SUPPLEMENTARY INFORMATION:
By virtue of the authority vested in
the Secretary of State, including the
authority of section 1 of the State
Department Basic Authorities Act, as
amended (22 U.S.C. 2651a), I hereby
delegate to the Assistant Secretary for
International Narcotics and Law
Enforcement Affairs, the certification
functions of 46 U.S.C. 70502(d)(2) and
18 U.S.C. 2237(d).
Notwithstanding this delegation of
authority, the Secretary or the Deputy
Secretary may exercise any function or
authority covered by this delegation.
The functions delegated herein may be
re-delegated.
Any reference in this delegation of
authority to any act, order,
determination, delegation of authority,
regulation, or procedure shall be
deemed to be a reference to such act,
order, determination, delegation of
authority, regulation or procedure as
amended from time to time.
Delegation of Authority Number 164,
dated May 23, 1987, is hereby
superseded.
This Delegation of Authority shall be
published in the Federal Register.

Under the Mutual Educational and
Cultural Exchange (Fulbright-Hays) Act
of 1961, as amended, the Fulbright
Teacher Exchange Program offers
academic year exchanges and seminar
opportunities to U.S. educators. The
data collected is used to determine
whether prospective candidates are
qualified for participation in and/or
eligible to host international
participants of the program.
Methodology
Applicants submit either a paper or
electronic application to ECA. The
receiving office enters the data for
retention and program use as
appropriate.

Meeting of Advisory Committee on
International Communications and
Information Policy
The Department of State’s Advisory
Committee on International
Communications and Information
Policy (ACICIP) will hold a public
meeting on October 16, 2008, from 10
a.m. to 11:30 a.m., in the Loy Henderson
Auditorium of the Harry S. Truman
Building of the U.S. Department of
State. The Truman Building is located at
2201 C Street, NW., Washington, DC
20520.
The committee provides a formal
channel for regular consultation and
coordination on major economic, social
and legal issues and problems in
international communications and

information policy, especially as these
issues and problems involve users of
information and communications
services, providers of such services,
technology research and development,
foreign industrial and regulatory policy,
the activities of international
organizations with regard to
communications and information, and
developing country issues.
The meeting will be led by ACICIP
Chair Mr. Richard E. Wiley of Wiley
Rein LLP and Ambassador David A.
Gross, U.S. Coordinator for International
Communications and Information
Policy.
The meeting’s agenda will include
discussions pertaining to various
upcoming international
telecommunications meetings and
conferences. In particular, there will be
a report on preparations by the U.S.
Delegation to the ITU World
Telecommunication Standardization
Assembly, taking place October 21
through 30, 2008. There will be reports
on meetings that have taken place since
the ACICIP last met, including the
OECD Seoul Ministerial and bilateral
meetings with China, Colombia and the
European Union. There will also be a
briefing on a planned upcoming
conference with regulators and telecoms
and trade officials from CAFTA
countries to be co-hosted by the U.S.
Trade and Development Agency and
expected to be held in Guatemala City
this fall. Lastly, there will be discussion
on other major upcoming meetings,
such as ITU Council, the Internet
Governance Forum, and the US–India
ICT Working Group.
Members of the public may submit
suggestions and comments to the
ACICIP. Submissions regarding an
event, consultation, meeting, etc. listed
in the agenda above should be received
by the ACICIP Executive Secretary
(contact information below) at least ten
working days prior to the date of that
listed event. All comments must be
submitted in written form and should
not exceed one page for each country
(for comments on consultations) or for
each subject area (for other comments).
Resource limitations preclude
acknowledging or replying to
submissions.
While the meeting is open to the
public, admittance to the Department of
State building is only by means of a preclearance. For placement on the preclearance list, please submit the
following information no later than 5
p.m. on Tuesday, October 14, 2008

retained by the ACICIP Executive
Secretary and must therefore be resubmitted for each ACICIP meeting):

The Shipping Coordinating
Committee (SHC), through its
Subcommittee on Radiocommunications
and Search and Rescue Sub-Committee,
will conduct open meetings at 9:30 a.m.
on Wednesday, October 15, 2008;
Wednesday, November 5, 2008; and
Wednesday, December 17, 2008. The
meetings are scheduled to be held in
suite 1060 of the Radio Technical
Commission for Maritime Services
(RTCM), 1800 North Kent Street,
Arlington, VA 22209. The purpose of
these SHC subcommittee meetings is to
prepare for the 13th Session of the
International Maritime Organization
(IMO) Subcommittee on
Radiocommunications and Search and
Rescue (COMSAR 13) to be held at IMO
Headquarters in London, England from
January 19–23, 2009. The primary
matters to be considered at COMSAR 13
include:
• Global Maritime Distress and Safety
System (GMDSS);
• International Telecommunication
Union (ITU) maritime
radiocommunication matters;
• Satellite services (Inmarsat and
Cospas-Sarsat);
• Matters concerning search and
rescue, including those related to the
1979 SAR Conference and the
implementation of the GMDSS;
• Developments in maritime
radiocommunication systems and
technology;
• Revision of the International
Aeronautical and Maritime Search and
Rescue (IAMSAR) Manual;
• Development of procedures for
updating shipborne navigation and
communication equipment;
• Measures to protect the safety of
persons rescued at sea;
• Work program and agenda for
COMSAR 14;
• Election of Chairman and ViceChairman for 2010.

these meetings up to the seating
capacity of the rooms. Interested

The Department of State's Advisory Committee on International
Communications and Information Policy (ACICIP) will hold a public
