Notice of Request for Public Comment and Submission to OMB of Proposed Collection of Information
The Department of State has submitted the following information collection request to the Office of Management and Budget (OMB) for approval in accordance with the Paperwork Reduction Act of 1995.
Postponement of the United States-Chile Environment Affairs Council and Joint Commission for Environmental Cooperation Meetings
The Department of State (DOS) and the Office of the United States Trade Representative (USTR) are hereby providing notice that the fifth meeting of the United States-Chile Environment Affairs Council (the ``Council'') and the third meeting of the Joint Commission for Environmental Cooperation (the ``Commission''), which were previously scheduled for July 1, 2009, have been postponed. The meetings have not yet been rescheduled. DOS and USTR will publish notice in the Federal Register of the date, time and agenda for the rescheduled meetings, and will invite interested agencies, organizations, and members of the public to submit written comments or suggestions regarding agenda items when arrangements for the meetings are complete. The Department of State and USTR originally provided notice of the meetings on June 11, 2009, at 74 FR 27858 (2009).

Advisory Committee to the U.S. Section of the Inter-American Tropical Tuna Commission (Committee Renewal)
The Department of State announces the renewal of the Charter for the Advisory Committee to the U.S. Section of the Inter-American Tropical Tuna Commission (IATTC) for an additional two years. The Advisory Committee to the U.S. Section of the IATTC may be terminated only by law. In accordance with the provisions of the Federal Advisory Committee Act (Pub. L. 92-463), a new Charter must be issued on a biennial basis from the date the current Charter was approved and filed with Congress and the Library of Congress.

United States Global Change Research Program
The United States participates in the Intergovernmental Panel on Climate Change, an intergovernmental body that oversees the development of assessments of the state of knowledge on climate change. The role of the IPCC is to assess on a comprehensive, objective, open and transparent basis, the scientific, technical, and socioeconomic information relevant to understanding the scientific basis of risk of human-induced climate change, its potential impacts, and options for adaptation and mitigation.

Issuance of an Amended Presidential Permit Authorizing the Construction, Operation, and Maintenance of an International Bridge Near McAllen, TX, at the International Boundary Between the United States and Mexico
At the request of the permittee, the Department of State has amended the Presidential permit, originally issued in 1999, that authorizes the Cities of McAllen, Hidalgo, and Mission, Texas to construct, operate, and maintain an international bridge known as ``Anzalduas Bridge'' near McAllen, Texas, at the international boundary between the United States and Mexico. The amendment removes an article in the original permit that limited initial operating hours of the bridge to twelve hours per day. With this restriction removed, the Department of Homeland Security's Bureau of Customs and Border Patrol, working with local and Mexican authorities, can set the bridge's hours of operation in accordance with demand and available resources. In making its determination to amend the permit, the Department provided public notice of the proposed amendment and provided the opportunity for comment (74 FR 12173, March 23, 2009) and also consulted with other federal agencies, as required by Executive Order 11423, as amended.
Notice of Availability of the Final Environmental Impact Statement; Enbridge Energy, Limited Partnership (“Alberta Clipper Project”)
Enbridge Energy, Limited Partnership (``Enbridge'') has applied to the Department of State for a Presidential Permit, pursuant to Executive Order 13337 of April 30, 2004, to construct, connect, operate, and maintain a 36-inch diameter crude oil and liquid hydrocarbon pipeline at the U.S.-Canadian border near Neche, Pembina County, North Dakota, for the purpose of transporting liquid hydrocarbons and other petroleum products between the United States and Canada. Enbridge seeks this authorization in connection with its Alberta Clipper Pipeline, which is designed to transport Canadian crude oil from the Western Canadian Sedimentary Basin (``WCSB'') to existing refinery markets in the Midwest region of the United States. The Department of State has prepared a final Environmental Impact Statement (EIS) for the United States portion of the proposed Alberta Clipper Pipeline (``Proposed Project'').

The Advisory Committee on Historical Diplomatic Documentation will meet in the Department of State, 2201 ``C'' Street NW., Washington, DC, June 23 and June 24, 2009, in Conference Room 1105. Prior notification and a valid government-issued photo ID (such as driver's license, passport, U.S. government or military ID) are required for entrance into the building. Members of the public planning to attend must notify Nathaniel Smith, Office of the Historian (202- 663-3268) no later than June 18, 2009, to provide date of birth, valid government-issued photo identification number and type (such as driver's license number/state, passport number/country, or U.S. government ID number/agency or military ID number/branch), and relevant telephone numbers.
