Advisory Committee on Historical Diplomatic Documentation Notice of Meeting
The Advisory Committee on Historical Diplomatic Documentation will meet in the Department of State, 2201 ``C'' Street, NW., Washington, DC, June 4-5, 2007, in Conference Room 1107. Prior notification and a valid government-issued photo ID (such as driver's license, passport, U.S. government or military ID) are required for entrance into the building. Members of the public planning to attend must notify Chris Tudda, Office of the Historian (202-663-3054) no later than May 31, 2007 to provide date of birth, valid government- issued photo identification number and type (such as driver's license number/state, passport number/country, or U.S. government ID number/ agency or military ID number/branch), and relevant telephone numbers. The Committee will meet in open session from 1:30 p.m. through 3 p.m. on Monday, June 4, 2007, in the Department of State, 2201 ``C'' Street NW., Washington, DC, in Conference Room 1107, to discuss declassification and transfer of Department of State records to the National Archives and Records Administration and the status of the Foreign Relations series. The remainder of the Committee's sessions from 3:15 p.m. until 4:30 p.m. on Monday, June 4, 2007, and 9 a.m. until 1 p.m. on Tuesday, June 5, 2007, will be closed in accordance with Section 10(d) of the Federal Advisory Committee Act (Pub. L. 92- 463). The agenda calls for discussions of agency declassification decisions concerning the Foreign Relations series and other declassification issues. These are matters not subject to public disclosure under 5 U.S.C. 552b(c)(1) and the public interest requires that such activities be withheld from disclosure. Bureau of International Security and Nonproliferation; Imposition of Nonproliferation Measures Against Foreign Persons, Including a Ban on U.S. Government Procurement.
A determination has been made that fourteen foreign persons have engaged in activities that warrant the imposition of measures pursuant to Section 3 of the Iran and Syria Nonproliferation Act, which provides for penalties on foreign persons (including individuals, nongovernmental entities and organizations, governments and government entities) for the transfer to or acquisition from Iran since January 1, 1999 or the transfer to or acquisition from Syria since January 1, 2005, of equipment and technology controlled under multilateral export control lists (Missile Technology Control Regime, Australia Group, Chemical Weapons Convention, Nuclear Suppliers Group, Wassenaar Arrangement) or otherwise having the potential to make a material contribution to the development of weapons of mass destruction (WMD) or cruise or ballistic missile systems. The latter category includes (a) items of the same kind as those on multilateral lists, but falling below the control list parameters, when it is determined that such items have the potential of making a material contribution to WMD or cruise or ballistic missile systems, (b) other items with the potential of making such a material contribution, when added through case-by-case decisions, and (c) items on U.S. national control lists for WMD/missile reasons that are not on multilateral lists.
Bureau of Educational and Cultural Affairs (ECA) Request for Grant Proposals: International Visitor Leadership Program Assistance Awards
The Office of International Visitors, Division of Professional and Cultural Exchanges, Bureau of Educational and Cultural Affairs (ECA/PE/V), United States Department of State (DoS) announces an open competition for two assistance awards to develop and implement International Visitor Leadership Programs (IVLP). The IVLP seeks to increase mutual understanding between the U.S. and foreign publics through carefully designed professional programs for approximately 4,500 foreign visitors per year from all regions of the world. The two awards will fund programming for a minimum of 610 and a maximum of 1,576 International Visitors (IVs). Award A will fund up to approximately 1,576 visitors ($4,570,886), of which approximately 1,436 visitors ($4,286,136) will be through core administrative funding; approximately 120 visitors ($220,890) will be through additional seasonal administrative funding, if required; and approximately 20 visitors ($63,860) will be for administrative support of the PL 80-402 Training Fellowship Program. Award B will fund up to approximately 610 visitors ($1,122,760), of which approximately 490 visitors ($843,310) will be through core administrative funding and approximately 120 visitors ($279,449) will be through additional seasonal administrative funding, if required. Applicant organizations may bid on one or both awards. Pending availability of funds, one assistance award will be made for each category described above. If an organization is interested in bidding on more than one award, a separate proposal and budget is required for each award. See Project Objectives, Goals, and Implementation (POGI) for definitions of program-related terminology. The intent of this announcement is to provide the opportunity for organizations to develop and implement a variety of programs for International Visitors from multiple regions of the world. Please refer to the POGI for a breakdown of regions. The award recipients will function as national program agencies (NPAs) and will work closely with Department of State (DoS) Bureau staff, who will guide them through programmatic, procedural, and budgetary issues for the full range of IVL programs. (Hereafter, the terms ``award recipient'' and ``national program agency'' will be used interchangeably to refer to the grantee organization[s].)
Bureau of Educational and Cultural Affairs (ECA) Request for Grant Proposals: Fellowships in the Visual Arts, Film, and Architecture and Urban Design
The Bureau of Educational and Cultural Affairs will award up to three Cooperative Agreements to support programs for short residency and training programs in the United States for emerging and mid-career visual artists, film artists, and architecture and urban design professionals from selected countries. Each Cooperative Agreement may support artists from one or more of the three categories. The foreign participants will be nominated by the Public Affairs Sections of U.S. Embassies, in consultation with the grantee. Grantees will develop 30-60 day programs in the United States for the nominated participants, individually or in small groups. Each program should be built around a residency experience, which may be supplemented by other program elements designed to enhance and expand upon the activities of the residency. The goal of each project is to increase cross-cultural understanding internationally by providing program participants with an in-depth exposure to their professional discipline as practiced in the United States; outreach to U.S. colleagues and publics, and opportunities for creation and exhibition of their work.
Defense Trade Advisory Group; Notice of Open Meeting
The Defense Trade Advisory Group (DTAG) will meet in open session from 9 a.m. to 12 noon on Thursday, September 20, 2007, in the East Auditorium at the U.S. Department of State, Harry S. Truman Building, Washington, DC. Entry and registration will begin at 8:15 a.m. Please use the building entrance located at 21st Street, NW., Washington, DC between C&D Streets. The membership of this advisory committee consists of private sector defense trade specialists, appointed by the Assistant Secretary of State for Political-Military Affairs, who advise the Department on policies, regulations, and technical issues affecting defense trade. The purpose of the meeting will be to discuss current defense trade issues and topics for further study. Members of the public may attend this open session and will be permitted to participate in the discussion in accordance with the Chairman's instructions. They may also, if they wish, submit a brief statement to the committee in writing. As access to the Department of State facilities is controlled, persons wishing to attend the meeting must notify the DTAG Executive Secretariat by COB Thursday, September 13, 2007. If notified after this date, the DTAG Secretariat cannot guarantee that State's Bureau of Diplomatic Security can complete the necessary processing required to attend the September 20th plenary. Each non-member observer or DTAG member that wishes to attend this plenary session should provide: His/her name; company or organizational affiliation; phone number; date of birth; and identifying data such as driver's license number, U.S. Government ID, or U.S. Military ID, to the DTAG Secretariat contact person, Nicholas Memos, via e-mail at MemosNI@state.gov. U.S. National Commission for UNESCO Notice of Open Teleconference Meeting
The U.S. National Commission for UNESCO will meet via telephone conference on Tuesday, April 24, 2007, from 11:30 a.m. until 12:30 p.m. Eastern Time. The purpose of the teleconference meeting is to consider the recommendations of the Commission's Review Committee on the UNITWIN/UNESCO Chairs Program. The UNESCO Secretariat in Paris has asked to receive recommendations from member states before the end of April, thus this telephone conference is being convened on shorter notice than ordinary meetings of the Commission. The Review Committee was asked to review U.S. applications for the Chairs program, which seeks to foster cooperation between universities in different countries and to promote academic solidarity and the transfer of knowledge. The Commission also plans to discuss activities related to the U.S. National Committee for the Intergovernmental Oceanographic Commission, as well as, discuss applications submitted to join the Associated Schools Project NetworkUSA list. Announcement of Meetings of the International Telecommunication Advisory Committee

Fourth Public Meeting of the Advisory Committee on Persons With Disabilities
The Advisory Committee on Persons with Disabilities will conduct its fourth public meeting on Wednesday, May 2, 2007 from 9 a.m.-4 p.m. in the Ronald Reagan Building and International Trade Center, 1300 Pennsylvania Avenue, NW., Washington, DC 20004. Bureau of Political-Military Affairs; Statutory Debarment of ITT Corporation Pursuant to the Arms Export Control Act and the International Traffic in Arms Regulations
Notice is hereby given that persons convicted of violating Section 38 of the Arms Export Control Act, as amended, (``AECA'') (22 U.S.C. 2778) are statutorily debarred pursuant to Section 38(g)(4) of the AECA and Section 127.7(c) of the International Traffic in Arms Regulations (``ITAR'') (22 CFR 127.7(c)). On March 28, 2007, in the United States District Court for the Western District of Virginia, ITT Corporation entered a guilty plea to the willful export of defense articles without a license, in violation of Section 38 of the AECA and Sections 127.1(a) and 127.3 of the ITAR.
Deadline for Initial Accreditation or Approval for Agencies and Persons in Order To Be Accredited/Approved When the Hague Adoption Convention Enters Into Force for the United States
Pursuant to the Intercountry Adoption Act of 2000 (the IAA), the Department of State (the Department) is the Central Authority for the United States for implementation of the 1993 Hague Convention on Protection of Children and Cooperation in Respect of Intercountry Adoption (the Convention). Once the Convention enters into force for the United States, agencies and persons that provide adoption services in cases covered by the Convention must be accredited, temporarily accredited, approved, or otherwise exempt. The Department previously announced in the Federal Register the establishment of the transitional application deadline (TAD) for accreditation and approval as November 17, 2006. The Department is now setting the deadline for initial accreditation or approval (DIAA) for February 15, 2008. All agencies and persons that applied by the TAD must complete the accreditation/ approval process by February 15, 2008, to be eligible for accreditation, temporary accreditation, or approval at the time the Convention enters into force for the United States.

The Office of Academic Exchange Programs of the Bureau of Educational and Cultural Affairs (ECA) announces an open competition for the administration of the FY 2008 Edmund S. Muskie Graduate Fellowship Program (Muskie Program). Public and private non- profit organizations meeting the provisions described in IRS regulation 26 CFR 1.501(c)(3) may submit proposals to administer the selection, placement, monitoring, evaluation, follow-on, and alumni activities for the Edmund S. Muskie Graduate Fellowship Program (Muskie Program). Organizations with less than four years experience in conducting international exchange programs are not eligible for this competition. The Muskie Program selects outstanding citizens from Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Russia, Ukraine, Uzbekistan, Tajikistan and Turkmenistan (herein referred to as Eurasia) to receive fellowships for Master's level study in the United States in the fields of business administration, economics, law, public administration, and public policy. Candidates from countries other than Russia and Ukraine will be also considered in additional fields of education, environmental management, international affairs, library and information science, journalism/mass communications, and public health per guidelines outlined in the Project Objectives, Goals, and Implementation (POGI). Muskie Program fellows will be enrolled in graduate degree, certificate, and non-degree programs lasting one to two academic years. Funding should support a minimum of 145 fellows for Master's level fellowships under the FY 2008 program. Every effort should be made to maximize the number of awards granted.

Public and private non-profit organizations meeting the provisions described in IRS regulation 26 CFR 1.501(c) may submit proposals to provide these services to one or both Offices (Moscow and/or Kyiv). A separate proposal must be submitted for each country's office, i.e., organizations that apply for both the Moscow and Kyiv Offices must submit two discrete proposals for addressing the particular budgetary guidelines and any other country- specific requirements for each Office outlined in the RFGP.
Announcement of Meetings of the International Telecommunication Advisory Committee
This notice announces meetings of the International Telecommunication Advisory Committee (ITAC) to prepare advice on U.S. positions for two sets of meetings: the meeting of the Organization for Economic Co-operation and Development Working Parties on the Information Economy (WPIE) and on Communications and Infrastructure Services Policy (CISP), and a meeting of the International Telecommunication Union's Study Group 9 (Integrated broadband cable networks and television and sound transmission). The ITAC will meet on May 3, 10, and 17 from 2-4 p.m. EDT in room 2533a of the Harry S Truman building (Main State), 2201 C Street, Washington, DC to prepare advice for the next meetings of the WPIE and CISP. Additional Designation of Entity Pursuant to Executive Order 13382
Pursuant to the authority in section 1(ii) of Executive Order 13382, ``Blocking Property of Weapons of Mass Destruction Proliferators and Their Supporters'', the Assistant Secretary of State, acting under the authorities delegated to him by the Secretary of State, in consultation with the Secretary of the Treasury and the Attorney General, has determined that an Iranian entity, the Defense Industries Organization (``DIO''), has engaged, or attempted to engage, in activities or transactions that have materially contributed to, or pose a risk of materially contributing to, the proliferation of weapons of mass destruction or their means of delivery.
Amendment of the International Traffic in Arms Regulations: Policy With Respect to Vietnam
Notice is hereby given that the Department of State is amending the International Traffic in Arms Regulations (ITAR) regarding Vietnam at 22 CFR 126.1 to make it United States policy to consider on a case-by-case basis licenses, other approvals, exports or imports of non-lethal defense articles and defense services destined for or originating in Vietnam. The United States will deny licenses, other approvals, exports or imports of lethal defense articles and services destined for or originating in Vietnam. Under this policy, the exports of lethal-end items, components of lethal-end items (unless those components are non-lethal, safety-of-use spare parts for lethal-end items), non-lethal crowd control defense articles and defense services, and night vision devices to end-users with a role in ground security will not be approved.
