On May 3, 2016, the Department of State certified that 14 shrimp-harvesting nations have a regulatory program comparable to that of the United States governing the incidental taking of the relevant species of sea turtles in the course of commercial shrimp harvesting and that the particular fishing environments of 26 shrimp-harvesting nations and one economy do not pose a threat of the incidental taking of covered sea turtles in the course of such harvesting.

The Department of State announces the renewal of the Charter for the Defense Trade Advisory Group (DTAG) for another two years. The DTAG advises the Department on its support for and regulation of defense trade to help ensure the foreign policy and national security of the United States continue to be protected and advanced, while helping to reduce unnecessary impediments to legitimate exports in order to support the defense requirements of U.S. friends and allies. It is the only Department of State advisory committee that addresses defense trade related topics. The DTAG will remain in existence for two years after the filing date of the Charter unless terminated sooner. The U.S. Department of State (Department) announces availability for public review and comment of the Draft Environmental Impact Report/Environmental Impact Statement for the Otay Mesa Conveyance and Disinfection System Project, San Diego County, California Presidential Permit Application Review (Draft EIR/EIS). This document analyzes the potential environmental effects of issuing a Presidential Permit to the Otay Water District (District) for the construction, connection, operation, and maintenance of transboundary pipeline facilities for the importation of desalinated seawater from Mexico to the United States in San Diego County, California (Otay Water Pipeline). The Draft EIS/EIR was prepared consistent with the National Environmental Policy Act (NEPA) of 1969 (42 U.S.C. Sec. 4321, et seq.), the regulations of the Council on Environmental Quality (CEQ) (40 CFR 1500-1508), and the Department's implementing regulations (22 CFR part 161), and pursuant to the California Environmental Quality Act (CEQA) of 1970. It evaluates the potential environmental impacts of issuing a Presidential Permit to the District to construct, connect, operate, and maintain an approximately four-mile-long, 48- to 54-inch-diameter potable water pipeline, and a metering station as well as a possible pump station and disinfection facility within the Otay Mesa area of the County of San Diego, just north of the United States-Mexico border.

The U.S. Department of State (Department) is issuing this notice to advise the public that on May 05, 2016 the Department approved a Finding of No Significant Impact (FONSI) based on the Final Supplemental Environmental Assessment (SEA) for the NuStar Dos Laredos Pipeline Presidential Permit Application. The Department prepared the Final SEA consistent with the National Environmental Policy Act (NEPA) of 1969 (42 U.S.C. Sec. 4321, et seq.), the regulations of the Council on Environmental Quality (CEQ) (40 CFR parts 1500-1508), and the Department's implementing regulations (22 CFR part 161). The Department has determined the proposed action would not have a significant effect on the environment and therefore, the preparation of an Environmental Impact Statement is not required. The Finding of No Significant Impact is not a decision on the Presidential Permit application. In accordance with E.O. 13337, the Department will now proceed to make a determination as to whether issuance of a Presidential Permit for NuStar Logistics, L.P.'s proposed cross-border pipeline facilities project would serve the national interest. That determination process involves consideration of many factors, including foreign policy; energy security; environmental, cultural, and economic impacts; compliance with applicable law and regulations; and other issues.

The U.S. Department of State (Department) announces availability for public review and comment of the Draft Environmental Assessment (Draft EA) and the Preliminary Finding of No Significant Impact for the NuStar Burgos Pipelines Presidential Permit Applications Review (Preliminary FONSI). These documents evaluate the potential environmental impacts of issuing Presidential Permits to NuStar Logistics, L.P. (NuStar) to authorize in Hidalgo County, Texas: The construction, connection, operation, and maintenance of a proposed new NuStar Burgos pipeline (New Burgos Pipeline); a proposed change in petroleum products for an existing Burgos pipeline (Existing Burgos Pipeline), for which a Presidential Permit was issued in 2006; and a name change of the owner and operator of the Existing Burgos Pipeline. The Draft EA and Preliminary FONSI were prepared consistent with the National Environmental Policy Act (NEPA) of 1969 (42 U.S.C. Sec. 4321, et seq.), the regulations of the Council on Environmental Quality (CEQ) (40 CFR 1500-1508), and the Department's implementing regulations (22 CFR part 161).
