Amendment to the International Traffic in Arms Regulations: Policy on Exports to Vietnam
The Department of State is revising the International Traffic in Arms Regulations (ITAR) to reflect a change in its policy on exports to Vietnam.
Amendment to the International Traffic in Arms Regulations: Revision of U.S. Munitions List Category XV; Correction
On May 24, 2013, the Department of State published a rule (78 FR 31444) proposing to amend the International Traffic in Arms Regulations (ITAR) by revising Category XV of the U.S Munitions List (USML) as part of the President's Export Control Reform (ECR) effort. After review of comments to the proposed rule, on May 13, 2014, the Department published an interim final rule that allowed a final comment period until June 27, 2014. The Department is now making final the interim final rule and correcting the interim final rule that appeared in the Federal Register of May 13, 2014.

Meeting on United States-Morocco Free Trade Agreement Environment Chapter Implementation, Working Group on Environmental Cooperation, and Public Session
The Department of State and the Office of the United States Trade Representative (USTR) are providing notice that the governments of the United States and Kingdom of Morocco (the governments) intend to hold a meeting to review implementation of the Environment Chapter of the United States-Morocco Free Trade Agreement (FTA), a meeting of the United States-Morocco Working Group on Environmental Cooperation (Working Group), and a public session in Rabat, Morocco, on October 28, 2014, at the Ministry of Environment, to discuss implementation of the Environment Chapter and Joint Statement on Environmental Cooperation. During the meetings, the governments will review and discuss implementation of the Environment Chapter of the FTA. The governments will also discuss how the United States and Morocco can strengthen Morocco's capacity to protect and conserve the environment, highlight past bilateral environmental cooperation, review activities under the 2010-2012 Plan of Action, and develop a 2014-2017 Plan of Action. The Department of State and USTR invite the members of the public to submit written suggestions on items to include on the meeting agenda or in the 2014-2017 Plan of Action. The Department of State and USTR also invite interested persons to attend a public session where the public will have the opportunity to ask about implementation of both the Joint Statement and the Environment Chapter of the United States-Morocco FTA.

Amendment to the International Traffic in Arms Regulations: Corrections, Clarifications, and Movement of Definitions
In an effort to streamline, simplify and clarify the recent revisions to the International Traffic in Arms Regulations (ITAR) made pursuant to the President's Export Control Reform (ECR) initiative, the Department of State is amending the ITAR as part of the Department of State's retrospective plan under Executive Order 13563 completed on August 17, 2011.

Exchange Visitor Program-General Provisions
With this rulemaking, the Department of State is amending the general rules covering the Exchange Visitor Program that govern the designation of sponsors and the overall administration of the Program. This final rule encompasses technical changes to the general provisions and addresses public diplomacy and foreign policy concerns, including the Department's ability to monitor sponsors to protect the health, safety and welfare of foreign nationals who come to the United States as exchange visitors. The Department previously published a proposed rule, and, after analyzing the comments received, the Department is promulgating this final rule with request for comment and soliciting comments over a period of 60 days.

Persons on Whom Sanctions Have Been Imposed Under the Iran Sanctions Act of 1996 and the Iran Freedom and Counter-Proliferation Act of 2012
The Secretary of State has determined, pursuant to authority delegated by Presidential Memorandum of October 9, 2012 (the ``ISA Delegation Memorandum''), that the following persons have engaged in sanctionable activity described in section 5(a)(6) of the Iran Sanctions Act of 1996 (Pub. L. 104-172) (50 U.S.C. 1701 note) (``ISA''), as amended, and that certain sanctions are imposed as a result: Dettin SpA. The Secretary of State has also determined, pursuant to authority delegated by Presidential Memorandum of June 3, 2013 (the ``IFCA Delegation Memorandum''), that the following persons have engaged in sanctionable activity described in section 1244 of the Iran Freedom and Counter-Proliferation Act of 2012 (Pub. L. 112-239) (``IFCA''), and that certain sanctions are imposed as a result: Goldentex FZE.
