Bureau of International Security and Nonproliferation; Imposition of Missile Proliferation Sanctions on Two North Korean Entities
A determination has been made that North Korean entities have engaged in activities that require the imposition of measures pursuant to the Arms Export Control Act, as amended, and the Export Administration Act of 1979, as amended (as carried out under Executive Order 13222 of August 17, 2001).
Schedule of Fees for Consular Services, Department of State and Overseas Embassies and Consulates
This rule finalizes the interim final rule published in the Federal Register on September 8, 2015. Specifically, the rule implemented changes to the Schedule of Fees for Consular Services (``Schedule'') for certain passport and citizenship services fees. This rulemaking addresses public comments and adopts as final the changes to these fees.

Schedule of Fees for Consular Services, Department of State and Overseas Embassies and Consulates-Passport Services Fee Changes
The Department of State implements an adjustment to the Schedule of Fees for Consular Services of the Department of State's Bureau of Consular Affairs (``Schedule of Fees'' or ``Schedule'') to raise the execution fee for passport books and cards from $25 to $35. The Department is adjusting this fee in light of the findings of the most recently approved update to the Cost of Service Model to better align the fees for consular services with the costs of providing those services.
Passports: Service Passports
This rule finalizes the interim final rule from the Department of State that established a new service passport, which may be approved for certain non-personal services contractors who travel abroad in support of and pursuant to a contract with the U.S. government. The Department received no public comments in response to the rule.

Meeting of the United States-Jordan Joint Forum on Environmental Technical Cooperation and Request for Comments on the Meeting Agenda and the 2018-2021 Work Program
The Department of State is providing notice that the governments of the United States and the Hashemite Kingdom of Jordan (the governments) intend to hold a Joint Forum on Environmental Technical Cooperation (Joint Forum) and a public session in Amman, Jordan, on February 12, 2018. The governments created the Joint Forum pursuant to the United States-Jordan Joint Statement on Environmental Technical Cooperation (Joint Statement) in concert with the United States-Jordan Free Trade Agreement (FTA), both concluded on October 24, 2000. During the Joint Forum, the governments will discuss how the United States and Jordan can cooperate to protect the environment, review past bilateral environmental cooperation, and approve a 2018-2021 Work Program on Environmental Technical Cooperation (Work Program). The Department of State invites members of the public to submit written comments on items to include on the meeting agenda or in the 2018-2021 Work Program. The Department of State also invites interested persons to attend a public session to learn more about the work of the Joint Forum and the new Work Program and provide advice or comments on its implementation.

Department of State 2018 Civil Monetary Penalties Inflationary Adjustment; Correction
The Department of State published a final rule in the Federal Register on January 3, 2018, providing revised civil monetary penalties for 2018. This document corrects one of the civil monetary penalties.
Biennial Review Under the United States-Singapore Memorandum of Intent on Environmental Cooperation
The U.S. Department of State is providing notice that the United States and Singapore intend to hold a biennial review under the Memorandum of Intent between the United States of America and the Republic of Singapore on Cooperation in Environmental Matters (MOI) on January 19, 2018. The purpose of the meeting is to review the results of environmental cooperation under the MOI guided by the 2016-2017 Plan of Action (POA). The United States and Singapore also expect to approve a new 2018-2019 POA. The meeting's public session will be held on January 19, 2018, at 5:00 p.m., at the Ministry of the Environment and Water Resources, 40 Scotts Road, #24-00, Level 23, Environment Building, Singapore 228231, Tel: (65) 6731 9000. Department of State 2018 Civil Monetary Penalties Inflationary Adjustment
This final rule is issued to adjust the civil monetary penalties (CMP) for regulatory provisions maintained and enforced by the Department of State. The revised CMP adjusts the amount of civil monetary penalties assessed by the Department of State based on the December 2017 guidance from the Office of Management and Budget. The new amounts will apply only to those penalties assessed on or after the effective date of this rule, regardless of the date on which the underlying facts or violations occurred.
