This rule amends Department of State regulations to provide for intercountry adoptions that will occur pursuant to the Hague Convention on Protection of Children and Co-operation in Respect of Intercountry Adoption (Convention) and the Intercountry Adoption Act of 2000 (IAA). This rule addresses consular officer processing of immigration petitions, visas, and Convention certificates in cases of children immigrating to the United States in connection with an adoption covered by the Convention.

The Advisory Committee on Historical Diplomatic Documentation will meet in the Department of State, 2201 ``C'' Street, NW., Washington, DC, December 3-4, 2007, in Conference Room 1498. Prior notification and a valid government-issued photo ID (such as driver's license, passport, U.S. government or military ID) are required for entrance into the building. The Committee will meet in open session from 1:30 p.m. through 3 p.m. on Monday, December 3, 2007, in the Department of State, 2201 ``C'' Street, NW., Washington, DC, in Conference Room 1498, to discuss declassification and transfer of Department of State records to the National Archives and Records Administration and the status of the Foreign Relations series. The remainder of the Committee's sessions from 3:15 p.m. until 4:30 p.m. on Monday, December 3, 2007, and 8 a.m. until 12 p.m. on Tuesday, December 4, 2007, will be closed in accordance with Section 10(d) of the Federal Advisory Committee Act (Pub. L. 92-463). The agenda calls for discussions of agency declassification decisions concerning the Foreign Relations series and other declassification issues. These are matters not subject to public disclosure under 5 U.S.C. 552b(c)(1) and the public interest requires that such activities be withheld from disclosure. The Branch for the Study of the United States, Office of Academic Exchange Programs, Bureau of Educational and Cultural Affairs, invites proposal submissions for the design and implementation of five Study of the United States Institutes to take place over the course of six weeks beginning in June 2008. These institutes should provide a multinational group of experienced educators with a deeper understanding of U.S. society, culture, values and institutions. Four of these institutes will be for groups of 18 foreign university level faculty each, focusing on American Politics and Political Thought, Contemporary American Literature, U.S. Foreign Policy, and Religious Pluralism in the United States. The fifth institute will be a general survey course on the study of the United States, for a group of 30 foreign secondary educators. Applicants may only propose to host one institute listed under this competition.
