Bureau of Educational and Cultural Affairs (ECA) Request for Grant Proposals: EducationUSA Advising Services in Eurasia and Central Asia
The Office of Global Educational Programs, Educational Information and Resources Branch, of the Bureau of Educational and Cultural Affairs (ECA) announces an open competition for EducationUSA Advising Services in Eurasia (Armenia, Azerbaijan, Belarus, Georgia, Moldova, Russia, and Ukraine) and Central Asia (Kazakhstan, Kyrgyzstan, Tajikistan, and Turkmenistan). The amount anticipated to support these services in Eurasia in FY 2008 is $530,000; the amount anticipated for Central Asia is $120,000. Public and private non-profit organizations meeting the provisions described in Internal Revenue Code section 26 U.S.C. 501(c)(3) may submit proposals to operate EducationUSA advising centers in Bureau- specified locations. These advising centers would be a part of the network of approximately 470 Department of State- affiliated advising centers worldwide. Advising centers provide comprehensive and unbiased information to students, scholars, and other individuals about study opportunities in the U.S.

U.S. National Commission for UNESCO Notice of Open Teleconference Meeting
The U.S. National Commission for UNESCO will meet via telephone conference on Thursday, October 4, 2007, from 11 a.m. until 12 p.m. Eastern Time. The purpose of the teleconference meeting is to consider the recommendations of the Commission's World Heritage Tentative List Subcommittee. The Subcommittee was asked to review U.S. applications for the U.S. World Heritage Tentative List. This List will be the basis for U.S. nominations for inscription onto UNESCO's World Heritage List. The recommendations from this discussion will be forwarded from the Department of State to the Department of the Interior. More information on the World Heritage Tentative List process can be found at https://www.nps.gov/oia/topics/worldheritage/ tentativelist.htm. The Commission will accept brief oral comments during a portion of this conference call. This public comment period will last 15 minutes, and comments are limited to one minute per person. Please note that the opportunity for extended comments may be made through the next phase of the selection process, when the Department of the Interior will post the draft tentative sites in the Federal Register for an open comment period. Bureau of Political-Military Affairs; Statutory Debarment Under the Arms Export Control Act and the International Traffic in Arms Regulations
Notice is hereby given that the Department of State has imposed statutory debarment pursuant to Sec. 127.7(c) of the International Traffic in Arms Regulations (``ITAR'') (22 CFR Parts 120 to 130) on persons convicted of violating or conspiring to violate Section 38 of the Arms Export Control Act, as amended, (``AECA'') (22 U.S.C. 2778).
Reinstatement of Statutory Debarment Under the International Traffic in Arms Regulations
Notice is hereby given that the Department of State has lifted the statutory debarment against Equipment & Supply, Inc. (ESI) pursuant to Section 38 (g)(4) of the Arms Export Control Act (AECA) (22 U.S.C. 2778).

Notice of Receipt of Application for a Presidential Permit To Construct a New International Rail Bridge Between Webb County, TX and Colombia, Mexico
Notice is hereby given that on August 15, 2007 the Department of State received an application for a Presidential Permit authorizing the construction, operation and maintenance of a new international rail bridge crossing between Webb County, Texas and Colombia, State of Nuevo Leon, Mexico, known hereafter as the ``Colombia Rail Bridge.'' This application has been filed by the Webb County Rural Transportation District located in Laredo, Texas. This construction project, which would be carried out in partnership with a number of local, state, federal and bi-national entities, would be located 31 river miles upstream or northwest of the existing Laredo International Rail Bridge that goes through downtown Nuevo Laredo and Laredo. The Department of State's jurisdiction with respect to this application is based upon Executive Order 11423, dated August 16, 1968, as amended by Executive Order 12847, dated May 17, 1993, Executive Order 13284, dated January 23, 2003 and Executive Order 13337, dated April 30, 2004. As provided in E.O. 11423, the Department is circulating this application to concerned agencies for comment.

Advisory Committee on Historical Diplomatic Documentation Notice of Meeting
The Advisory Committee on Historical Diplomatic Documentation will meet in the Department of State, 2201 ``C'' Street NW., Washington, DC, September 24-25, 2007, in Conference Room 1498. United States Proposals for 2008 Universal Postal Union (UPU) Congress
The Department of State solicits ideas and suggestions for proposals that the U.S. Government could submit to the plenipotentiary Congress of the Universal Postal Union (UPU) to be held in Nairobi, Kenya from August 13 to September 3, 2008. The deadline for submission of proposals by an individual UPU member country is February 12, 2008.
