Consistent with the determination in section 10 of Executive Order 13224 that prior notice to persons determined to be subject to the Order who might have a constitutional presence in the United States would render ineffectual the blocking and other measures authorized in the Order because of the ability to transfer funds instantaneously, I determine that no prior notice needs to be provided to any person subject to this determination who might have a constitutional presence in the United States, because to do so would render ineffectual the measures authorized in the Order. This parcel of land (2.128 acres) was acquired with Airport Improvement Program (AIP) funds under AIP federal project number 8–39– 0026–01. Columbus Regional Airport Authority (CRAA) proposed nonaeronautical use is for the expansion of Columbus State Community College (CSCC) campus which consists of construction of a Fire Science Training Facility. CRAA will lease the land to CSCC for 25 years and receive fair market value (FMV) for the duration of the lease. The disposition of proceeds from the lease of the airport property will be in accordance with FAA’s Policy and PO 00000 Frm 00095 Fmt 4703 Sfmt 9990 3389 Procedures Concerning the Use of Airport Revenue, published in the Federal Register on February 16, 1999 (64 FR 7696). This notice announces that the FAA is considering the release of the subject airport property at the Bolton Field Airport, Columbus, OH from its obligations to be maintained for aeronautical purposes.
