The Federal Advisory Council on Occupational Safety and Health (FACOSH) will meet June 7, 2011, in Washington, DC. On January 12, 2011, the Secretary appointed one person to FACOSH. This Federal Register notice also announces this appointment.
Occupational Injury and Illness Recording and Reporting Requirements
OSHA is reopening the rulemaking record to allow interested persons, particularly small businesses, to comment on the information gathered and on issues raised during the small business teleconferences that the Agency and the Small Business Administration's Office of Advocacy (SBA Office of Advocacy) co-sponsored on April 11-12, 2011. The purpose of the teleconferences was to gather information from small businesses about their experiences recording work-related musculoskeletal disorders (MSDs) and how they believe they would be impacted by OSHA's proposed rule to revise its Recordkeeping regulations to restore a column on the OSHA 300 Log that employers would have to check if a case they already are required to record is an MSD. The record will remain open for 30 days for comment on these limited issues.

Maritime Advisory Committee for Occupational Safety and Health (MACOSH)
In accordance with the provisions of the Federal Advisory Committee Act (FACA), as amended (5 U.S.C., App. 2), and after consultation with the General Services Administration, the Secretary of Labor announced on January 10, 2011, her intention to reestablish the Maritime Advisory Committee for Occupational Safety and Health (MACOSH) as being in the public interest (76 FR 1460). She signed the MACOSH charter on January 25, 2011, which, pursuant to FACA, will expire after two years on January 25, 2013. On March 29, 2011, the Secretary of Labor selected and approved 15 members to serve on the Committee. MACOSH will contribute to OSHA's performance of the duties imposed by the Occupational Safety and Health Act of 1970 (29 U.S.C. 651 et seq.). The first meeting of the reestablished MACOSH Committee will be held on April 19 and 20, 2011, in Washington, DC.

Online OSHA Outreach Training Programs
The U.S. Department of Labor, Occupational Safety and Health Administration (OSHA) seeks to ensure high quality online OSHA Outreach Training Program training courses for all participants. This notice announces the opportunity for interested organizations to submit applications to be authorized to deliver 10-hour and/or 30-hour OSHA Outreach Training Program courses in the construction industry, general industry, and maritime industry in an online format. Current OSHA- authorized online training providers must submit an application in order to be considered to offer online Outreach Training Program courses. Past performance will be considered as a factor in the selection process. Applications will only be accepted during the solicitation period and will be rated on a competitive basis. Nationally Recognized Testing Laboratories Fees
The Occupational Safety and Health Administration (OSHA) is adjusting the approach it uses for calculating the fees the Agency charges Nationally Recognized Testing Laboratories (NRTLs), and also is requiring prepayment of these fees. This adjustment increases the fees; OSHA is phasing in the fee increase over three years for existing NRTLs and pending NRTL applicants. OSHA began charging NRTLs fees in 2000, and revised the fee schedule only twice since then (in 2002 and 2007).

This document provides the final text of regulations governing the employee protection (or ``whistleblower'') provisions of Section 211 of the Energy Reorganization Act of 1974, as amended, (``ERA''), implementing the statutory changes enacted into law on August 8, 2005, as part of the Energy Policy Act of 2005. The regulations also finalize changes to the procedures for handling retaliation complaints under Section 211 of the ERA and the six environmental whistleblower statutes that were designed to make them as consistent as possible with the more recently promulgated procedures for handling retaliation complaints under other whistleblower provisions administered by the Occupational Safety and Health Administration (OSHA).

This program helps to ensure that requested data can be provided in the desired format, reporting burden (time and financial resources) is minimized, collection instruments are clearly understood, and impact of collection requirements on respondents can be properly assessed. The Occupational Safety and Health Administration (OSHA) is soliciting comments concerning the proposed extension of approval for the current paperwork requirements of 29 CFR part 1904, Recording and Reporting Occupational Injuries and Illnesses. Maritime Advisory Committee for Occupational Safety and Health (MACOSH); Committee Reestablishment
In accordance with the provisions of the Federal Advisory Committee Act, as amended (5. U.S.C., App. 2), and after consultation with the General Services Administration, the Secretary of Labor intends to reestablish the Maritime Advisory Committee for Occupational Safety and Health. The Committee will better enable OSHA to perform the duties imposed by the Occupational Safety and Health (OSH) Act of 1970 (29 U.S.C. 655, 656). Authority to establish this Committee is found in Sections 6(b)(1) and 7(b) of the OSH Act, Section 41 of the Longshore and Harbor Workers' Compensation Act (33 U.S.C. 941), Secretary of Labor's Order 42010 (75 FR 55355, Sept. 10, 2010), and 29 CFR part 1912. The Committee is diverse and balanced, both in terms of segments of the maritime industry represented (e.g., shipyard employment, longshoring, and marine terminal industries), and in the views or interests represented by the members.
