Visas: Documentation of Nonimmigrants Under the Immigration and Nationality Act, as Amended
This rule establishes regulatory exceptions to travel restrictions, established in the Tom Lantos Block Burmese JADE Act, that were put in place for Burmese nationals. The rule allows the Department to exempt certain Burmese diplomats and officials from the travel restrictions.

Cancellation of a Meeting of the International Telecommunication Advisory Committee
This notice cancels an announced meeting of the International Telecommunication Advisory Committee (ITAC). The ITAC Meeting scheduled for October 8 from 10 a.m. to 12 p.m. is hereby cancelled. It is rescheduled for November 6 from 2 to 4 p.m. at 1120 20th Street, NW., 10th Floor, Washington, DC 20036. The ITAC meeting will solicit advice for the U.S. Government on the annual ITU Council Meeting, which will be held from November 12-21, 2008 at ITU headquarters in Geneva, Switzerland. The ITAC meeting will also discuss the results of the ITU World Telecommunication Standardization Assembly, which will be held October 21-30, 2008 in Johannesburg, South Africa. This meeting is open to the public as seating capacity allows. The public will have an opportunity to provide comments at this meeting. Executive Order 11423, as Amended; Notice of Receipt of Application To Amend Presidential Permit for an International Bridge on the U.S.-Mexico Border at Brownsville, TX and Matamoros, Tamaulipas, Mexico
The Department of State hereby gives notice that, on September 4, 2008, it received an application to amend the Presidential Permit that authorizes the construction, operation, and maintenance of the Veterans International Bridge at Los Tomates on the U.S.-Mexico border at Brownsville, Texas and Matamoros, Tamaulipas, Mexico. Cameron County, Texas filed the application and is acting as the project sponsor. Cameron County proposes to build a second bridge, essentially identical to the existing four-lane bridge, to accommodate increasing traffic volume, to improve pedestrian safety, and to allow more efficient separation of different types of traffic as it approaches the border station owned by the General Services Administration and operated by the Bureau of Customs and Border Protection of the Department of Homeland Security. The proposed second bridge would not require changes to the border station itself. The Department of State's jurisdiction over this application is based upon Executive Order 11423 of August 16, 1968, as amended. As provided in E.O. 11423, the Department is circulating this application to relevant federal and state agencies for review and comment. Under E.O. 11423, the Department has the responsibility to determine, taking into account input from these agencies and other stakeholders, whether this proposed amendment to the existing Presidential Permit is in the U.S. national interest.
Amendment to the International Arms Traffic in Arms Regulations: Rwanda
The Department of State is removing Rwanda from its regulations on prohibited exports and sales to certain countries as a result of United Nations Security Council (UNSC) Resolution 1823, which terminated remaining arms sanctions against Rwanda.
Amendment to the International Traffic in Arms Regulations: Registration Fee Change
The Department of State is amending the text of the International Traffic in Arms Regulations (ITAR) to increase the registration fees, change the registration renewal period, and make other minor administrative changes.

Advisory Committee International Postal and Delivery Services
As required by the Federal Advisory Committee Act, Public Law 92-463, the Department of State gives notice of the third meeting of the Advisory Committee on International Postal and Delivery Services. This Committee has been formed in fulfillment of the provisions of the 2006 Postal Accountability and Enhancement Act (Pub. L. 109-435) and in accordance with the Federal Advisory Committee Act. Defense Trade Advisory Group; Notice of Meeting October 21, 2008
The Defense Trade Advisory Group (DTAG) will meet on October 21, 2008 from 9:30 a.m. to 1 p.m. in the Loy Henderson Conference Room at the U.S. Department of State, Harry S. Truman Building, Washington, DC. The meeting will be open to the public. Entry and registration will begin at 8:45. Please use the building entrance located at 23rd Street, NW., Washington, DC between C&D Streets. The purpose of the meeting will be to discuss current defense trade issues and topics for further study. As access to the Department of State facilities is controlled, persons wishing to attend the meeting must notify the DTAG Executive Secretariat by COB Tuesday, October 14, 2008. If notified after this date, the DTAG Secretariat cannot guarantee that the Department's Bureau of Diplomatic Security can complete the necessary processing required to attend the October 21 plenary.
