The National Institute of Corrections (NIC) is soliciting proposals from organizations, groups, or individuals to enter into a cooperative agreement for a 15-month period to begin no later than September 15, 2013. This project will be a cooperative agreement and will involve working under the direction of NIC's Deputy Director to develop modify and enhance a competency based, blended modality training curriculum that follows the framework outlined in ``Correctional Leadership Competencies for the 21st Century.'' The framework has defined competencies at the executive level and is designed to meet a significant unfilled leadership development need for individuals the field of corrections who have demonstrated the potential to be the chief executive officer at the state, local or federal level. The curriculum that is currently in place is exceptional, but could always be improved upon. The content stresses leadership skill building, exposure to ethical and value based issues, self-awareness, strategic thinking, team oriented performance, effective decision making, executive visioning, mission and agenda setting, executive planning, politics of corrections both internally and externally as well the dynamics of creating collaborative partnerships in the external environment. Finally the program strives to develop strategic and critical thinking through a variety of experiential activities and group sessions. Solicitation for a Cooperative Agreement-Evidence-Based Decision Making in State and Local Criminal Justice Systems: Planning and Development for Implementation
The National Institute of Corrections (NIC) is soliciting proposals from organizations, groups, or individuals to enter into a cooperative agreement for a 15-month period to begin no later than August 15, 2013. Work under this cooperative agreement will be an extension of the NIC's Evidence-Based Decision Making (EBDM) in Local Criminal Justice Systems initiative. It will require the coordination of jurisdictions receiving technical assistance under EBDM and review of work produced under other cooperative agreements that resulted in deliverables under EBDM. Work under this cooperative agreement will involve all activities necessary to plan for the successful implementation of EBDM in a statewide structure. Specifically, the awardee will plan a comprehensive structure for implementation, including development of a technical assistance (TA) plan and the tools required to build capacity to implement EBDM within local jurisdictions and state-level criminal justice planning committees. The awardee will also revise ``A Framework for Evidence- Based Decision Making in Local Criminal Justice Systems'' to include needed content changes and additions to support statewide implementation; develop activities and tools needed to select a state that, through an identified process, is determined to have the greatest potential for successful planning and implementation of EBDM at the statewide level; provide TA to current EBDM sites and their states' criminal justice coordinating counsels and executive administration in preparation for statewide planning for EBDM implementation. Solicitation for a Cooperative Agreement-Core Competencies for Corrections Learning and Performance Professionals
The National Institute of Corrections (NIC) is soliciting proposals from organizations, groups, or individuals to enter into a cooperative agreement for a 12-month period to begin no later than September 15, 2013. Work under this cooperative agreement will involve the development of a core competency model and a corresponding complement of competency assessment instruments. The model will identify the core competencies both of learners in a corrections agency and corrections learning and performance staff. NIC will use the model to assess its current learning catalog and to conduct ongoing needs analysis regarding learning and performance in corrections via the data it collects from the assessment instruments. Corrections professionals will use the model and assessment instruments as a skills gap analysis, professional development tool, and human resource management tool that will assist them with staff selection and retention, performance management, and succession management. Solicitation for a Cooperative Agreement-Children of Incarcerated Parents: Arrest Through Pre-Adjudication
The National Institute of Corrections (NIC) is soliciting proposals from organizations, groups, or individuals to enter into a cooperative agreement for an 18-month period to begin no later than September 15, 2013. Work under this cooperative agreement will involve the development of a guiding framework document of promising practices regarding children of incarcerated parents. This project will examine the points of the criminal justice continuum from arrest and jail incarceration through the pre-adjudication phase; including: Pretrial, release, diversion, guilty adjudication, and reentry from local jails and how each of the decisions made throughout the pre-adjudication phase in the criminal justice system impacts this population. The project will further identify and highlight innovations and promising practices that have shown to positively impact children of incarcerated parents. Work under this cooperative agreement will involve the production of a 20- to 25-minute, high-end broadcast-quality DVD that introduces podular direct-supervision to a varied audience. The DVD will illustrate direct supervision through narration, interviews, graphics, and footage shot in jails. This project will be a collaborative venture with the NIC Jails Division. Solicitation for a Cooperative Agreement-Support Services for Community Services Division Networks
The National Institute of Corrections (NIC) is soliciting proposals from organizations, groups, or individuals to enter into a cooperative agreement for an 18-month period to begin no later than September 15, 2013. Work under this cooperative agreement will provide support services to NIC Community Services Division sponsored networks. The networks are designed for NIC to assist in meeting the needs of the field of community corrections by serving defined groups of members. Each of the networks typically meets twice per fiscal year, for a total of up to ten meetings. The purpose of this cooperative agreement is for the awardee to provide specific support services to each of the network managers. Some of the potential tasks include attending network meetings to keep track of meeting minutes accurately, provide support to the network manager, prepare a summary report for the network participants, prepare a detailed report for the network manager, create a quarterly report on the ``Hot Topics'' from all the networks combined that may benefit the field at large, and other administrative duties relevant to each network meeting. Solicitation for a Cooperative Agreement-Development and Pilot Training of a Curriculum for Pretrial Justice System Stakeholders
The National Institute of Corrections (NIC) is soliciting proposals from organizations, groups, or individuals to enter into a cooperative agreement for a 15-month period to begin no later than August 31, 2013. Work under this cooperative agreement will involve the development and pilot of a training curriculum targeted toward teams of pretrial justice stakeholders who have the primary responsibility of developing and maintaining the pretrial justice system within their jurisdiction. This curriculum is intended to prepare these teams to plan, develop, and implement critical policy and systemwide pretrial decisions in a collaborative structure based on the most current legal and evidence-based pretrial knowledge. These teams must have the participation of the judge, prosecutor, defense attorney, sheriff or jail administrator, and pretrial director, who have primary oversight of pretrial justice in their jurisdiction. The curriculum will help teams explore their independent and collaborative roles in the development and daily operational functions of maintaining pretrial justice within their jurisdiction.
