Additional Designation of Two Entities Pursuant to Executive Order 13382
Pursuant to the authority in section 1(ii) of Executive Order 13382, ``Blocking Property of Weapons of Mass Destruction Proliferators and Their Supporters'', the State Department, in consultation with the Secretary of the Treasury and the Attorney General, has determined that two North Korean entities, the General Bureau of Atomic Energy (GBAE) and Korea Tangun Trading Corporation, have engaged, or attempted to engage, in activities or transactions that have materially contributed to, or pose a risk of materially contributing to, the proliferation of weapons of mass destruction or their means of delivery (including missiles capable of delivering such weapons), including any efforts to manufacture, acquire, possess, develop, transport, transfer or use such items, by any person or foreign country of proliferation concern.

Exchange Visitor Program-Secondary School Students
The Department seeks information on alternative and more specific means of screening potential families to host exchange visitors participating in the Secondary School Student category of the Exchange Visitor Program. Current regulations allow sponsors the flexibility to exercise their independent judgment when evaluating the financial resources, moral character, and composition of potential host families, as well as the suitability of potential home environments. The Department believes, however, that the lack of specificity or industry standards may have contributed to the recent degradation of the appropriateness of selected families, thereby putting at risk the health, safety, and welfare of this most vulnerable group of exchange visitors.

Notice of Issuance of a Presidential Permit for the Proposed Enbridge Energy Alberta Clipper Pipeline Project

Advisory Committee on Historical Diplomatic Documentation; Notice of Meeting
The Advisory Committee on Historical Diplomatic Documentation will meet on September 14th and September 15th at the Department of State, 2201 ``C'' Street, NW., Washington, DC. Prior notification and a valid government-issued photo ID (such as driver's license, passport, U.S. government or military ID) are required for entrance into the building. Termination of Ineligible Status and Statutory Debarment Pursuant to Section 38(g)(4) of the Arms Export Control Act and Section 127.7 of the International Traffic in Arms Regulations for Electro-Glass Products, Inc.
Notice is hereby given that the Department of State has terminated the ineligible status and statutory debarment of Electro- Glass Products, Inc., pursuant to section 38(g)(4) of the Arms Export Control Act (AECA) (22 U.S.C. 2778) and section 127.7 of the International Traffic in Arms Regulations (ITAR).
Amendment to the International Traffic in Arms Regulations: Temporary Export Exemption for Body Armor
The Department of State is amending the International Traffic in Arms Regulations (ITAR) to add an exemption for the temporary export of body armor for exclusive personal use to destinations not subject to restrictions under the ITAR Sec. 126.1 and to Afghanistan and Iraq under specified conditions.
Amendment to the International Traffic in Arms Regulations: Congressional Certification Regarding South Korea
The Department of State is amending the International Traffic in Arms Regulations (ITAR) regarding Congressional certification for the Republic of Korea (also referred to as South Korea). South Korea is now in the same category as the countries in the North Atlantic Treaty Organization (NATO), Japan, Australia, and New Zealand concerning certification to Congress, requiring such certification prior to granting any license for export of major defense equipment sold under a contract in the amount of $25,000,000 or more, or for defense articles or defense services sold under a contract in the amount of $100,000,000 or more, provided the transfer does not include any other countries. The ITAR is being amended at numerous sections to reflect these statutory changes and to update two provisions.

Culturally Significant Object Imported for Exhibition Determinations: “Dutch Utopia: American Artists in Holland, 1880-1914”
Notice is hereby given of the following determinations: Pursuant to the authority vested in me by the Act of October 19, 1965 (79 Stat. 985; 22 U.S.C. 2459), Executive Order 12047 of March 27, 1978, the Foreign Affairs Reform and Restructuring Act of 1998 (112 Stat. 2681, et seq.; 22 U.S.C. 6501 note, et seq.), Delegation of Authority No. 234 of October 1, 1999, Delegation of Authority No. 236 of October 19, 1999, as amended, and Delegation of Authority No. 257 of April 15, 2003 [68 FR 19875], I hereby determine that the object in the exhibition: ``Dutch Utopia: American Artists in Holland, 1880-1914,'' imported from abroad for temporary exhibition within the United States, is of cultural significance. The object is imported pursuant to a loan agreement with the foreign owner or custodian. I also determine that the exhibition or display of the exhibit object at the Telfair Museum of Art, Savannah, Georgia, from on or about October 1, 2009, until on or about January 10, 2010; Taft Museum of Art, Cincinnati, Ohio, from on or about February 5, 2010, until on or about May 2, 2010; Grand Rapids Art Museum, Grand Rapids, Michigan, from on or about May 21, 2010, until on or about August 15, 2010, and at possible additional exhibitions or venues yet to be determined, is in the national interest. Public Notice of these Determinations is ordered to be published in the Federal Register.
