Justice Programs Office – Federal Register Recent Federal Regulation Documents

The Office of Justice Programs (OJP) announces that the Review Panel on Prison Rape (Panel) will hold hearings in Washington, DC on June 3-4, 2010. The hearing times and location are noted below. The purpose of the hearings is to assist the Bureau of Justice Statistics (BJS) in identifying common characteristics of victims and perpetrators of sexual victimization in juvenile facilities, and the common characteristics of juvenile facilities with the highest and lowest incidence of rape, respectively, based on an anonymous survey by the BJS of youth in a representative sample of juvenile facilities. On January 7, 2010, the BJS issued the report Sexual Victimization in Juvenile Facilities Reported by Youth, 2008-09. The report provides a listing of juvenile facilities grouped according to the prevalence of reported sexual victimization, and formed the basis of the Panel's decision about which facilities would be the subject of testimony.

Pursuant to the National Motor Vehicle Title Information System (NMVTIS) Final Rule, 74 FR 5740, 5774 (January 30, 2009) the committee is being established in accordance with the provisions of the Federal Advisory Committee Act (FACA), as amended, 5 U.S.C., App. 2. The NMVTIS Advisory Board is necessary and in the public interest. The objective of the NMVTIS Advisory Board is to provide input and recommendations to the Office of Justice Programs (OJP) regarding the operations and administration of NMVTIS. The Charter is subject to renewal and will expire two years from its filing. The NMVTIS Advisory Board is continuing in nature, to remain functional until the BJA Director determines that all necessary duties have been performed.

In an effort to obtain comments from interested parties, the U.S. Department of Justice, Office of Justice Programs, National Institute of Justice will make available to the general public two draft documents: (1) A draft standard entitled, ``NIJ Duty Holster Retention Standard for Law Enforcement'' and (2) a draft companion document entitled, ``NIJ Duty Holster Retention Certification Program Requirements.'' The opportunity to provide comments on these two documents is open to industry technical representatives, law enforcement agencies and organizations, research, development and scientific communities, and all other stakeholders and interested parties. The National Institute of Justice (NIJ) is in the process of revising the Walk-through and Handheld Metal Detector Standards and developing corresponding certification program requirements. This work is being performed by a panel of experts, comprised of practitioners from the field, researchers, testing experts, certification experts, and representatives from stakeholder organizations. The panel members will participate in four 2-day meetings over a 7-month time period with the goal of completing development of the standards and certification program requirements. It is anticipated that panel meetings will begin in early November 2009. Travel expenses and per diem will be reimbursed for all panel meetings; however, participation time will not be funded.

The Office of Juvenile Justice and Delinquency Prevention (OJJDP) announces the Fall meeting of the Federal Advisory Committee on Juvenile Justice (FACJJ), which will be held in Austin TX October 29 to October 31, 2009.

The National Institute of Justice (NIJ) is hosting a Metal Detector Standards Workshop for manufacturers on Tuesday, October 6, 2009. The meeting will be held from 2:30 to 4 p.m. at the Hyatt Regency Denver Tech Center, 7800 East Tufts Avenue, Denver, Colorado 80237. NIJ is hosting this workshop specifically to introduce manufacturers to the revised NIJ Walk-through Metal Detector Standard and the revised NIJ Handheld Metal Detector Standard that are under development and to receive feedback. Participants are strongly encouraged to come prepared to ask questions and to voice suggestions and concerns.
