Notice of Proposed Award of Funds for Nonparticipating State Program, Wyoming
The purpose of this Notice is to announce the Office of Juvenile Justice and Delinquency Prevention's intention to award formula grant funds, under Section 221 of the Juvenile Justice and Delinquency Prevention Act, 42 U.S.C. 5633(d), to the Wyoming County Commissioner's Association. These funds will be awarded on a non- competitive basis, absent the submission of any expression of interest in the subject funding by another eligible entity. This publication is intended to comply with the requirements set forth in 42 U.S.C. 5633(d) and 28 CFR 31.301(e).

International Terrorism Victim Expense Reimbursement Program
The Office of Justice Programs (``OJP'') proposes the following regulations to implement provisions of the Victims of Crime Act of 1984 (the ``VOCA'') (42 U.S.C. 10601 et seq.), which authorize the Director of the Office for Victims of Crime (``OVC''), a component of OJP, to establish an International Terrorism Victim Expense Reimbursement Program (hereinafter referred to as the ``ITVERP'') to reimburse eligible ``direct'' victims of acts of international terrorism that occur outside the United States for ``expenses associated with that victimization.''

Public Safety Officers' Benefits Program
The Office of Justice Programs, Department of Justice, proposes this rule to amend regulations which implement the Public Safety Officers' Benefits Act, as amended. The Act provides financial support to certain public safety officers, or their survivors and families, when such officers die, or become permanently and totally disabled, as a result of line-of-duty injuries. The proposed rule would incorporate recent statutory amendments to the program, specifically, to provide coverage for chaplains and the addition of certain life insurance beneficiaries, and to provide coverage for certain heart attack and stroke cases. The proposed rule also would amend the regulations to incorporate longstanding internal agency policy and practice, court decisions, and certain technical changes, in order to make the regulations more comprehensive and user-friendly.
