of one or more persons that have been placed on the Department of Treasury's List of Specially Designated Nationals and Blocked Persons (SDN List) administered by the Office of Foreign Assets Control (OFAC) based on the Department of State's determination, in consultation with other departments, as appropriate, that one or more applicable legal criteria of the Executive Order (E.O.) regarding blocking property of weapons of mass destruction proliferators and their supporters were satisfied. All property and interests in property subject to U.S. jurisdiction of these persons are blocked, and U.S. persons are generally prohibited from engaging in transactions with them.

International Traffic in Arms Regulations: Exemption for Defense Trade and Cooperation Among Australia, the United Kingdom, and the United States
The Department of State (the Department) is amending the International Traffic in Arms Regulations (ITAR) to facilitate defense trade and cooperation among Australia, the United Kingdom, and the United States through a new exemption, pursuant to section 38(l) of the Arms Export Control Act; adding an expedited licensing process for certain defense article and defense service exports to Australia, the United Kingdom, and Canada; adding a list of defense articles and defense services excluded from eligibility for transfer under the new exemption for Australia, the United Kingdom, and the United States; and adding to the scope of the exemption for intra-company, intra- organization, and intra-governmental transfers to allow for the transfer of classified defense articles to certain dual nationals who are authorized users within the United Kingdom and Australia. The Department also seeks further public comment on these changes and whether they support the stated goals of this rulemaking. This interim final rule adopts the proposed rule published on May 1, 2024, with additional changes described below and implemented herein.

The Department of State (the Department) published a proposed rule on December 16, 2022, to include two new entries to the International Traffic in Arms Regulations (ITAR) to expand the definition of "activities that are not exports, reexports, retransfers, or temporary imports." The Department is now responding to the public comments received in response to that proposed rule and finalizing the proposed rule with changes.

United States Passports Invalid for Travel To, In, or Through the Democratic People's Republic of Korea (DPRK)
On September 1, 2017, all U.S. passports were declared invalid for travel to, in, or through the Democratic People's Republic of Korea (DPRK), unless specially validated for such travel. The restriction was extended for one year in 2018, 2019, 2020, 2021, 2022, and 2023 and, if not renewed, the restriction is set to expire on August 31, 2024. This notice extends the restriction until August 31, 2025, unless extended or revoked by the Secretary of State.

Plenary Meeting of the Binational Bridges and Border Crossings Group in Mexico City
Delegates from the U.S. and Mexican governments, the states of California, Arizona, New Mexico, and Texas, and the Mexican states of Baja California, Sonora, Chihuahua, Coahuila, Nuevo Laredo, and Tamaulipas will participate in a plenary meeting of the U.S.-Mexico Binational Bridges and Border Crossings Group on Wednesday, September 4, 2024, in Mexico City. The purpose of this meeting is to discuss operational matters involving existing and proposed international bridges and border crossings and their related infrastructure and to exchange technical information as well as views on policy. This meeting will include a public session on Wednesday, September 4, 2024, from 8:30 a.m. until 11:30 a.m. This session will allow interested parties with views on proposed bridges and border crossings and related projects to make presentations to the delegations and members of the public.
