Schedules of Controlled Substances: Temporary Placement of Three Synthetic Cannabinoids Into Schedule I
The Administrator of the Drug Enforcement Administration is issuing this final order to temporarily schedule three synthetic cannabinoids (SCs) into schedule I pursuant to the temporary scheduling provisions of the Controlled Substances Act (CSA). The substances are: (1) N-(1-amino-3-methyl-1-oxobutan-2-yl)-1-(cyclohexylmethyl)-1H- indazole-3-carboxamide (``AB-CHMINACA''); (2) N-(1-amino-3-methyl-1- oxobutan-2-yl)-1-pentyl-1H-indazole-3-carboxamide (``AB-PINACA''); and (3) [1-(5-fluoropentyl)-1H-indazol-3-yl](naphthalen-1-yl)methanon e (``THJ-2201''). This action is based on a finding by the Administrator that the placement of these synthetic cannabinoids and their optical, positional, and geometric isomers, salts, and salts of isomers into schedule I of the CSA is necessary to avoid an imminent hazard to the public safety. As a result of this order, the regulatory controls and administrative, civil, and criminal sanctions applicable to schedule I controlled substances will be imposed on persons who handle (manufacture, distribute, import, export, engage in research, or possess), or propose to handle these SCs.

Community Oriented Policing Services; Public Meetings With Members of the Research Community, Subject-Matter Experts and the Public To Discuss Topics Relating to Policing
On December 18, 2014, President Barack Obama signed Executive Order 13684 titled ``Establishment of the President's Task Force on 21st Century Policing'' establishing the President's Task Force on 21st Century Policing (``Task Force''). The Task Force seeks to identify best practices and make recommendations to the President on how policing practices can promote effective crime reduction while building public trust and examine, among other issues, how to foster strong, collaborative relationships between local law enforcement and the communities they protect. The Task Force will be holding public meetings to address the topics of Community Policing & Crime Reduction and Training & Education. The meeting agendas are as follows:
Meeting of the National Coordination Committee on the AI/AN SANE-SART Initiative
The National Coordination Committee on the American Indian/ Alaska Native (AI/AN) Sexual Assault Nurse Examiner (SANE)Sexual Assault Response Team (SART) Initiative (``National Coordination Committee'' or ``Committee'') will meet to carry out its mission to provide advice to assist the Office for Victims of Crime (OVC) to promote culturally relevant, victim-centered responses to sexual violence within AI/AN communities. Offender Tracking Systems Market Survey
The National Institute of Justice (NIJ) is soliciting information in relation to the upcoming National Criminal Justice Research, Test, and Evaluation Center (NIJ RT&E Center) ``Market Survey of Location-based Offender Tracking Technologies.'' This market survey will be published by NIJ to assist prospective agencies in their assessment of relevant information on commercially available offender tracking systems (OTS) marketed for use by the criminal justice community, prior to making purchasing decisions. The NIJ RT&E Center invites comments with regard to the market survey, including which categories of information are appropriate for comparison. Vendors of such technology are also invited to provide promotional material (e.g., slick sheet) and images of the technology (e.g., a print-quality photograph).
Privacy Act of 1974; Systems of Records
Pursuant to the Privacy Act of 1974 (5 U.S.C. 552a), the United States Department of Justice, Office of Legal Counsel, is terminating the systems of records entitled ``Office of Legal Counsel Attorney Assignment Reports, JUSTICE/OLC-001'' and ``Office of Legal Counsel Central File, JUSTICE/OLC-003.'' The Department is eliminating the Attorney Assignment Reports system because the reports no longer exist and have been destroyed. The Department is eliminating the Central File system because the 5 x 7 card index no longer exists and the records maintained in the Central File are not retrieved by the name of individuals or by other identifying information assigned to individuals. Accordingly, the Privacy Act system of records notices last published in the Federal Register on September 4, 1985, 50 FR 35878, 35879, are removed from the Department's compilation of Privacy Act systems.
Schedules of Controlled Substances: Removal of Naloxegol From Control
With the issuance of this final rule, the Administrator of the Drug Enforcement Administration removes naloxegol ((5[alpha],6[alpha])- 17-allyl-6-((20-hydroxy-3,6,9,12,15,18-hexaoxaicos-1-yl)oxy)- 4,5- epoxymorphinon-3,14-diol) and its salts from the schedules of the Controlled Substances Act (CSA). This scheduling action is pursuant to the CSA which requires that such actions be made on the record after opportunity for a hearing through formal rulemaking. Prior to the effective date of this rule, naloxegol was a schedule II controlled substance because it can be derived from opium alkaloids. This action removes the regulatory controls and administrative, civil, and criminal sanctions applicable to controlled substances, including those specific to schedule II controlled substances, on persons who handle (manufacture, distribute, reverse distribute, dispense, conduct research, import, export, or conduct chemical analysis) or propose to handle naloxegol.

Communications Management Units
In this document, the Bureau of Prisons (Bureau) finalizes regulations that establish and describe Communications Management Units (CMUs) by regulation. The CMUs regulations serve to detail the specific restrictions that may be imposed in the CMUs in a way that current regulations authorize but do not detail. CMUs are designed to provide an inmate housing unit environment that enables staff monitoring of all communications between inmates in a Communications Management Unit (CMU) and persons in the community. The ability to monitor such communication is necessary to ensure the safety, security, and orderly operation of correctional facilities, and protection of the public. These regulations represent a ``floor'' beneath which communications cannot be further restricted. The Bureau currently operates CMUs in two of its facilities. This rule clarifies existing Bureau practices with respect to CMUs.
