Amendment to the International Traffic in Arms Regulations: Section 126.1(i)
This rule amends the International Traffic in Arms Regulations (ITAR) by modifying the denial policy regarding the Democratic Republic of the Congo (DRC) at 22 CFR 126.1. This action is taken in accordance with UN Security Council Resolution (UNSCR) 1596, unanimously adopted on April 18, 2005, which imposed a nation-wide embargo on arms sales or transfers to any recipient in the DRC. It represents an expansion of the policy issued under UNSCR 1493, which on July 28, 2003, imposed an embargo on the sale of arms, related materials, and defense services in the provinces of North and South Kivu and the Ituri District in the DRC.
Amendments to the International Traffic in Arms Regulations: Port Directors Definition, NATO Definition, Major Non-NATO Ally Definition, Recordkeeping Requirements, Supporting Documentation for Electronic License Applications, Disclosure of Registration Documents
The definition of ``District Director of Customs'' has been amended to reflect the change in title. Also, references to the Customs Service have been changed to the U.S. Customs and Border Protection. A definition has been added for the ``North Atlantic Treaty Organization'' and another definition for ``major non-NATO ally.'' The recordkeeping requirement has been revised to include maintaining records in an electronic format and reproduction of readable documents. No need for multiple copies of supporting documentation for electronic license applications. Also, registration documents are not releasable to the public.

Secondary School Student Exchange Programs; Correction
The Department of State published a document in the Federal Register of August 12, 2005, (70 FR 47152) concerning a proposed rule on regulations for secondary school students in the Exchange Visitor Program set forth at 22 CFR 62.25. The document contained omitted information regarding the requirements of criminal background checks on all program sponsor officers, employees, representatives, agents, and volunteers under paragraph (d)(1) and student orientation requirements under paragraph (g)(1).

Secondary School Student Exchange Programs
The Department is proposing to amend existing regulations set forth at 22 CFR 62.25 to impose new program administration requirements. These amendments would require program sponsors to complete criminal background checks for officers, employees, agents, representatives and volunteers acting on their behalf and would also require monthly contact with host families and students. Amendments are also proposed that would require the vetting of all adult members of a host family household through a sex offender registry maintained by the respective state of residence. A requirement to report any allegation of sexual misconduct to both the Department and local law enforcement authorities is also proposed.

Statutory Debarment Under the International Traffic in Arms Regulations
Notice is hereby given that the Department of State has imposed statutory debarment pursuant to Section 127.7(c) of the International Traffic in Arms Regulations (``ITAR'') (22 CFR parts 120 to 130) on persons convicted of violating or conspiring to violate Section 38 of the Arms Export Control Act (``AECA'') (22 U.S.C. 2778).

Bureau of Western Hemisphere Affairs; Office of Canadian Affairs; International Border Crossings
Executive Order 11423, of August 16, 1968, as amended, authorizes the Secretary of State to issue Presidential permits for the construction of facilities crossing the international borders of the United States, including, but not limited to, bridges and tunnels connecting the United States with Canada or Mexico. Section 2(a) of Executive Order 13337, dated April 30, 2004, amended Executive Order 11423, inter alia, by authorizing the Secretary of State to issue Presidential permits for ``border crossings for land transportation, including motor or rail vehicles, to or from a foreign country, whether or not in conjunction with the facilities'' to which Executive Order 11423 previously applied. This new language is found in section 1(a)(vi) of Executive Order 11423, as amended. In seeking to provide guidance to the public concerning its exercise of this new permitting authority, the Department has determined, after giving the matter careful consideration, that the new ``land border crossing'' language of section 1(a)(vi) will apply to all new crossings of the international border as well as to all substantial modifications of existing crossings of the international border. The Department has also determined to assemble an interagency working group, consisting of relevant State Department personnel and personnel from other interested federal agencies, to prepare, as may be appropriate, further guidance on application of this interpretation of section 1(a)(vi) in the future. Bureau of Democracy, Human Rights and Labor; First Public Meeting of the Advisory Committee on Persons With Disabilities
The Advisory Committee on Persons with Disabilities will conduct its first public meeting on August 15 from 11 a.m.-4 p.m. The meeting is to be held in the Loy Henderson Room of the Harry S. Truman Building of the U.S. Department of State in Washington, DC, located at 2201 ``C'' St. NW., Washington, DC 20520.
