Culturally Significant Object Imported for Exhibition
Notice is hereby given of the following determinations: Pursuant to the authority vested in me by the Act of October 19, 1965 (79 Stat. 985; 22 U.S.C. 2459), Executive Order 12047 of March 27, 1978, the Foreign Affairs Reform and Restructuring Act of 1998 (112 Stat. 2681, et seq.; 22 U.S.C. 6501 note, et seq.), Delegation of Authority No. 234 of October 1, 1999, Delegation of Authority No. 236-3 of August 28, 2000 (and, as appropriate, Delegation of Authority No. 257 of April 15, 2003), I hereby determine that the object to be included in the exhibition ``Bronze Statue of a Boxer, Hellenistic Period,'' imported from abroad for temporary exhibition within the United States, is of cultural significance. Culturally Significant Objects Imported for Exhibition; Determinations: “The Dead Sea Scrolls: Life and Faith in Ancient Times” Formerly Titled “The Dead Sea Scrolls: Life and Faith in Biblical Times”
On October 12, 2011, notice was published on page 63341 of the Federal Register (volume 76, number 197) of determinations made by the Department of State pertaining to the exhibition ``The Dead Sea Scrolls: Life and Faith in Biblical Times.'' The referenced notice was corrected on October 19, 2012, by a notice published on pages 64373- 64374 of the Federal Register (volume 77, number 203) to change the exhibition name to ``The Dead Sea Scrolls: Life and Faith in Ancient Times'' and to include additional objects as part of the exhibition. The October 19, 2012, notice referenced above was corrected on March 15, 2013, by a notice published on page 16565 of the Federal Register (volume 78, number 51) to include an additional object as part of the exhibition. Today's notice is being issued to include additional objects in the exhibition. Call for Expert Reviewers to the U.S. Government Review of the 2013 Revised Supplementary Methods and Good Practice Guidance Arising From the Kyoto Protocol
The United States Global Change Research Program, in cooperation with the Department of State, request expert review of the Second Order Draft of the 2013 Revised Supplementary Methods and Good Practice Guidance Arising from the Kyoto Protocol (the KP Supplement). The United Nations Environment Programme (UNEP) and the World Meteorological Organization (WMO) established the IPCC in 1988. In accordance with its mandate and as reaffirmed in various decisions by the Panel, the major activity of the IPCC is to prepare comprehensive and up-to-date assessments of policy-relevant scientific, technical, and socio-economic information for understanding the scientific basis of climate change, potential impacts, and options for mitigation and adaptation. Among the IPCC's products is a series of guidance documents for the preparation of national greenhouse gas inventories, which provide guidance to periodic submissions by Parties to the U.N. Framework Convention on Climate Change (UNFCCC). These reports are developed in accordance with procedures for preparation and review of IPCC documents, which can be found at the following Web sites:

Removal of Sanctions on Person on Whom Sanctions Have Been Imposed Under the Iran Sanctions Act of 1996, as Amended
The Secretary of State has determined and certified to Congress that the following persons are no longer engaging in sanctionable activity described in section 5(a) of the Iran Sanctions Act of 1996 (Pub. L. 104-172) (50 U.S.C. 1701 note) (``ISA''), as amended, and that these persons have provided reliable assurances that they will not knowingly engage in such activities in the future. Therefore, certain sanctions that were imposed on on Allvale Maritime Inc., Soci[eacute]t[eacute] Anonyme Mon[eacute]gasque D'Administration Maritime Et A[eacute]rienne, and Tanker Pacific Management (Singapore) Pte. Ltd. on August 26, 2011 are hereby lifted.
Issuance of a Presidential Permit Authorizing the State of Michigan to Construct, Connect, Operate, and Maintain at the Border of the United States a Bridge Linking Detroit, Michigan, and Windsor, Ontario
The Department of State issued a Presidential Permit to the State of Michigan on April 11, 2013, authorizing the permitee to construct, connect, operate and maintain at the border of the United States a bridge linking Detroit, Michigan and Windsor, Ontario. In making this determination, the Department provided public notice of the proposed amendment (77 FR 7951, July 11, 2012), offered the opportunity for comment and consulted with other federal agencies, as required by Executive Order 11423, as amended.

Amendment to the International Traffic in Arms Regulations: Initial Implementation of Export Control Reform
As part of the President's Export Control Reform (ECR) effort, the Department of State is amending the International Traffic in Arms Regulations (ITAR) to revise four U.S Munitions List (USML) categories and provide new definitions and other changes. Additionally, policies and procedures regarding the licensing of items moving from the export jurisdiction of the Department of State to the Department of Commerce are provided. The revisions contained in this rule are part of the Department of State's retrospective plan under E.O. 13563 completed on August 17, 2011.

Notice of the Next CAFTA-DR Environmental Affairs Council Meeting
The Department of State and the Office of the United States Trade Representative are providing notice that the government parties to the Dominican Republic-Central America-United States Free Trade Agreement (CAFTA-DR) intend to hold the seventh meeting of the Environmental Affairs Council (Council) established under Chapter 17 of that agreement in Santo Domingo, Dominican Republic on May 9, 2013 at a venue to be announced. All interested persons are invited to attend a public session beginning at 2:00 p.m. on May 9. During the meeting, each Council Member will present its country's progress in implementing Chapter 17 obligations and the impacts of environmental cooperation in their respective countries. The Council will also receive a presentation from the CAFTA-DR Secretariat for Environmental Matters (SEM). For the public session of the meeting, the Council will highlight issues from the above discussion elements with a particular focus on Chapter 17 obligations and environmental cooperation successes. All interested persons are invited to attend a public session where they will have the opportunity to ask questions and discuss implementation of Chapter 17 and environmental cooperation with Council Members. In addition, the SEM will present on the public submission process established under Chapter 17. More information on the Council is included below under Supplementary Information. The Department of State and Office of the United States Trade Representative invite written comments or suggestions regarding the meeting. In preparing comments, we encourage submitters to refer to Chapter 17 of the CAFTA-DR, the Final Environmental Review of the CAFTA-DR and the Agreement among the CAFTA-DR countries on Environmental Cooperation (ECA) (all documents available at https:// www.state.gov/e/oes/env/trade/caftadr/index.htm).
Implementation of the Defense Trade Cooperation Treaty Between the United States and Australia
The Department of State is amending the International Traffic in Arms Regulations (ITAR) to implement the Treaty Between the Government of the United States of America and the Government of Australia Concerning Defense Trade Cooperation, identify via a supplement to the ITAR the defense articles and defense services that cannot be exported pursuant to the licensing exemption created by the Treaty, and make certain other corrections to the supplement.
Persons on Whom Sanctions Have Been Imposed Under the Iran Sanctions Act of 1996 and the Iran Threat Reduction and Syria Human Rights Act of 2012
The Secretary of State has determined, pursuant to authority delegated by Presidential Memorandum of October 9, 2012 (the ``Delegation Memorandum''), that the following persons have engaged in sanctionable activity described in section 5(a)(8) of the Iran Sanctions Act of 1996 (Public Law 104-172) (50 U.S.C. 1701 note) (``ISA''), as amended, and that certain sanctions are imposed as a result: Dimitris Cambis and Impire Shipping. The Secretary of State has determined, pursuant to authority delegated by Presidential Memorandum of October 9, 2012 (the ``Delegation Memorandum''), that the following persons have engaged in sanctionable activity described in section 212 of the Iran Threat Reduction and Syria Human Rights Act of 2012 (Pub. L. 112-158) (``TRA''), and that certain sanctions are imposed as a result: Kish P&I and Bimeh Markazi-Central Insurance of Iran.

Call for Expert Reviewers to the U.S. Government Review of the Working Group II Contribution to the Fifth Assessment Report of the Intergovernmental Panel on Climate Change (IPCC), Impacts, Adaptation & Vulnerability
The United States Global Change Research Program, in cooperation with the Department of State, request expert review of the Second Order Draft of the Working Group II Contribution to the Fifth Assessment Report of the Intergovernmental Panel on Climate Change (IPCC), Impacts, Adaptation & Vulnerability. The United Nations Environment Programme (UNEP) and the World Meteorological Organization (WMO) established the IPCC in 1988. In accordance with its mandate and as reaffirmed in various decisions by the Panel, the major activity of the IPCC is to prepare comprehensive and up-to-date assessments of policy-relevant scientific, technical, and socio-economic information for understanding the scientific basis of climate change, potential impacts, and options for mitigation and adaptation. The IPCC develops a comprehensive assessment spanning all the above topics approximately every six years. The First Assessment Report was completed in 1990, the Second Assessment Report in 1995, the Third Assessment Report in 2001, and the Fourth Assessment in 2007. Three working group volumes and a synthesis report comprise the Fifth Assessment Report. Working Group I assesses the scientific aspects of the climate system and climate change; Working Group II assesses the vulnerability of socio-economic and natural systems to climate change, potential negative and positive consequences, and options for adapting to it; and Working Group III assesses options for limiting greenhouse gas emissions and otherwise mitigating climate change. Authors were nominated starting in January 2010 and selected in May 2010. All IPCC reports go through two broad reviews: a ``first-order draft'' reviewed by experts, and a ``second-order draft'' reviewed by both experts and governments. The Second Order Draft of the Working Group II contribution to the 5th Assessment Report will be available for review beginning on 29 March 2013. As part of the U.S. Government Review of the Second Order Draft of the Working Group II Contribution to the 5th Assessment Report, the U.S. Government is soliciting comments from experts in relevant fields of expertise (Again, the Table of Contents for the Working Group contribution can be viewed here: https://www.ipcc-wg2.gov/AR5/AR5_ documents/doc20-rev1.pdf) Experts may now register to review the draft report at: https:// review.globalchange.gov; the report will be available for download once it is released, 29 March 2013. To be considered for inclusion in the U.S. Government submission, comments must be received by 01 May 2013. The United States Global Change Research Program will coordinate collection and compilation of U.S. expert comments and the review of the report by a Review Committee of Federal scientists and program managers in order to develop a consolidated U.S. Government submission, which will be provided to the IPCC by 24 May 2013. Expert comments received within the comment period will be considered for inclusion in the U.S. Government submission. Experts may choose to provide comments directly through the IPCC's expert review process, which occurs in parallel with the U.S. government review.
